RE: Weld County Department of Human Services' Placement
in an Out -of -State Facility Pursuant to the Interstate Compact on
the Placement of Children (ICPC)
Please review and indicate if you would like a work session prior to placing this item on the Board's agenda.
Request Board Approval of the Department's Placement of a Child in an Out -of -State Facility Pursuant
to the Interstate Compact on the Placement of Children (ICPC). The Department is requesting approval to
place a Weld County child in Springbrook Behavioral Health Systems, an out-of-state residential child care
facility (RCCF) in South Carolina. The child is an 11 -year -old male adopted from Haiti, has multiple
behavioral issues and a history with law enforcement. Temporary custody was granted to Weld County
Department of Human Services (WCDHS) on January 17, 2018.
Referrals, on the child's behalf, were sent to multiple in -state facilities. All declined to accept placement, due to
his low IQ, acute and complex needs, inability to meet his educational needs and/or the requirements of his
Individual Education Plan. Efforts to collaborate with the facilities to provide extra services and supports were
unsuccessful and State Placement Management Services was unable to assist with in -state placement.
Multiple referrals were sent to out-of-state residential treatment providers, and Springbrook Behavioral Health
Systems, approved the child for placement and will take him immediately. We would like to transfer him to
this out-of-state facility on February 20, 2018.
I do not recommend a Work Session. I recommend approval of this out-of-state placement.

Dear Ms. Snipes:
It is the intention of Weld County Department of Human Services to place a child in our custody,
in the Springbrook Behavioral Health facility in South Carolina. We understand that the rates for
placement are $156.25 per day for Administrative Services and $433.25 per day for Child Maintenance,
for a total of $589.50 per day. Weld County agrees to the above -mentioned rates.
We are in the process of preparing a contract that outlines the terms, conditions, roles and
responsibilities as well as the rates identified above. The contract will be forward to you, via email, for
your signature early next week.
We appreciate your responsiveness in working with us on this placement.
