The Department is applying for a total of $4,690.00, which includes grant funds equaling $3,752.00 in Title XX funds, as well as a required County match of 20% ($938.00). Each county receiving funds must document a 20% match of the total budget. The project timeline is July 1, 2018, through May 31, 2019. Funds will be distributed by July 1, 2018, if awarded. All training that supports Title XX program goals is considered eligible training (Title XX Social Services Block Grant Program, Section 10). BACKGROUND AND NEED Legislation signed into law on January 4, 1975, established Title XX of the Social Security Act. This is a capped entitlement program designed to give maximum flexibility to the States in designing their social services programs. The program includes public participation planning requirements, limitations on the use of funds for certain activities, and certain eligibility requirements. Funds are allocated to the States on the basis of population. The Title XX Program provides assistance to States to enable them to achieve a wide range of social policy goals, which include preventing child abuse, increasing the availability of child care, providing community based care for the elderly and disabled, and preserving, rehabilitating or reuniting families. In addition to supporting social services, the law allows States to determine whether their allotment is used for staff training, services, or administration. This includes personnel training and retraining directly related to the provision of child welfare services. Under the Title XX Program, each State is required to submit a report to the Secretary of Health and Human Services on the intended use of its funds. The Family Support Act of 1988 (Public Law 100-485) requires each State to submit an annual report containing detailed information on the services actually funded and the individuals served through Title XXfunds. PROGRAM OBJECTIVES The program strives to meet the counties unique training needs that are not currently offered through the Child Welfare training system or the State program staff. The Title XX Program provides assistance to States to enable them to furnish services directed at one or more of the following goals: 1. Achieving or maintaining economic self-support to prevent, reduce, or eliminate dependency; 2. Achieving or maintaining self-sufficiency, including reduction or prevention of dependency; 3. Preventing or remedying neglect, abuse, or exploitation of children and adults unable to protect their own interests, or preserving, rehabilitating or reunitingfamilies; 4. Preventing or reducing inappropriate institutional care by providing for community - based care, home -based care, or other forms of less intensive care; and 5. Securing referral or admission for institutional care when other forms of care are not appropriate or providing services to individuals in institutions. This Request for Application supports training that achieves the objectives listed in #3, 4, and 5 above. AWARDS & FUNDING The Child Welfare Title XX awards require county departments to use the funds with a primary emphasis on child welfare training activities for county personnel according to the Title XX Block Grant Program. • AMOUNT AVAILABLE: Funds will be distributed based on the timely submission of application with clearly demonstrated needs that meet the program goals and evidence that the services aren't offered elsewhere. The application should provide a clear plan/description of services planned to meet the needs, a commitment to evaluate services and a demonstration of capacity and costs that are fair and reasonable. • MATCH: Each county receiving funds must document a 20% match of the TOTAL spent. The match must be programmatically relevant, contain no federal funds, and cannot be reported as match elsewhere. In -kind match (like pro bono training) is acceptable. • FEDERAL PURCHASING REQUIREMENTS/CONDITIONS OF SUB -RECIPIENT AWARD: o Sub -recipients are subject to the provisions of 45 CFR Part 92 and OMB Circular A-133 (Audits of States, Local Governments and Non -Profit Organizations, including the audit requirements of the Single Audit Act of 1984 (P.Law 98-502)). If the sub -recipient is a non- profit organization, you are also subject to the cost principles at OMB circular A- 122. o No funding under this program shall be used to support inherently religious activities. o Funding may not be used to support lobbying activities to influence proposed or pending Federal or State legislation or appropriations. o Section 507 of PL 103-333, the "Departments of Labor, Health, and Human Services, and Education, and Related Agencies Appropriations Act of 1995", apply to the use of these funds: "It is the sense of the Congress that, to the greatest extent practicable, all equipment and products purchased with funds made available in this Act should be American -made". o No organization may participate in this project if that organization has been debarred, suspended, or otherwise found to be ineligible for participation in Federal assistance programs under E.O. 12549, "Debarment and Suspension". o Smoking is not permitted in any portion of any indoor facility owned or leased or contracted by an entity and used regularly for the provision of health, day care, education, or library services to children under the age of 18, if the services are funded by Federal programs, whether directly or through State or local governments. Federal programs include grants, cooperative agreements, loans and loan guarantees, and contracts. The law does not apply to children's services provided in private residences, facilities funded solely by Medicare or Medicaid funds, and portions of facilities used for inpatient drug and alcohol treatment. • DISCLAIMER: o Recipients of grant funds assume all responsibilities related to price negotiations, contracting, and resolving issues with vendors. Recipients are expected to determine that all costs are allowable, reasonable, and necessary prior to charging the grant. Project Narrative: Describe the training project, and explain the need, objectives, activities, staff involved, and anticipated outcomes of the training. Also describe how you determined that this training doesn't duplicate trainings offered elsewhere. B. Measurable Objectives & Reporting: Detail the outcomes you expect to see, and how they will be measured, including baseline measurements for comparison, if applicable. • Describe your strategies for supporting the transfer of learning. • DCW is available to provide technical assistance to help identify and measure outcomes. C. Project Timeline and Reimbursement: Counties will be reimbursed for their actual costs via CFMS as incurred (costs cannot be pre -paid). Project timeline runs from July 1st, 2018 through May 31st, 2019. Written notification should be sent to Training Manager or Training and Development Specialist by May 1, 2019 if you will have unused funds to return on May 31st D. Budget: List the specific training, the training cost, the source of match, and the total amount of match. A template is included but not required for use. As a narrative or in the budget, include clear justification and explanation of each line item. 3. Needs Assessment and Description: Weld County is seeking training opportunities for staff that address current and new topics in Child Welfare, as well as those that involve new initiatives and changes in practice. Every effort is made to provide trainings locally. We would like to provide the following training topics for our staff, foster and kinship families and community partners: • Safe and Together Model: In person training - The Weld County Department of Human Services (WCDHS), Division of Child Welfare, has experienced a significant number of referrals and cases involving domestic violence. We are continually seeking training opportunities to build the skills and knowledge base of our caseworkers, foster parents and kinship providers to make the best decisions concerning the safety, permanency and well- being of children involved in these types of cases. We would like to bring Heidi Rankin, from the Safe and Together Institute, to Weld County to provide in -person training to our workers on the Safe and Together Model. This model provides new and innovative techniques for working with children and families involved in the child welfare system due to domestic violence. Although there are web -based trainings available through Colorado Child Welfare Training System (CCWTS), an in -person training would provide a more comprehensive and robust training experience for our workers. The training can accommodate up to 200 people. WCDHS would like to include community partners and multi -disciplinary team members in this training opportunity. • Engaging Father's in the Child Welfare System - WCDHS would like to provide training to our caseworkers on engaging fathers involved in the child welfare system. This is an area that has been identified as a need in Weld County and is included in the Child and Family Services Review with the State and on the Program Improvement Plan. We would like to purchase training curriculum through the National Family Preservation Network that would allow Weld County's Child Welfare Trainers to provide ongoing training in basic and advanced fatherhood engagement. There are currently no web -based or in -person trainings offered by CCWTS on this topic. B. Project Description and Implementation Strategy: The Weld County Department of Human Services (WCDHS) will offer trainings to all staff, as well as any interested foster and kinship families or community partners. The Safe and Together Training will be offered one time; the Engaging Fathers curriculum will be offered multiple times throughout the year. C. Measurable Objectives & Reporting: Weld County anticipates improved knowledge among workers, families and community partners that will be directly applied to each person's role within the Child Welfare system. Weld County strives to build a competent and collaborative Child Welfare workforce through continued internal training plans that measure competency, especially that of new workers. Weld County also anticipates an increase in our Child and Family Services Review (CFSR) numbers related to engaging fathers. D. Sustainability: Training opportunities, such as those proposed in this application, will support staff through new learning opportunities and will help increase their competency around topics directly related to Child Welfare practice, specifically addressing areas commonly seen in Weld County. It is further anticipated that continued, targeted training, will enable professional growth among our workforce, thus helping to retain quality, knowledgeable staff. Weld E.
