RE: APPROVAL OF CONTRACT BETWEEN WELD COUNTY, COLORADO AND CITY OF GREELEY,
COLORADO FOR SERVICES OF WILBUR ROSS AND AUTHORIZATION FOR CHAIRMAN TO
SIGN SAME.
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is
vested with the authority of administering the affairs of Weld County,
Colorado, and
WHEREAS, a contract between Weld County, Colorado and the City of
Greeley, Colorado concerning the services of Wilbur Ross as Undersheriff
of Weld County, Colorado has been presented to the Board of County Commis-
sioners of Weld County, Colorado. A copy of said contract is attached
hereto and incorporated herein by reference, and
WHEREAS, the Board deems it advisable to approve said contract.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners
of Weld County, Colorado that the contract between Weld County, Colorado
and City of Greeley, Colorado be, and hereby is , approved and the chairman
is authorized to sign same.
The above and foregoing Resolution was, on motion duly made and
seconded, adopted by the following vote on the 10th day of January, A.D. ,
1979.

AGREEMENT
AGREEMENT, by and between the City of Greeley, Colorado, a
Colorado municipal corporation, and Weld County, Colorado, a home-rule
county of the State of Colorado.
WHEREAS, the City of Greeley and the County of Weld both have
a responsibility for providing effective law enforcement services within
their respective jurisdictions ; and
WHEREAS, the City of Greeley and the County of Weld have deter-
mined through past experience that the cooperation between their respective
law enforcement agencies increases the quality of service to their respec-
tive jurisdictions and the cost of the provision of those services ; and
WHEREAS, Wilbur Ross is now employed by the City of Greeley as
a Captain of Police in charge of the administration section of the Greeley
Police Department; and
WHEREAS, it is the desire of Weld County to obtain the services
of Captain Ross in the capacity of Undersheriff of Weld County, Colorado,
because of his demonstrated abilities as a police officer and an adminis-
trator and because of his experience in coordinating the activities of the
Greeley Police Department with the Weld County Sheriff's Office; and
WHEREAS, the City Council of the City of Greeley, Colorado, while
desiring to continue the employment of Captain Ross with the City of
Greeley, determines that it is in the best interest of the City of Greeley
to loan the services of Captain Ross to the Weld County Sheriff's Office
in the interest of efficient law enforcement by both departments and
intergovernmental cooperation; and

City of Greeley shall pay Captain Ross directly and shall be responsible
for all necessary withholding and contributions.
4. During the period of this Agreement, Captain Ross shall
exercise his duties as Undersheriff under the direction of the Weld County
Sheriff, and the City of Greeley and its employees agree not to interfere
in the performance of those duties.
5. At the end of this Agreement, Wilbur Ross may be appointed
Undersheriff at the budgeted pay rate of $22,117 per year, and then receive
the full benefits of a Weld County employee. Wilbur Ross' tenure as a Weld
County employee for purposes of pay, seniority, and all employee benefits
shall be based upon his appointment to Undersheriff on the termination of
this Agreement on October 5, 1979. The utilization of Captain Ross' services
by Weld County under this Agreement shall in no way be construed as granting
Captain Ross Weld County employment rights or benefits until after October 5,
1979.

WHEREAS, it is the desire of Weld County to utilize Captain
Ross' services for a period described below while compensating the City
of Greeley for the use of these services.
NOW, THEREFORE, IT IS HEREBY AGREED AS FOLLOWS:
1 . The City of Greeley hereby loans the services of Captain
Wilbur Ross of the Greeley Police Department to and authorizes him to
serve Weld County, Colorado, as Undersheriff of the Weld County Sheriff's
Office for a period commencing January 2, 1979, to October 5, 1979.
2. Weld County hereby accepts the services of Captain Ross and
agrees to compensate the City of Greeley for the use of Captain Ross '
services in the amount of Twenty Thousand Eight Hunderd One Dollars and
Twenty-five Cents ($20,801 .25) . Such sum shall be payable in nine equal
monthly installments to the City commencing on February 1 , 1979 and payable
on the 1st day of each month thereafter.
3. During the period of this Agreement, Captain Ross shall remain
an employee of the City of Greeley, it being determined by the Greeley City
Council that the loan of his services is in the best interest of the City.
The City shall continue to compensate Captain Ross during the term of this
Agreement at his regular rate of pay based on rank and seniority, and Captain
Ross shall continue to be entitled to all employee benefits due as a City
employee, specifically including, but not necessarily limited to retirement,
health and life insurance, vacation and sick leave and pension contributions
and accumulations. The utilization of Captain Ross ' services by Weld County,
as offered by the City of Greeley, shall in no way obligate Weld County to
compensate either the City of Greeley or Captain Ross in any manner or amount
other than that stated above as compensation to be paid directly to the City
by the County. It is specifically warranted by the City and by Captain Ross
that Weld County shall not be deemed to be responsible for any of the bene-
fits enumerated above, specifically including pension and retirement. The
