We have been watering the access road periodically during the day to mitigate dust. As an additional measure, we are calcifying the access road. This application of calcium chloride will help the roadway retain water. That process was completed on Friday, July 14. 2, We initiated conversations on Thursday, July 13 with the Weld County Sheriffs office to determine a rapid and efficient way to employ uniformed, off -duty officers to secure the entryway 24/7. We were told that off -duty officers are not allowed per Weld County regulations. We are now working with a third -party security company that will assist in monitoring and collecting information from traffic violations. This will help ensure that construction traffic does not enter the neighborhood, or exceed speed limits near the neighborhood and along the access road, our goal is to be a good neighbor. When we last spoke by phone during the week of June 26, I explained that I would be pleased to attend a meeting of your HOA along with members of our team, including those most closely involved in day-to-day operations at the plant. I haven't heard from you about this, so I want to reiterate that we would greatly appreciate the opportunity to meet with the members of the HOA to answer your questions and discuss any concerns. 3.1 also want to answer a question that Kim Ogle at the Weld County planning office passed along to us. The question is about Discovery DJ Services, LLC. Discovery DJ Services is the local operating company of Discovery Midstream Partners. Discovery's financial backer is TPG Growth. TPG owns a majority interest in Discovery Midstream Partners and Discovery operates under its umbrella. TPG has approximately $73 billion in assets under management. You did notify the property owners whose property borders their property but did not contact the governing HOA Board of which includes these properties. The HOA was left out. They are all most finished with their first plant and a lot of the neighborhood has complained to me why they were not notified. I've had a lot complaints of noise and dust, trouble with speeding cars and trucks that have been driving through our neighborhood during the construction of this first plant that will process 60 million gal per day. Now Discovery wants to add another plant "phase 2" that will process 200 million gal per day. This is even closer and will have a great impact on our community. It raises great safety concerns with this type of high pressure natural gas in our neighborhood which is laterally right next door. Open flames, noise, odors more truck traffic and loss of our property values. This is an established community and the HOA has been registered with the state, and approved by Weld County. We have strict covenants and guidelines that we enforce, and this addition would not be acceptable for most of them. Reading the resolution that was signed by the Commissioners on October 26tH 2016, it appears that Discovery has not followed some of the guide lines whie building. Local Cities were asked of their opinion of use of special review permit for this with only one reply, but Buffalo Ridge Estates was not included who actually boarders Discovery's property. Between 21:30 and 22:30 three semi trucks arrived with deliveries of various materials to the project, Security attempted to turn them around to go stay at the truck stop a few miles from here. One of the truck drivers became angry at security and then for spite went down Eagle Street flooring/revving his engine. He went into the neighborhood and turned around on Falcon Drive and went roaring back up eagle and drove recklessly up road 35, passing another one of the trucks going up the hill on a double yellow, I am not sure whose property he trespassed on to turn around on our narrow residential street. Our master bedroom and nursery are the north side of the house and he woke up my wife and our new baby. Additionally throughout this ordeal two of the trucks blocked road 35 numerous times with both parking and turning around. To compound this disturbance the third truck driver wouldn't speak to the security guard and remained parked at the entrance to the access road with his engine running all night. We had diesel fumes and the sound keep us up most of the night only to be woken up 2 hours later by the same semi trucks roaring back down the road. I personally went down there around 23- 23:30 and spoke to security officer Juneau who advised me he was unable to speak to the driver to have him move/cut off the engine because he was"passed out" or was simply refusing to come to the window of his cab. I have already contacted Chris Roberts from Discovery but wanted to make you aware of the major impact this issue had and note that it isn't the only such incident. Even though these streets were posted, they were used as access roads. In addition, employee vehicles use our streets all hours of the day, especially noticable at shift changes. Our residents are runners, bicyclers, dog walkers, horseback riders, children, and must now must use extreme caution or even forego their activities because of increased traffic. Noise pollution - this plant seems to run 24 hours and the increased noise of big trucks spoils the quiet of our neighborhood 0 Dust pollution. Our quality of life has been impacted by this current plant, and the newly proposed plant will only make this neighborhood more impacted. Discovery Midstream Partners has been sending in their request one by one so as to disguise the real size of this project being built next to a residential community. In fact they have just gotten approval for a 23" gas pipe line which they have said is essential to the Phase I volume for their current plant which is already operating at full capacity. As a property owner whose land directly adjoins the current and proposed expansion of this gas plant, my purchase of this home was made with the knowledge that the surrounding areas were zoned for agricultural use. Discovery claims in their USR Permit Application that the property in question is "clustered close to other oil and gas facilities" and that "adjacent parcels in all directions have some type of oil and gas infrastructure currently operating". These statements are gross misrepresentations of the facts. The property in question is not surrounded by industrial sites, our neighborhood of 45 homes is directly to the east of the proposed expansion site. The other oil and gas facilities that exist currently and are planned for the future consist of buried pipelines and well heads and tank batteries that sit low to the ground (resulting in no visual impact), and are or will be at least one-half mile from my home. Discovery's plans for expansion are much closer and much more industrial in appearance with numerous towers and large industrial buildings than any existing or planned oil and gas facilities in our vicinity. As a property owner, I have no desire to have an industrial facility of the size and nature proposed by Discovery as my neighbor. 3. Just as I do not wish to live next to an industrial site, I do not believe anyone looking at purchasing properties in our neighborhood will want this eyesore in their backyard either. Therefore, I believe the property values within the neighborhood, particularly those bordering directly on the Discovery Midstream property as mine does, will suffer significant losses that will not be made whole with the intrusion of the industrial site next to our homes. These views of the Rocky Mountains are already diminished by Phase I of the plant and will be even more impacted by the proposed Phase II expansion, The proposed plant will negatively impact our visual and noise -free enjoyment of our home and rural environment as well as cause an inevitable reduction in property value due to neighboring an industrial site. Their USR application details such equipment as: a TEG dehydration unit, a flare at 170/, a cryogenics tower at 140', a stabilizer tower at 70' and molecular sieve units at 50' maximum height (for which no quantity was indicated). The application also indicates that there will be "two or more Cargo (Coney€) Containers" and that Phase II will have a compressor building and 4 separate MCC buildings totaling 40,000 square feet. We have no idea, of course, what a TEG dehydration unit, a molecular sieve unit or MCC buildings will look like or how many "or more" containers will be installed. Discovery's responses to our requests for a three dimensional (or elevation) view of the Phase II plant have been extremely uninformative. For example, • We were referred to a plot plan, depicting shapes of buildings and equipment, which was to be submitted with the USR application. • When we indicated that Discovery's response did not adequately present a three dimensional view at elevation of the proposed expansion, Discovery arranged for panoramic pictures to be taken from various homes adjacent to the Discovery property. A model of the gas plant expansion was dropped into the picture. Due to the distortion that naturally occurs with panoramic photos, the current gas plant appeared in the picture to be even further away than it EXHIBIT Wet ri e°54 realistically appears from our property and the proposed expansion could not even be identified in the picture, when we attended neighborhood meetings and spoke with the engineers Discovery retained to plan the site build -out, they indicated that a three dimensional model was available that would show what the plant would look like; however, Discovery has not shared that information with us. • We have also been told that the plans are not "finalized" and would be out of date by the time we would receive them, if they were provided. We have reviewed the plot plan that was submitted for USR16-0031 (Phase I) and see that it does not present any sort of likeness to the current visual of the Phase I plant that we see from our home, and are concerned that, with its larger footprint, Phase RI will be even more intrusive. We know that the technology is readily available to present a three dimensional view of the proposed plant from various locations. We recently attended a neighborhood meeting with Anadarko regarding the oil wells and processing equipment that will be drilled and installed to the south of our property. Anadarko was able to show us, as if we were standing on our back patio, a three dimensional model of the drilling rigs, the sound/visual barriers, and the processing equipment. This presentation enabled us and our neighbors to know the visual impact that Anadarkes operations will have on our properties. So, we have to question, if Anadarko can do this, why can we not get the same information from Discovery prior to any further approval of Phase II? Because there are so many unanswered questions regarding exactly what this proposed expansion entails, we believe it would be very premature to approve further expansion of the gas plant until these and many other issues have been resolved satisfactorily. Although Discovery indicates that they have a sound mitigation system on order for Phase I, they do not yet have a delivery or installation date for this system. Therefore, we cannot determine if this system will effectively reduce the noise from the gas plant to an acceptable level for our neighborhood and specifically for those of us in homes directly next to the existing gas plant. As a result, it would be premature to allow Phase II to move through the USR approval process when Discovery has yet to demonstrate its ability to control the noise emanating from Phase I of the plant. To determine if the noise is being effectively controlled, this system should be installed and allowed to operate for several months; thereby allowing its effectiveness to be evaluated during spring/summer conditions when residents of the Buffalo Ridge neighborhood would have windows open during significant parts of the day. They gave us detailed presentations of what the facility will look like and about the equipment and safety features that will be installed. They have specifically chosen equipment for their plant that is residentially friendly and we appreciate that. At all of the meetings with Discovery Midstream the only request that my husband and I made to them was that we asked if they would build a dirt berm and plant trees around their facility to help mitigate the noise and lights from it. I have received several emails form Discovery Midstream representatives informing residents in Buffalo Ridge that they have hired a landscaping company that specializes in the buffering between industrial and residential areas. The Discovery Midstream representatives have even come to our neighborhood several times to meet with property owners to discuss landscaping options that best suit each property needs to mitigate the impact of our views. To me this shows Discovery Midstream going above and beyond and to their commitment to being good neighbors and doing what they can to reduce the visual impact of their facility on our neighborhood. Lastly, we have chosen to live in Weld County knowing full well that the Oil and Gas industry is thriving here. Our opinion is that this industry is very beneficial to our county and we appreciate the way that the county officials have worked with the Oil and Gas companies to keep our county safe and prosperous.
