HomeMy WebLinkAbout20180779.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MARCH 14, 2018 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, March 14, 2018, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair Commissioner Barbara Kirkmeyer, Pro-Tem - EXCUSED Commissioner Sean P. Conway - EXCUSED Commissioner Julie A. Cozad Commissioner Mike Freeman Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Senior Accountant, Chris D'Ovidio MINUTES: Commissioner Freeman moved to approve the minutes of the Board of County Commissioners meeting of March 12, 2018, as printed. Commissioner Cozad seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. El CONSENT AGENDA: Commissioner Cozad moved to approve the Consent Agenda as printed. Commissioner Freeman seconded the motion, and it carried unanimously. PRESENTATIONS: el 1) RECOGNITION OF SERVICES, SHERIFF'S OFFICE - LESLIE WIEMERS: Chair Moreno read the certificate recognizing Leslie Wiemers for his 31 years of service with the Sheriff's Office. Steve Reams, Sheriff presented Mr. Wiemers with a plaque and retirement pin thanking him for being a valuable team member, and ensuring public safety at the Aims Community College campus in Greeley. Mr. Wiemers stated he appreciates the support he has received from the Sheriff's Office and thanked his family for supporting him in his law enforcement career. Each of the Commissioners stated they understand the sacrifices of the families when they have a family member in law enforcement. They wished him luck in the future and stated they appreciate the difference he has made to the citizens of Weld County. (Clerk's Note: The Board paused the meeting for a photo opportunity.) El PUBLIC INPUT: Cody LeBlanc, area representative from Congressman Ken Buck's Office, gave an update of four (4) upcoming Bills, co -sponsored by Congressman Buck, which will be presented this 3/ci Minutes, March 14, 2018 Page 1 2018-0779 BC0016 week. Chair Moreno congratulated Mr. LeBlanc on his new position. Commissioner Cozad stated her appreciation of Mr. LeBlanc being in the public and extended an invitation for Congressman Buck to attend the pinning ceremony for Veterans being held at the Windsor Recreation Center. BIDS: • 1) PRESENT BID #B1800068, CONCRETE, WASHED ROCK, AND SQUEEGEE - DEPARTMENT OF PUBLIC WORKS: Rob Turf, Department of Purchasing, presented the three (3) bids received and stated staff will bring back a recommendation on March 28, 2018. 2) PRESENT BID #61800080, PRECAST CONCRETE PRODUCTS - DEPARTMENT OF PUBLIC WORKS: Mr. Turf presented the two (2) bids received and stated staff will bring back a recommendation on March 28, 2018. NEW BUSINESS: • 1) CONSIDER AGREEMENT FOR PARTIALLY SELF -FUNDED PROGRAM AND AUTHORIZE CHAIR TO SIGN - COLORADO COUNTIES CASUALTY AND PROPERTY POOL, C/O COUNTY TECHNICAL SERVICES, INC. (CTSI): Don Warden, Director of Finance and Administration, presented the annual agreement for the self -funded program. In response to Commissioner Cozad, Mr. Warden explained this is being presented late because it was inadverently attached to another document and sen; however, it is in the budget. Commissioner Cozad moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Freeman, and it carried unanimously. • 2) CONSIDER MASTER MERCHANT SERVICES AND PARTICIPATION AGREEMENT AMONG THE STATE OF COLORADO, WELLS FARGO MERCHANT SERVICES, LLC, AND WELLS FARGO BANK, N.A. AND AUTHORIZE CHAIR TO SIGN: Mr. Warden reviewed the terms of the agreement to process credit card transactions. The State of Colorado rebid this ans Wells Fargo was the successful bidder, so all participating parties need to sign a new agreement. Commissioner Freeman moved to approve said Participation Agreement and authorize the Chair to sign. Seconded by Commissioner Cozad, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved.
