WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, IHRF, Inc., 6736 E. 123rd Place, Brighton, Colorado 80602, has presented to the Board of County Commissioners an application for a Permit for Temporary Assembly on land within the unincorporated portion of the County of Weld, State of Colorado, to be held from 10:00 a.m. until 7:00 p.m., on March 3, and 4, 2018, (alternately March 10, and 11, 2018, in the event of inclement weather), on the property described as follows: 18233 CR 96, Pierce, Colorado 80650; being further described as part of the W1/2 SW1/4 of Section 6, Township 8 North, Range 65 West of the 6th P.M., Weld County, Colorado WHEREAS, said applicant has paid Weld County the sum of ONE -HUNDRED DOLLARS ($100.00) for said Weld County Permit for Temporary Assembly, and WHEREAS, said applicant has obtained Use by Special Review Permit — USR17-0024, which was approved by the Board of County Commissioners on July 25, 2017, and has recorded an Improvements Agreement and Plat, and WHEREAS, pursuant to USR17-0024, the applicant must obtain a Temporary Assembly Permit for any event over 500 people, and WHEREAS, the applicant has acknowledged and agrees to comply with all of the terms of USR17-0024, in addition to the terms of the Temporary Assembly Permit, and WHEREAS, having examined said application, the Board deems it appropriate to grant a Weld County Permit for Temporary Assembly to IHRF, Inc., and WHEREAS, said permit shall be issued subject to compliance with the terms and conditions as set forth in the application materials and upon the express condition and agreement that the temporary assemblage will be conducted in strict conformity to all laws of the State of Colorado and the Weld County Code, and GG=8OcRS),Gca.cc=H), O.PPL oaratitc. 2018-0478 LC0022 TEMPORARY ASSEMBLY PERMIT - IHRF, INC. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that said Weld County Permit for Temporary Assembly on March 3, and 4, 2018, (or the alternate dates if necessary), be, and hereby is, granted to IHRF, Inc., to conduct a temporary assemblage at the hereinabove described location. BE IT FURTHER RESOLVED, by the Board of County Commissioners of Weld County, Colorado that the applicant shall comply with all terms of USR17-0024, as well as the terms of this Temporary Assembly Permit. PERMIT FEE: $100.00 Submit $100.00 fee for each event where three -hundred fifty (350) or more people assemble, or can reasonably be anticipated to assemble, at any one (1) location, unless the location is properly zoned for such assembly, in which case one permit shall be required for the total number of events scheduled for that location for the remainder of the calendar year, not to exceed ten (10) events per year. The applicant is providing 15. S. Five (5) security guards for the first 350 persons attending the event and two additional security guards between 350 and 500 persons. Ten (10) additional security guards for security within and among the spectators shall be on the site during any event. Mitch, from Banner Health also called me last week to inform me about the request of having 7 EMTs on site which he thinks its insane. He says that this has never been brought up in other temp assembly permits, and that an ambulance with 2 EMTs has been more than enough even for larger crowds since if an emergency occurs he calls back up. He said that he finds it pointless in having so many EMTs and having to charge me more than 4k. He also mentioned that he might not even have enough staff to be out there on site. What can be done?
