RE: Use By Special Review Application Questionnaire _
PLANNING 0 UESTIONS
1. Explain, in detail, the proposed use of the property.
The proposal for this special use permit is a new office/shop location. CB Signature
Homes is a northern Colorado home builder that is relocating the business. CB Signature
Homes will run day to day business operations from this location. Corte and Paige
Baessler are the owners of CB Signature Homes, LL, . The new location will be used
primarily for business operations as well as storage of personal possessions.
2. Explain how this proposal is consistent with the intent of the Comprehensive Plan
pursuant to Chapter 22 of the Weld County Code.
This proposal is consistent with the intent of the Comprehensive Plan pursuant to Chapter
22 of the Weld County Code in that it promotes private property rights while respecting
the agricultural tradition of Weld County. One additional parcel (Lot A of f 17-
0061, ±2.25 acres) was created for this proposal through the recorded exemption process
and is considered low -density development. The remaining parcel (Lot B of 17-
0061, ±210.50 acres) will continue to be used for agricultural. production. Cumulative
impacts are expected to be minimal to surrounding existing uses. Public safety is not
expected to be affected. This proposal promotes economic growth within Weld County.
3. Explain bow this proposal is consistent with the intent of the Weld County Code,
Chapter 23 (Zoning) and the zone district in which it is located.
This proposal is consistent with the intent of Chapter 23 of the Weld County Code for the
Agricultural Zone District in that it is one accessory structure on a ±x".25 -acre (gross)
parcel for a new main office location for CB Signature Homes, LIE. This type of
accessory use is acceptable for the Agricultural Zone District.
4. Describe what type of land uses surround the site. Explain how the proposed use is
consistent and compatible with surrounding land uses.
Uses around the subject property are predominately agricultural with residential
development to the North of the subject property (Eaton). There are many homerbased

businesses in the area as well as many different varieties of agricultural production. The
subject property is bounded on the West and South by farming operations. There is a
single-family residence neighboring to the North of the subject property. Proposed uses
should coincide and blend well with current surrounding uses.
5. What are the hours and days of operation? (e.g. Monday thru Friday 8:00 a.m. to
5:00 p.m)
Hours of operation are Monday through Friday 8:00am to :00pm.
6. List the number of full time and/or part time employees proposed to work at this
site.
Currently, there is one (1) employee in addition to Cone and Paige B aessler.
7. If shift work is proposed include the number of employees per shift.
There are no plans to offer shift work now, or in the future. Hours of operation are
confined to daylight.
8. List the number of people who will use this site. Include contractors, truck driven,
customers, volunteers, etc.
Total number of people to use this site will be three (3). There will be occasional
meetings with clients with up to 2 to 4 additional people.

type of animals

10. Describe the type of lot surface and the square footage of each type. (e.g. asphalt,
gravel, landscaping, dirt, grass, buildings)
Parking areas will be concrete surface. Gravel driveway and some surrounding areas of
gravel of various sizes. (USR map for reference)
11. How many parking spaces are proposed? How many handicapped (AIWA) parking
spaces are proposed?
Three (3) designated parking areas are proposed, Handicapped spaces are not required
with this proposal but the planned spaces shall be oversized and would be able to
accommodate handicapped access.
12. Explain the existing and proposed landscaping for the site

Existing landscaping consists of a three (3) deciduous trees and one (1) coniferous tree.
Proposed landscaping shall be planted grass, shrubs, trees and varying sizes of rock. The
new landscaping shall be irrigated with a combination drip and sprinkler system.
13. Describe the type of fence proposed for the site (e.g. 6 -foot chain link with earth tone
slats)
Vinyl fence is proposed, tan or white, at west end of building for containing kids and
animals in the back yard.
14. Describe the proposed screening for all parking and outdoor storage areas.
If the site is located in a floodplain outdoor storage is restricted.
The subject property is not located within any floodplain. No outdoor storage is
proposed. Parking in the garage or on the concrete surface adjacent to the building.
15. Explain any proposed reclamation procedures when termination of the Use by
Special Review activity occurs.

16. Who will provide fire protection to the site?
Town of Eaton shall provide fire protection to the site.
17. List all proposed on -site and off -site improvements associated with the use (e.g.
landscaping, fencing, buildings, drainage, turn lanes, etc.) and a timeline of when
you will have each one of the improvements completed.
Improvements shall consist of the new building, concrete surfaces, gravel driveway and
landscaping. All improvements are to be completed by the end of 2017.
ENGINEERING QUESTIONS
1. Describe how many roundtripsfday are expected for each vehicle type:
Passenger Cars/Pickups, Tandem Trucks, Semi-Truck/Trailer/RV (Roundtrip
= 1 trip in and 1 trip out of site)
Corie will have a pickup, two round trips per day. Paige will have a car, two round trips
per day. One (1) employee will have a pickup, one round trip per day. The employee does
not travel to the office every day.
2. Describe the expected travel routes for site traffic.
Morning, show up for work, go to lunch, come back, leave for the day. North to Eaton or
South to Greeley.

3. Describe the travel distribution along the routes (e.g. 50% of traffic will come
from the north, 20% from the south, 30% from the east, etc.)
50% North, 50% South.
4. Describe the time of day that you expect the highest traffic volumes from
above.
Morning come to work, noon, leave for lunch, late afternoon leave work.
5. Describe where the access to the site is planned.
Proposed access shall be approximately the middle of Lot A of RE 17-M0 1.
6. Drainage Design: Detention pond summarized in a drainage report is required
unless the project falls under an exception to storm water detention
requirements per code section 23-12-30 F.1.
This proposal falls under exception to storm water detention requirements per code
section 2342-30 F.1., Weld County Code. Use by Right in the Agricultural Zone District
allows for a rural based business. (23-12-30 F.1,a.1., Weld County Code). If water were
to flow onto the subject property it would originate from either the field along the West
and South boundary, or Weld County Road 37. The existing ditch along the road should
handle the runoff. The field to the West and South is professionally maintained and
runoff from the field is expected to be minimal. The subject property is mostly flat and
there have not been any problems with storm runoff in the past.
ENVIRONMENTAL HEALTH QUESTIONS
I, What is the drinking water source on the property?
If utilizing a drinking water well include either the well permit or well permit
application that was submitted to the State -Division of Water Resources. If
utilizing a public water tap include a letter from the Water District, a tap or
meter number, or a copy of the water bill.
North Weld Water supplies domestic water service to the property. Please find attached
letter from North Weld County Water District. Tap Number 598 001,
2. What type of sewage disposal system is on the property?
If utilizing an existing septic system provide the septic permit number. If there
is no septic permit due to the age of the existing septic system, apply for a
septic permit through the Department of Public Health and Environment prior
to submitting this application. If a new septic system will be installed please
state "a new septic system is proposed". Only propose portable toilets if the
use is consistent with the Department of Public Health and Environment's
portable toilet police

Personal items will be stored at this site. A car, truck, camper and boat, some will be
parked in the garage and some outside on the concrete surface, No other storage of any
kind is proposed for this site.
4. Describe where and how storage and/or stockpile of wastes, chemicals, and/or
petroleum will occur on this site.

5. If there will be fuel storage on site indicate the gallons and the secondary
containment. State the number of tanks and gallons per tank.

Dear Haley:
Corie Baessler has constructed an office/shop at 35333 WCR 37. This project is on 1.93 net
acres (Soil Hydrologic Group B) and based on the Alpine Gardens Landscape Plan, has the
following surface improvements:
1. Building — 4,608 sq. ft.
2. Concrete driveway — 10.707 sq. ft.
3. Gravel mulch — 22,875 sq. ft.
4. Native grass —45,887 sq. ft.
5. The existing ground has a surface slope of less than 1%
The Composite Runoff Coefficient, "C" (see attached Composite "C" Value sheet) for the 100 -
year storm event is 0.59,
Based on the Rational Method, the 100 -year runoff from this property is:
Q= Direct Runoff=CIA
C = 0.59
1= one hour, 100 -year storm event = 2.78 inches
A = area = 1.93 acres
Q = 3.17 cubic feet per second (cfs)
Since the Project runoff of 3.17 cfs is less than 5 cfs and this is considered an "urbanizing' area,
no stormwater detention is required (Section 23-12-30. Drainage Policy .F. Exceptions).
