RE: Weld County 9-1-1 Surcharge
On May 16, 2018, the Weld County [911 Emergency Telephone Authority Board (Board) approved
a resolution and application to the Colorado Public Utilities Commission (PVC) concerning the
monthly Weld County E911 surcharge. The application proposes to increase the monthly Weld
County E911 surcharge from 70 cents to $1.20 for 91 1 emergency services provided to all wireline,
wireless, and VaIP phone users within the Weld County E91 1 Emergency Telephone Authority
jurisdiction effective January 1, 2019.
In order to ensure public safety communication throughout the service area for Weld County citizens
and emergency first responders and based upon the needs identified in the 2019-2028 Capital
Improvements Plan of nearly $30 million, the Board determined a rate increase is necessary to fund
new technology and future capital equipment.
Your governing board is a party to the intergovernmental agreement (EGA) creating the Weld County
[911 Emergency Telephone Authority in 1987. The IGA grants the Weld County E91 l Emergency
Telephone Authority Board has the power to collect an E91 1 emergency telephone surcharge in an
amount as approved by the Colorado Public Utilities Commission in the service areas for which
emergency telephone services are provided.
As a result of discussions with PUC staff, the Board is confident the PVC will approve the rate
increase request. The increase rate is justified and will continue to he one of the lower rates among
the larger. more populated counties in Colorado.
The Board is advising all jurisdictions that are a party to the IGA of the impending rate increase of
50 cents. y ou have any objections to the Board collecting the increased surcharge please advise the
Board in writing at the above address by July 31, 2018. If the Board does not receive any objection
by such date, the Board will understand that you have approved the proposed rate increase.

Assuming no objections are received from any of the jurisdictions, and the final PVC approval is
granted the increase will take effective January 1, 2019. If you have questions or need additional
