Planning Questions
1. The proposed use of the property is for commercial truck parking and storage. There
are/will be 6 commercial trucks on the property, with maintenance work done elsewhere.
During working conditions, one roundtrip per working trucking is expected per day.
Two sheds and three utility buildings are also located on the property; they are not used
for commercial truck storage/maintenance.
Additionally, there is a residential home located on the property for immediate family use
only.
2. The proposal stated above is consistent with the intent of Weld County Code, Chapter 22
of the Comprehensive Plan because it allows the owner to utilize his property for parking
and storage of commercial trucks while balancing the needs of community health, safety,
and welfare.
. The proposal stated above is consistent with the intent of Weld County Code, Chapter 23
(Zoning) and the zone in which it is located due to the fact that the property is located
within an agricultural zone. Furthermore, the residential home on the property is not and
will not be used by employees; the home is for the owner and immediate family use only,
This comports with the zoning district of the property.
4. The property is located on county roads, not within a neighborhood. Agricultural lands
with are located Northwest and Northeast of the property, as well as some ranches with
similar use and additional homes to the west and South,
5. The hours of operation are 24/7 because the property is being used as parking and storage
of commercial trucks belonging to the owner of the property; the commercial trucks are
located on the property. However, all trucks will not be operated on a regular, on -going

basis. During working conditions, one roundtrip per day per working truck is expected.
Estimated working week of Monday through Friday, 7:00 am to 6:00 pm.
6. There will be an estimated four full-time employees that will come to the property to pick
up and drop off commercial trucks for use during working conditions, as necessary.
7. Due to the nature of the proposed use (parkin., and storage) there will be an estimated
four employees per shift.
8. Seven immediate family members live onsite in the residential home, including owner of
the property. Two of those family members (including owner of the property) and an
additional two others will operate the commercial trucks.

10. Road base is in place for entrance and driveway. A grass front yard is in place in front
directly in front of the residential home (East). The remaining lot surface is primarily
gravel/dirt.
1r. Consistent with the proposal above, other than immediate family living in the residential
home, and estimated employees, no one is scheduled to come to the property for
commercial truck use. Therefore, no true parking spaces or ADA parking is planned; only
an area where the trucks will be parked/stored on the property will be used. The
commercial trucks will be parked in designated areas on the property, shown on the map.
No physical alterations will be made to the property to mark traditional parking space.
12. The existing landscaping includes a yard directly in front of the residential home, four
trees north of the grass yard and East of the house, and one other tree southwest of the
house. Additional fence to surround the property is still to be determined.

13. If required from any adjacent landowners or public rights -of -way, a 9 -foot high fence will
be added to screen the property.
14. If needed, a 9 -foot fence surrounding the property from north end and down the west side
will be put in place. This shall screen all parking and outdoor storage areas, as well as
residential home.

17. The only additional improvements installed in the future are fencing to screen
commercial truck parking and storage and a shed, if approved.
Engineering Questions
1. One roundtrip per day is expected per working commercial truck. Roundtrip begins in the
morning when the truck leaves and ends in the evening when the truck returns.
Additionally, multiple roundtrips of personally passenger vehicles are expected by owner
and family living in the residential home.
2. All traffic will use CR 57 to enter property from the northwest side unless alteration is
deemed necessary.
3. 100% of the traffic will come from the north end, coming from CR 50 and turning onto
CR 57 which will then enter through entrance on the west side of property.
4. Highest volume of traffic is expected in the mornings when commercial trucks are
beginning their roundtrips and personal vehicles used by family members leave as well.
5. Access to the property site is located on CR 57 on the west side of the property. Most
common route traveled is turning south from CR 50 onto CR 57.

. The property falls under exception to stormwater detention requirements per code
section 3.10 -12- 0.F.1. a. 8 . Development of sites where the change of use does not
increase the imperviousness of the site is the exception applied. The site is not being
further developed, merely used for parking and storage of commercial trucks.
a. Excess water may originate from nearby farmers' irrigation ditches located on the
north end of the property. Incidental local weather such as rain and snow may also
cause accumulated water.
b. The water flows in from the north from adjacent farmers' lands and flows east,
following the path of the shallow ditch located all along the north end of the
property.
c. There are no current drainage problems and, to the best of the applicant's
knowledge, have not been any in the past,
Environmental Health
1. City water is used, provided by Central Weld County Water District. A copy of previous
month's invoice is attached for reference,

Building Questions
1. Existing structures on property include: (1) residential home of 2,231 square feet, (2)
cattle sheds of 4,200 square feet, utility buildings of 1,008 square feet, 1,584 square
feet, and 558 square feet.
Proposed structure on property includes: (1) lean to shed with three walls only

This property is not currently eligible for annexation to the Town of Kersey. The Town of Kersey has no conflict with this
proposal as presented. We request that you consider requiring a ROW reservation for Freedom Parkway (CR50) along
the northern boundary of the property. The current ultimate section for the Freedom Parkway is 120'. Per the county
ROW mapping, the existing CR 50 ROW is 60' through this portion of CR 50 (30' each side if the section line) As this
application moves forward through the review process, please consider reserving an additional 30' adjacent to the
existing CR 50 ROW along the northern boundary of this site and require that no new buildings are constructed within
the reservation. Thank you for referring this application to the Town for review.
