HomeMy WebLinkAbout20190302.tiff WELD COUNTY FEDERAL MINERAL LEASE DISTRICT October 15, 2018 Those Present: Mike Freeman Bruce White (by phone) Donald Warden, Weld County Director Finance and Administration Barbara Connolly, Controller Curtis Hall, Public Works Deb Adamson, Environmental Health Chelsea Anderson, Environmental Health Absent: Travis DePorter CALL TO ORDER: Mike Freeman, President, called the meeting to order at 3:05 p.m. APPROVE MINUTES OF JULY 8, 2018: By motion duly made and seconded, the minutes of July 8, 2018, were approved unanimously. APPROVE PAYMENTS: Donald Warden, Weld County Budget Director, presented the payment of$50,000 to the Weld County Department of Public Health and Environment, for approval. He stated this is the seventh year of the project for the water testing equipment. By motion duly made and seconded, the payment of$50,000 to the Weld County Department of Public was approved. Mr. Warden presented a bill from Anderson and Whitney, Certified Public Accountants, in the amount of$3,100 for approval. He stated this is for the 2017 audit. By motion duly made and seconded, the payment was approved. Mr. Warden presented a bill from Weld County for administrative costs, in the amount of $600 for approval. By motion duly made and seconded, the payment was approved. NEW BUSINESS: 1) BUDGET HEARING FOR 2019 BUDGET: Mr. Warden stated this is a Public Hearing which was duly noticed. He presented the 2019 budget, with Revenues for 2019 of $1,100,000 plus and estimated $10,000 in interest. He stated Board policy is to spend money one year in arrears based on the five-year average of revenues, in order to know the exact amount awarded. He stated Contract Payments are listed at $1,100,000, with $50,000 committed to the Weld County Department of Public Health and Environment for the water testing program, and $1,050,000 for the Weld County Department of Public Works for HRP roads impacted by the 2019-0302 CaY11 Main C aho Lc:CT �%Ca),V'T.cm 1WD/tq 1/14/tq energy industry. Audit costs of $3,100 are included in the budget, and $600 for administrative costs. No public comments were received. By motion duly made and seconded, the Resolution to adopt the 2019 Budget was approved as presented. Mr. Warden presented a Resolution to Appropriate Sums of Money, in the amount of $1,103,700. By motion duly made and seconded, the Resolution was approved as presented. 2) CONSIDER 2019 REQUESTS FOR PROPOSAL: Mr. Warden recommended the Weld County Department of Public Health and Environment be awarded $50,000 for the continuation of the water testing program; and the Weld County Department of Public Works be awarded $1,050,000. He stated the list of Haul Route Program (HRP) roads submitted by the Department exceeds that amount; however, the Department will use up to that amount, with the County paying the balance. MOU for the projects will be presented at the January 7, 2019, meeting. Deb Adamson of Environmental Health made some brief comments about the water testing program and provided the Board with workload data for the water testing. Curtis Hall of Public Works went over the four roads to be upgraded in 2019 at a cost of $1,600,000 with $1,050,000 coming from the FML District. On motion duly made and seconded, the Requests for Proposal for the Weld County Department of Public Health and Environment be awarded $50,000 for the continuation of the water testing program; and the Weld County Department of Public Works be awarded $1,0500,000 were approved as presented. OTHER BUSINESS: The Board set the next meeting to be held Monday, January 7, 2019.
