Explain, in detail, the proposed use of the property. The proposal for this special use permit is a new office/shop location. CB Signature Homes is a northern Colorado home builder that is relocating the business. CB Signature Homes will run day to day business operations from this location. Corte and Paige Baessler are the owners of CB Signature Homes, LL, . The new location will be used primarily for business operations as well as storage of personal possessions. 2. Explain how this proposal is consistent with the intent of the Comprehensive Plan pursuant to Chapter 22 of the Weld County Code. This proposal is consistent with the intent of the Comprehensive Plan pursuant to Chapter 22 of the Weld County Code in that it promotes private property rights while respecting the agricultural tradition of Weld County. One additional parcel (Lot A of f 17- 0061, ±2.25 acres) was created for this proposal through the recorded exemption process and is considered low -density development. The remaining parcel (Lot B of 17- 0061, ±210.50 acres) will continue to be used for agricultural. production. Cumulative impacts are expected to be minimal to surrounding existing uses. Public safety is not expected to be affected. This proposal promotes economic growth within Weld County. 3. Uses around the subject property are predominately agricultural with residential development to the North of the subject property (Eaton). (e.g. Monday thru Friday 8:00 a.m. to 5:00 p.m) Hours of operation are Monday through Friday 8:00am to :00pm. 6. List the number of full time and/or part time employees proposed to work at this site. Town of Eaton shall provide fire protection to the site. 17. Improvements shall consist of the new building, concrete surfaces, gravel driveway and landscaping. All improvements are to be completed by the end of 2017. ENGINEERING QUESTIONS 1. Describe how many roundtripsfday are expected for each vehicle type: Passenger Cars/Pickups, Tandem Trucks, Semi-Truck/Trailer/RV (Roundtrip = 1 trip in and 1 trip out of site) Corie will have a pickup, two round trips per day. Paige will have a car, two round trips per day. One (1) employee will have a pickup, one round trip per day. The employee does not travel to the office every day. 2. Describe the expected travel routes for site traffic. Morning, show up for work, go to lunch, come back, leave for the day. Describe where the access to the site is planned. Proposed access shall be approximately the middle of Lot A of RE 17-M0 1. 6. Drainage Design: Detention pond summarized in a drainage report is required unless the project falls under an exception to storm water detention requirements per code section 23-12-30 F.1. This proposal falls under exception to storm water detention requirements per code section 2342-30 F.1., Weld County Code. Use by Right in the Agricultural Zone District allows for a rural based business. (23-12-30 F.1,a.1., Weld County Code). If water were to flow onto the subject property it would originate from either the field along the West and South boundary, or Weld County Road 37. The existing ditch along the road should handle the runoff. The field to the West and South is professionally maintained and runoff from the field is expected to be minimal. The subject property is mostly flat and there have not been any problems with storm runoff in the past. ENVIRONMENTAL HEALTH QUESTIONS I, What is the drinking water source on the property? If utilizing a drinking water well include either the well permit or well permit application that was submitted to the State -Division of Water Resources. If utilizing a public water tap include a letter from the Water District, a tap or meter number, or a copy of the water bill. North Weld Water supplies domestic water service to the property. This project is on 1.93 net acres (Soil Hydrologic Group B) and based on the Alpine Gardens Landscape Plan, has the following surface improvements: 1. Building — 4,608 sq. ft. 2.
