Please accept our apology on behalf of the Weld Board of County Commissioners for putting you and the Committee in an embarrassing and difficult position during the hearings yesterday. Please be reassured the Board takes very seriously your motto of "Strengthening Colorado Communities" by applying it to our municipal partners at the county level. While you received documentation saying otherwise yesterday,we wanted to take the opportunity to reaffirm our long- range transportation planning efforts on this project have been occurring since 2015 and identified in previous capital improvement programs approved by the entire Board. Additionally, the implementation of a regional corridor vision was adopted by IGA with all the communities involved in the planning effort through a two-year long process that included several open public forums and meetings. Your support of our request exemplifies cooperative collaboration between multiple governmental agencies and furthers DOLA's motto by improving the general health, safety and welfare of the surrounding area to the most energy impacted county in the State. The Weld Board of County Commissioners again apologizes for any embarrassment this may have caused you and your department and hopes we can still partner on this effort. We were approached four year ago by the county to form a Coalition and discuss transportation needs in our area, specifically along WCR 29. In 2017, in partnership with the county, we signed an IGA for this roadway that includes access management, protecting the functional integrity of this arterial corridor, and enhanced safety improvements. It is necessary to pave this road that is fast becoming an important haul route for the energy industry and in times of emergency disasters, an alternative to US 85. Additionally, paving this section of roadway is integral to allowing Nunn to begin the process of diversifying our economy and developing a master land use and comprehensive plan. We are great appreciative of the county for thinking regionally and working with all the communities in the area to develop a regional vision for transportation. With US 85 and SH 14 running through the Town of Ault, your funding of this project will provide another very important transportation link on the west side of our community and assist us with a parallel arterial to US 85. In addition, this project exemplifies cooperative collaboration of Weld County working with their northern municipalities in order to improve general health, safety, and welfare of our communities. Commissioners Kirkmeyer and Freeman have worked tirelessly on bringing our communities together and developing a regional transportation system vision that accommodates the oil and gas industry, compliments the traveling public, while preserving the town. The upgrade and paving of WCR 29 is essential to our community, as the increased activity focused on the energy industry in our area is impacting local roads connecting our community to the surrounding areas. Pierce does not currently have standards in place for access and was happy to approve the WCR 29 Access Control Plan in 2017 to ensure that criteria was adopted in advance of new development in our area. It is necessary to pave WCR 29 which now borders Pierce's town limits and will significantly help our rural community, as this corridor is quickly becoming an important haul route for the energy industry. Many small communities such as ours struggle to make significant infrastructure improvements, so by Weld County taking the lead on improving regional corridors on our behalf,the community stands to benefit from both an access and economic standpoint. In closing,the Town of Pierce would ask that you accept this letter as a request for full funding of this project.
