HomeMy WebLinkAbout20180187.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JANUARY 15, 2018 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, January 15, 2018, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Cozad Pro-Tem and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair - EXCUSED Commissioner Barbara Kirkmeyer, Pro-Tem Commissioner Sean P. Conway Commissioner Julie A. Cozad Commissioner Mike Freeman Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Senior Accountant, Chris D'Ovidio El MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of January 10, 2018, as printed. Commissioner Cozad seconded the motion, and it carried unanimously. • CERTIFICATION OF HEARINGS: Commissioner Freeman moved to approve the Certification of Hearings conducted on January 10, 2018, as follows: 1) USR17-0043 — Cactus Hill Ranch Company, c/o Simon Contractors, Inc. Commissioner Conway seconded the motion, which carried unanimously. • AMENDMENTS TO AGENDA: There were no amendments to the agenda. • CONSENT AGENDA: Commissioner Cozad moved to approve the Consent Agenda as printed. Commissioner Freeman seconded the motion, and it carried unanimously. PROCLAMATIONS: • 1) HIGHLAND HUSKIES DAY - JANUARY 15, 2018: Chair Pro-Tem Kirkmeyer read the proclamation for the record recognizing the accomplishments of the Highland Huskies Cheer Team and winning the 2A State Championship Title for the second consecutive year. a Makaela Kuhlman, Captain of the Cheer Team, stated she is proud of the girls' hard work and winning the State Championship Title. She stated they will raise $21,000.00 to compete at the Nationals Competition, in February. Lastly, Ms. Kulhman thanked the coaches for supporting the team. a Michaela Runnels, Highland Huskies Cheer Coach, stated she is proud of the cheer team and thanked the Commissioners for their support and recognition. Each one of the Commissioners congratulated the Highland Huskies Cheer Team for the title and proclaimed January 15, 2018, as Highland Huskies Day. The Cheer Team thanked their mentors and parents for the support. (Clerk's Note: The meeting was paused for a cheer and photo opportunity.) PRESENTATIONS: El 1) RECOGNITION OF SERVICES, SHERIFF'S OFFICE - FRED WALKER: Chair Pro -Tern Kirkmeyer read the certificate for the record recognizing Mr. Walker's service to the Weld County Sheriff's Office. Steve Reams, Sheriff, presented Mr. Walker with a plaque and pin and thanked him for his dedication to the Sheriff's Office. Each one of the Commissioners recognized him for his service to Weld County and congratulated him on his retirement. Commissioner Cozad invited him back to volunteer on one of the many advisory Boards with the County. (Clerk's Note: The meeting was paused for a photo opportunity.) PUBLIC INPUT: No public input was given. NEW BUSINESS: 1) CONSIDER CONTRACT ID #1557 AGREEMENT FOR WORKFORCE DEVELOPMENT PROGRAMS AND AUTHORIZE CHAIR PRO-TEM TO SIGN: Judy Griego, Director of the Department of Human Services, reviewed the agreement to implement and deliver services through Federal and State funded employment and training programs. She explained the funds are executed through the Expenditure Authorizations. Commissioner Conway moved to approve said agreement and authorize the Chair Pro -Tern to sign. Seconded by Commissioner Cozad, the motion carried unanimously. 02 2) CONSIDER CONTRACT ID #1575 AGREEMENT FOR PROFESSIONAL SERVICES AND AUTHORIZE CHAIR PRO-TEM TO SIGN - THIRD WAY CENTER, INC.: Ms. Griego presented the agreement which will provide a specific group of youth to receive therapeutic services through Core funding. Commissioner Freeman moved to approve said agreement and authorize the Chair Pro -Tern to sign. The motion was seconded by Commissioner Conway, and carried unanimously. • 3) CONSIDER CONTRACT ID #1585 EXPENDITURE AUTHORIZATION FOR ADULT AND DISLOCATED WORKER PROGRAMS AND AUTHORIZE CHAIR PRO-TEM TO SIGN: Ms. Griego reviewed the Expenditure Authorization funds to provide employment and training services for the Adult and Dislocated Worker Programs, in the amount of $974,083.00. Commissioner Cozad moved to approve said expenditure authorization and authorize the Chair Pro-Tem to sign. The motion, which was seconded by Commissioner Freeman, carried unanimously. • 4) CONSIDER ACCEPTANCE OF CANVASS BOARD CERTIFICATION OF NOVEMBER 7, 2017, COORDINATED ELECTION: Bruce Barker, County Attorney, stated this will certify the 2017 County Coordinated Election, per the State statute. Commissioner Conway moved to approve and accept the Canvass Board Certification. The motion was seconded by Commissioner Cozad, and it carried unanimously. • 5) CONSIDER ANNUAL REPORT FOR 2017 HERBICIDE APPLICATIONS AND AUTHORIZE CHAIR PRO-TEM TO SIGN: Tina Booton, Department of Public Works, reviewed the Annual Report for discharges from the application of pesticides as required by the National Pollutant Discharge Elimination System (NPDES) requirements. Commissioner Cozad moved to approve said annual report and authorize Chair Pro -Tern to sign. The motion was seconded by Commissioner Freeman, and it carried unanimously. Minutes, January 15, 2018 Page 2 2018-0187 BC0016 IR 6) CONSIDER EXTENSION OF OIL AND GAS LEASE COVERING CERTAIN PROPERTY OWNED BY WELD COUNTY, COLORADO - EXTRACTION OIL AND GAS, INC.: Esther Gesick, Clerk to the Board, reviewed the terms of the six (6) month extension of the Oil and Gas Lease for the total amount of $220.39. Commissioner Freeman moved to approve said extension of Oil and Gas Lease. Seconded by Commissioner Cozad, the motion carried unanimously. 7) CONSIDER APPOINTMENT OF DEPUTY DISTRICT ATTORNEY AND AUTHORIZE CHAIR PRO-TEM TO SIGN - SARAH BABB: Commissioner Conway moved to approve said appointment of Deputy District Attorney and authorize the Chair Pro-Tem to sign. The motion was seconded by Commissioner Freeman, and carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
