D. 1908 the Board of County Commissioners of weld County , Colorado met at 9 o ' clock a . m. with the following members present , viz: -- Hon. E. J. Estes , Chairman. Chas. Davis , Clerk . " S. A. Bradfield , Commissioner . By A. J. Luther , Deputy. a R. W. DeVinny, Commissioner . IN THE MATTER OF APPROVING OFFICIAL BONDS . The Board then proceeded to examine the official bonds of all County and Precinct officers now in force , as required by law, and the sureties thereon being considered ample and satisfactory , it was on motion ordered that they be approved. 7G? IN THE MATTER OF LANDS UPON WHICH . FINAL PROOF HAS BEEN MADE . The Clerk 1.s hereby directed to procure from the U. S . Land offices at Denver and Sterling certified lists of all lands in weld county upon which final proof has been made during the year commencing May 1 , 1907 and ending April 30 , 1908; also a certified list of all patented school lands during said period from the Register of the State Board of Land Commissioners . The proposal of Thomas G. Macy ImtmaxthaxintyxamixmmmaIrsd for the burial of the deceased pauper was presented , and it being the only one received it was on motion ordered that the same be and is hereby accepted . IN THE MATTER OF ROAD ALONG SOUTH SIDE OF Wi NW Sec . 8--1--66 . On motion of Commissioner R W DeVinny and duly seconded by Com- missioner S A Bradfield the following resolution was unanimously passed and adopted, viz: -- WHEREAS, John Haynes has by Quit Claim Deed of date March 16 , 1908, duly signed, acknowledged and delivered dedicated to the County of Weld and State of Colorado , for road purposes only , the following described piece or parcel of land , viz: -- A strip of land 33 feet in width off the entire south side of the w NW Section 8, Pp . 1N. , R. 66 west; also a parcel of land thirty-three feet by o thirty-three feet out of the extreme SW corner of th - e E ' .NWzp of said section 8, township and range aforesaid. • THEREFORE, BEITRESOLVED by the Board of County Commissioners of Weld County, Colorado for • and on behalf of Weld County and for the use of the traveling public that said offer of dedication of said piece and parcel of , land land for use as a public highway 'be and the same is hereby accepted, and that the same be and is hereby established as and declared to be a public highway and shall be known as Public highway Number 533 . . County Judge ' s report for the month of March 1908 was presented, examined and on motion audited for the sum of $117.95 and ordered placed on file . . A 4 a On motion of Commissioner DeVinny , duly seconded by Commissioner Bradfield the following resolution was unanimously passed and adopted , viz: -- WHEREAS, On this day Ralph Voorhees representing The Voorhees Real Estate Company and O . T. Ellis of Denver and Eaton, Colorado , respectively , appeared before the Board and presented the fol- lowing offer , viz.: -- Greeley, Colo . , April 11 , 1908 . To the Honorable Commissioners of weld County, GENTLEMEN: -- We offer to purchase of your Board all of the tax certificates owned by weld County on land ( only) in weld County , Colorado , which is approximately 10 ,229 acres , and covering purchases of the years 1895--1896--1897--1898--1900--1899-- 1901 and 1903 for the full sum of Twenty-two Hundred Dollars ( $2200 . ) , one thousand dollars ($1000 ) payable this day, and Twelve Hundred Dollars ( $1200 ) payable on or before April 23rd, 1908 upon the following conditions , viz: -- Certificates to be delivered upon final 1907 to be endorsed on p payment . WHEREAS, It appearing to the Board that an overdraft now exists in the pauper fund, and WHEREAS , It further appearing that there is a balance to the credit of the Contingent fund; THEREFORE RESOLVED, That the County Treasurer be and he is hereby authorized and directed to transfer from said Contingent Fund to that of the Pauper Fund an amount large enough to balance said Pauper Fund, said transfer to be made June 30 , 1908 . After carefully considering the matter of Rules and Regulations suitable for the government of The Weld County Hospital—Sixteenth Branch, and believing that certain rules and regulations should be adopted for the correct management of said institution, on motion duly made , seconded and carried, it was ordered that the following be and the same is hereby declared as the Rules and Regulations of The Weld County Hospital--Sixteenth Street Branch, the same going into effect and being in force from and after this date , viz: -- Fr" 620 RULES AND REGULATIONS FOR THE GOVERNMENT OF THE WELD COUNTY HOSPITAL--SIXTEENTH STREET BRANCH . ARTICLE I . Section 1 . The entire organization and conduct of the Weld Coufity Hospital--Sixteenth Street a branch--shall be in accordance with the rules and regulations established by the Board of County Com- missioners of Weld County , Colorado . Section 2. All officers and employes of the hospital shall be responsible to the $o and of County Commissioners for the proper discharge of their duty, and for property entrusted to their care . Section 3 . In all important questions of administration and discipline the final appeal must be made to the Board of County Commissioners . ARTICLE II . Section 1 . The superintendent shall be appointed by the Board of County Commissioners , and shall hold office during their pleasure . He shall reside at the establishment , and shall reside at the establishment , and shall receive a salary, to be fixed by the Board of County Commissioners' and shall receive no other emoluments , perquisites or fees whatsoever . He shall , ex-officio , be' a member of the Hospital supervisory Board . Section 2 . His entire time and attention shall be devoted to the discharge of his official duties . He shall enforce all the rules and regulations of the Hospital , and shall report to the chairman of the Supervisory Board any dereliction of duty on the pai't of the employes of the insti- tution; but he shall have power to discharge immediately any salaried subordinate or assistant who shall be guilty of using profane or obscene language or of drunkenness', or of bringing spirituous liquors into the establishment . Section 3 . He shall visit each and every patient at least once each day, and oftener if neces- sary, and shall make a note of everything he sees ou' of order or needing repair. He shall keep an invintory of all beds , bedding , linen, crockery, cutlery and other property within the hospital building, and upon the hospital grounds , and shall report all losses or damages to the chairman of the oounty Board; he shall deliver all such property to his successor , and take receipts therefor , and file the same with the clerk of the Board of County Commissioners . Section 4. He shall order through the Board of County Commissioners all necessary supplies . He shall receive all articles brought to the Hospital , keep an accurate account of the same, and in such manner as shall be desired by the Board of County Commissioners, and shall see that all goods and supplies furnished correspond with the order therefor, and report to the chairmen of the county Board forthwith any deficiency, in quantity or quality, and all lasses or damages to the property under his charge , and audit all bills for Hospital supplies . Section S. He shall allow no persons who are not entitled thereto , to eat or sleep in the house or to occupy any part of the premises . Section 6 . He shall prevent the use of wine and spirituous liquors in the Hospital , excepting such quantities as may be ordered by the physicians or surgeons for the use of the patients . Section 7. He shall provide meals for the resident staff of the establishment and the patients , at such hours as he may deem best , and meals shall not be provided at any other hours except in cases of sickness . 621 Section 8. He shAll supervise and direct the duties of the employes , and generally the whole economy of the establishment . Section 9. He shall keep a general supervision over the training school for nurses, and report to the chairman of the supervisory Board any neglect of duty , insubordination, or improper conduct of any of the nurses . Section 10 . He shall see that the nurses and employes are held responsible for failure or neglect of duty, and for property entrusted to them. In case of waste or loss , the value thereof may be deducted from their salary . Section 11 . He shall submit to the Board of County Commissioners on the first Monday of each month, a report showing the names of all the nurses and employes in the Hospital , and the payroll of such nurses and employes , respectively . Section 12. He shall summon the proper attending physician when he deems best . Section 13 . He shall , whenever a person is admitted to the Hospital, take charge of his money, valuables and effects , and make a record thereof in a book to be kept for that purpose . He shall de- M duct from such moneys or valuables , when the patient is discharged, the sum due from such person for his keeping, according to the established fees of the hospital , restore the residue thereof to him and take his receipt therefor . All moneys received from patients for their keeping and the effe- cts and valuables of patients dying in the Hospital , if not claimed by legal representatives within thirty days , shall be delivered to the chairman of the county board, who shall give his receipt for the same . The superintendent shall , as far as possible, collect from the patient , his relative or relatives., or the county to which the patient belongs , the amount due for his or her care according to the established fees of the Hospital . Section 14 . The superintendent shall submit to the Board of County Commissioners en the first Monday of each month, a report in writing showing the number of inmates at the time of the next preceding report ; the number admitted and discharged , the number of deaths and the number of births since his next preceding report ; the number of patients treated during the month. ARTICLE III ♦ Section 1 . The chief nurse shall be appointed by the Board of County Commissioners ' upon the recommendation of the supervisory board and shall possess all the qualifications by law required for such position and such chief nurse shall be a registered nurse under the law. The chief nurse and superintendent may be one and the same person . Section 2 . She shall , under the supervision of the superintendent and supervisory board of the Hospital , have charge of the training school for nurses connected with the hospital, of the admis- sion of pupils and their discipline , shall superintend their instruction by the lecturers appointed by the supervisory board for this purpose , shall conduct the final examinations of candidates for graduation, and is empowered, on the approval of the superintendent , to dismiss pupils for insubor— dination and incompetency . Section 3 . She shall keep a general supervision of -the nursing of the entire hospital . She shall persmnally superintend and instruct the nurses in the preparation for surgical operations and shall cooperate with the physicians in the bedside instruction of nurses . Section 4 . She shall make all complaints against the nurses to the chairman of the supervisory board . H. 622 Section 5. She shall keep a record of all time which may be lost by the nurses during their term of service . Section 6 . , She shall keep , or cause to be kept , at the Hospital a nurses ' directory which shall be open to all graduates of "The weld County Hospital Training School . " ARTICLE IV. Section 1 . At the first regular meeting of the Board of County Commissioners in lg nb.ary of each year , or as soon thereafter as practicable , the chairman of the Board of County Commissioners shall cause to be appointed members of the Hospital staff , who , with the llo spital committee of the Board of County Commissioners , together with the superintendent of the Hospital , shall constitute the supervisory Board , both for the Wesld County Hospital and for the Weld County Hospital Training school for Nurses . Section 2 . The supervisory Board so appointed shall work under the authority of the County Commissioners , and their actions must be subject to their approval . Any and all of the Board may be removed at the pleasure of the Commissioners . . Section 3 . They shall confer with the superintendent of the lHo spital , the Chief nurse and the Board of County Commissioners in regard to the best methods of conducting the training school for nurses aforesaid, and all rules and regulations adopted by them shall be subject to the approval of the Board of County Commissioners . Section 4. The Supervisory ' Board shall superintend the training of the nurses , and ' see that they get sufficient ` and proper instruction frc6m both the chief nurse and the lecturers , and *any in- sufficiency or neglect of duty reported to them shall be immediately investigated by them, ( and and if is not at once corrected they shall report the results of their investigation to the Board of County Commissioners at their next meeting . Section 5. The supervisory Board shall procure the services of a suff icier t number of in- structors to lecture to the nurses on the various subjects to be taught to them in the school . Section 6 . They shall appoint as a board, a time to investigate as soon as possible all coin- plaints of the superint endent or chief nurse against the nurses or superintendent against the chief nurse , and report the result of their investigation to the Board of County Commissioners at their next meeting following the investigation. Section 7. They may advise and counsel with the chief nurse and nurses in matters of dispute and grievance, but all subjects of complaint between them not mutually settled by the chief nurse and nurses , ne matter how trivial the complaint may be , they must report to the Board of County Commissioners as soon as practicable after the subject has been brought to their notice . Section 8 . The supervisory Board and the Chief Nurse shall arrange , subject to the approval of the county commissioners, the graduating exercises . Section 9. They shall advise with the chief nurse regarding the propriety of retaining or dismissing nurses after serving their month of probation, and they shal, after conferring with the chief nurse and the lecturers to the nurses , decide what nurses are entitled to graduate . ARTICLE V . Section 1 . The name of the training school for nurses shall be, "The Weld County Hospital Training School . " J 9 L Y 699 Section 2 . This school shall provide a two years course for the training of women who are de- sirous of becoming trained nurses and they shall be required to give one month extra on trial or probation. Section 3 . In addition to their Board, lodging and laundry, the nurses in the Weld County Training school, after the first month of probation, shall receive as compensation for the two years the sum of :� ; .00 per month. Section 4. The course of training shall include such directions and instructions as shall be given by the physicians in the performance of their professional services and all such instructions as from time to time are necessary to be given in a general hospital . AOutside assignment of nurses in the training school may be made , the remuneration of which JLii be turned into the pauper or Hospital fund . At all times necessary accurate observations and reports must be made by the nurses to the physician, and generally great care must be taken as to ventilation, temperature and abso- lutely cleanliness and as to keeping everyting disinfected , and in a sanitary condition. Section 5 . The eirriculum shall consist of 100 lectures by physicians of The Weld County Medical Association on practicable and necessary subjects of which nurses in the training school shall take sufficient notes for consideration. Examinations shall be held at stated periods. Section 6 . Rules governing hours of duty, rest , meals , holidays , etc . shall be promulgated from time to time by the superintendent of the Hospital in conjunction with the committee on rules and regulations and shall be so signed. Section 7. When the full term is ended , the nurses thus trained will , on passing a satisfactory examination, each receive a diploma (the form to be provided by commissioners ) signed by the exam- ining board of physicians (consisting of the supervisory Board and hospital staff ) , the chairman of the Board of County Commissioners ( as well as the other two commissioners ) , the superintendent of the Hospital and the Chief nurse . Section 8. Those who prove satisfactory may be accepted as pupil nurses upon signing an agree- ment to remain two years and to obey the rules of the school and hospital , and will be expected to perform outside or inside the hospital any duty assigned them by the chief nurse . ARTICLE VI . Section 1 . Any visitor who shall attempt to introduce alcholic beverages into the hospital clandestinely, or be guilty of profane or indecent language , or in any way behave indecorously, shall be immediately ejected from the hospital by order of the superintendent , and thereafter shall not be allowed the privilege of the house except by special permit from the chairman of the county Board. Section 2 . When friends of a patient are requested to leave the ward by the nurse for good and sufficient reasons , they will do so without remonstrating, and if they feel aggrieved they may apply to the superintendent of the hospital . ARTICLE VII . No religious exercises of any kind shall be held in the wards without express permission from the superintendent in each and every case . ARTICLE VIII . Pauper patients may be taken to the Hospital for treatment by any practicing physician upon his certifying to the chairman of the Board of County Commissioners that the patient is actually a pauper and that no charge will be made for his services . ARTICLE Ix. The above rules and regulations may be revised and amended at any regular meeting of the Board of County Commissioners of Weld County, Colorado , as the occasion may require .
