Jaskot s , • As you requested, I studied engineering geologic conditions for the proosed Calkins Lake Subdivision, located in the Sr.4- Section 30, T31::, P.6_d. Weld County, Colorado. I understand that 6 lots rana.:ing 1 in siz, from 2 .64 to 3.46 acres , and one lot approximately 38 acres in size, are proposed . Municipal water will be provided, and engi- neered sewage disposal syste: s are proposed . i . The purpose of my study was to determine arty gologic conditions on the site which might affect development . My ic:aestigations included review of published literature on the site, study of aerial photo- graphs , review of State Engineer's 0ffie well records in the site vicinity, checking of State Oil and Gas CoLamission records , and con- sultation with personnel of the LUGS and the Colorado State Geolo- 71 gical Survey. A field inspection of the site was also made . Conclusions • 1. The site is suitable for development from an engineering geolo- gic standpoint provided probable high ground water levees and possi- ble swelling bedrock are taken into account . 2 . Ground water levels in most of the area. are likely to be within about 10 feet of the surface. Because of possible seepage proble...s , it is ,:advisable either to eliminate basements or to have en&;:,.rieered peripheral drainage systems for any basements. 3 . The location of the development in the Pierre shale transition zone indicates that variable foundation con,11 dons are likely. 'or this reason, it is advisable that each structure should have an in- dividual foundation investigation and design. 4. Based on available information, it is unlikely that normal leaching field sewage disposal systems would function stisfactorlly. 3 5. i:o known minable minerals a: other resources underlie the site . I lie: riutton of the site ' The proposed development is located about 3 miles northeast of Lons:mont 'along the north shore of Calkins Lake :see Figure 1) . Wei:.l County I-oad 28 runs along the south edge of the property. The land is flat to very gently sloping and was under cultivation at the time of my investigation (April 21, 1977) . A ditch paral- leis the road along the south boundary, and an 18" CNP culvert passes under the road to a larger, short ditch which leads to the lake. A ditch also runs along the north property line . A high voltage line runs along the north property line. A small subdivision is located just northwest of the site , and several houses are located along the lake edge east of the pro- perty. A recently constructed house is located on Lot 1, the • easternmost lot on the site . Geology and Soils The subdivision is underlain by the Pierre shale transition zone (Scott and Ccbbfn, 1965) , which consists generally of sandy shale to shaly san.0 tone with limestone concretions in this area. Scott has mapped (unpublished) a shale area about one-half mile north- west of the property. Roger Colton of the US Geological Survey believes (personal communication, April 19, 1977 ) that the south- western portion of the site is probably directly underlain by shale (see Figure 1) . Soils of• Weld County are presently being recapped by the USDA- Soil Conservation Service. Their preliminary data show the entire sub- division to be Welby-Colby complex soils , l-3; . slopes. Wiley and Colby soils are described in the published report of Adams County soils. In Adams County, both the Wiley and the Colby series con- sist of well-drained upland soils formed in wind-worked loamy mate- rial. These soils abso:.a water at a moderate rate and have moderate to moderately slow permeability. Shrink-swell potential is low to moderate. Since depth to bedrock is expected to be shallow over much of the proposed building area, it is likely that many of the buildings will be founded on bedrock rather than soil. The Pierre unale transi- tion zone is likely to have considerable local variation in composi tion. It is therefore highly advisable that an individual founda- tion investigation be made for each structure, and the foundation designed by a qualified soils engineer. Ground Water Logs of water wells in the area report ground water le •rels of 9 to 12 feet. As water levels are likely to rise with development due to lawn and garden irrigation, eventual water levels may be at or I 2 --) ----) near basement level. Basel,unt seepage problems are likely to occur unless peripheral drains are installed. It is therefore advisable either to eliminate basements , or to consult a foundation engineer to determine ground water levels at uhe specific building location and, if necessary, to design an adequate drainage system. Other engineering geologic considerations Although Calkins Lake is located in a depression which under natural conditions ' would would receive drainage fro an area of about 5 square miles , the roads and highway embankments and associated borrow per itches will divert and temporarily impound much of the flow during high runoff. The proposed plat would place all inhabited structures I at ground elevations of 5 to 10 feet or more above normal lake eleva- tion. A:- oil test hole was drilled in the CNESWSW Section 36, T3N, R(9W, atk,at a mile and a half southwest of the site , but it was a dry hole which was plugged and abandoned. il . We believe such development will be in direct opposition to the goals, policies and land use maps which the Weld County Commission has adopted for the Weld County area adjacent to the City of Longmont. We believe that it is within the rights delegated by State Statutes to County Governments, to deny development of this subdivision based on the facts and conclusions presented by both government agencies in adopting their respective Comprehensive Plans; "to provide for Comprehensive Plans to promote the orderly and efficient development of the physical, social and economic elements of the service authority and to encourage and assist local governments within the boundaries of the service authority to plan for the future". (32-7-114 CRS 1973, as amended) The City of Longmont has no immediate plans to support development in this area. The area in question lies 12 miles outside the so-called "Prime Urbanized Area" of the City; yet not near the service area of any other urban center. Adopted City Policy states, among other things, that: "Land areas situated within the Prime Urbanized Area have been determined to be the most appropriate and logical areas where urban growth should occur" (in the near future) and that annexations and municipal service will only be considered for land- inside this area. Equally important are the goals, policies and land use map adopted by the Weld County Commission. We believe the proposed development is in violation of the adopted Weld County Land Use Map and at least the following adopted policies: Agriculture: Any use of prime irrigated farm land for uses other than agricultural will be critically reviewed. Urban Development: New development not served by existing municipal utilities will be discouraged. Utilities, Public Goods and Services: Any development that will create an undue burden on existing public facilities and will diminish the capacity of public agencies to maintain the existing level of services shall be discouraged. (Though Longmont has no desire to serve this area, the nearest "urban service area" is this City. The Planning Department strongly protests the fact that the permanent "local" residents generated by this proposed development will increase demands on this City's public facilities (i.e. parks and recreational facilities, the library, and other cultural activities, etc.) without any hope of being fully compensated for these services in the next several decades.) An alternative to this approach is to "downzone" the land in question and all the residentially zoned land in the area around Calkins Lake described on our adopted plan as Agriculture (described AS Agricultural on Weld County's Plan as well) . The City of Longmont is in the process of completely rewriting its zoning ordinance which will include downzoning several areas to conform to the adopted Land Use Map of the Comprehensive Plan. Since these zoning decisions are based on the logic of the Plan, such zoning changes cannot be called "Taking" (unless the action is proven to be arbitrary and capricious) . As we have no jurisdiction in Weld County, we believe any action to downzone the area in support of Longmont's (and Weld County's) Comprehensive Plans would be appropriate and defendable. If both of the above approaches are felt to be inappropriate by Weld County, the knowledge of the legal potential to downzone the area might be used at least as a bargaining point. The developer might agree to downzone the one large 38 acre lot to agriculture, in return for not further protesting his present subdivision proposal. We do not, however, recommend this approach except as a last recourse. Longmont is concerned, as is every front range city, with disorganized suburban sprawl. We believe that a strong stand by Weld County at this point against any further encroachment on precious farmland by inefficient but demanding residential development, will save many hundreds of other acres in the area, under similar zoning controls, from an otherwise inevitably similar fate. We concur with the geologic report prepared by Ms. J. L. Hamilton and find that the site generally is suitable for development. The following information is provided for your consideration. 1. The seven lots would yield approximately four elementary children, two junior high school children and one high school child. The children in the subdivision would attend Mead Elementary, Mead Junior High and Longmont High Schools. The Mead Elementary and Mead Junior High Schools would be able to adequately handle the students . The Longmont High School, however, is overcrowded. In a recent survey we identified over 1800 units that were currently being constructed in the Longmont H ;h School attendance area. The 1800 units would generate approximately 360 additional students. . 2. In the fall, 1978, a new high school will open in Longmont and should alleviate the crowded conditions at Longmont High School. 3. The Calkins Lake Subdivision does not appear to introduce any safety hazards. We would recommend that a careful consideration be given to the roads in the area. 4. School Board Policy, #3282 , School Sites and Donations, indicates that the Calkins Lake Subdivision's fair share contribution for school purposes is .23 acres. Since we do not need a site in the area, we suggest that the cash alternative be considered. In summary, the Calkins Lake Subdivision will add to the impact of schools in the St. Vrain Valley School District. The impact, however, will be very slight at the Mead Elementary and Mead Junior High schools. The impact at Longmont High School will be slight and with the opening of the new high school in east Longmont, crowded conditions should be alleviated in the fall, 1978. In addition, School Board Policy, #3282, School Sites and Donations indicates that the fair share contribution of this subdivion is .23 acres. We, however, recommend the developer pursue the cash alternative. We do not perceive any safety hazards in the area, but suggest that careful consideration should be given to the roads that may serve the subdivision.
