HomeMy WebLinkAbout20182408.tiffThis meeting is recorded for accuracy MINUTES WELD COUNTY COUNCIL May 21, 2018 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 6:30 p.m., Monday, May 21, 2018, at the Weld County Administration Building, 1150 0 Street, Greeley, CO. ROLL CALL: The meeting was called to order by President Gene Stifle. Councilmen Charles Tucker, Brett Abernathy, Jordan Jemiola and Michael Grillos were present, constituting a quorum of members. Also present was County Attorney Bruce Barker and Council Secretary Linda Kane. APPROVAL OF AGENDA Councilman Stille added discussion regarding an SRC Tour, the whistleblower program and budget package. Councilman Tucker made a motion to approve the agenda as amended, it was seconded by Councilman Jemiola and carried. APPROVAL OF DOCUMENTATION: Approval of April 16, 2018, Minutes Councilman Tucker made a motion to approve the April minutes, seconded by Councilman Jemiola, and carried. Councilman Grillos made a motion that the March minutes show his absence was excused. He said there was a motion to approve bills made by Councilman Jemiola and seconded by Councilman Jemiola, but the Secretary Minutes do not concur. Councilman Grillos also said Councilman Jemiola made a motion to approve an item, that it was seconded by Councilman Grillos, even though he was absent. Again, Secretary Minutes do not indicate this. A motion was made by Councilman Jemiola to approve the March minutes as amended, seconded by Councilman Abernathy, and carried. REVIEW PROGRAM: There was no review program PUBLIC COMMENT: Dave Kisker, of Johnstown, stated there are minutes and recordings available regarding the Charter Review Committee and he encouraged Council to review them. He said they have completed public meetings. Gerald Kilpatrick, of LaSalle, presented an email related to the Charter Review Committee. In part, the email stated specific changes to the powers and duties of the County Council. A copy of the email can be made available upon request. A copy of the full statement can be made available upon request. NEW BUSINESS: Coordinator Reports/Councilman Reports Councilman Stille said an SRC tour at an oil well pad site was informative. Bills Councilman Grillos made a motion to approve bills, it was seconded by Councilman Jemiola and carried. OLD BUSINESS: Budget Package The budget packet for 2019 was provided, indicating a 10% reduction. Councilman Grillos said he was not in support of a reduction. Whistleblower program Councilman Stille said a whistleblower program is being researched and worked on. Councilman Grillos argued with County Attorney Bruce Barker over whether the whistleblower program should be established by Council. Councilman Jemiola stated the whistleblower committee thus far is a joke. He said it's a conflict of interest to have the program managed by the County Commissioners as it will prevent employees from making reports in fear of retaliation. Dave Kisker, a member of the committee, again encouraged the Council to review the minutes and audio of those meetings. He said it's important to recognize whistleblowers will be protected by anonymity. ADJOURNMENT: By acclamation, the meeting was adjourned at 7:28 p.m. 4 %I1 June 18, 2018 \'?
