SUMMARY OF THE WELD COUNTY PLANNING COMMISSION MEETING Tuesday, November 6, 2018 A regular meeting of the Weld County Planning Commission was held in the Weld County Administration Building, Hearing Room, 1150 O Street, Greeley, Colorado This meeting was called to order by Chair, Michael Wailes, at 12 30 pm Roll Call Present Bruce Johnson, Bruce Sparrow, Elijah Hatch, Gene Stifle, Lonnie Ford, Michael Wailes, Richard Beck, Tom Cope Absent/Excused Skip Holland Also Present Kim Ogle, Chris Gathman, Diana Aungst, and Tom Parko, Department of Planning Services, Jose Gonzalez, Department of Building, Lauren Light and Ben Frissell, Department of Health, Evan Pinkham and Hayley Balzano, Department of Public Works, Frank Haug, County Attorney, and Kris Ranslem, Secretary CASE NUMBER ORDINANCE 2018-09 PRESENTED BY JOSE GONZALEZ REQUEST IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 29 BUILDING REGULATIONS OF THE WELD COUNTY CODE Jose Gonzalez, Building Department, presented Ordinance 2018-09 and provided a brief summary of the changes from the 2012 International Codes to the 2018 International Codes He added that in Section 29- 8-20 it currently states that building permits cannot be transferred from one landowner to another and they are proposing to change it so that a building permit can be changed from one landowner to the new landowner without requiring a new building permit Mr Gonzalez stated that the proposed code changes include the increase of the snow load from 20 pounds to 30 pounds, as recommended from structural engineers in the area Additionally, they are proposing to add the requirement for fire protection of floors when there is a basement He added that the remaining changes are cleaning up the County Code Commissioner Sparrow referred to the snow load and said that 30 pounds is more common with being located in the front range Mr Gonzalez replied yes and added that most cities throughout the State have the 30 pound snow load criteria Commissioner Sparrow clarified if a building permit cannot be transferred to another owner if for some reason the house is sold during some part of the construction phase Mr Gonzalez said that it is how it reads currently, however the change will allow the transfer of the building permit to the new owners Tom Parko, Planning Services, said that these code changes were presented to the Building Trades Advisory Board and they had a unanimous recommendation to move onto the 2018 International Codes Commissioner Cope asked for clarification on the protection for basements Mr Gonzalez said that currently with basements, it is not required to have fire protection in the floors, however, they are including it in these proposed changes Mr Cope agreed that it is important to include that in the changes Motion Forward Ordinance 2018-09 to the Board of County Commissioners along with the Planning Commission's recommendation of approval, Moved by Tom Cope, Seconded by Bruce Sparrow Vote Motion carried by unanimous roll call vote(summary Yes=8) Yes Bruce Johnson, Bruce Sparrow, Elijah Hatch, Gene Stdle, Lonnie Ford, Michael Wailes, Richard Beck, Tom Cope Absent Skip Holland Meeting adjourned at 8 05 pm l 2018-3655 1 Respectfully submitted, ` .166ne-`tqail,eiVM, Kristine Ranslem Secretary 2 Sec . 29-2-20 . - International Building Code . Insert "Weld County" and "revised September 22 , 1999" in the applicable places in Section 1612 . 3 . Section 1608 . 2 Ground snow loads is amended to read as follows : 1608 . 2 Ground snow loads . The ground snow load ( pg ) shall equal 30 pounds per square foot ( psf) in accordance with Colorado Design Snow Loads Report , published by the Structural Engineers Association of Colorado ( Dated April 2016) . The design roof snow load values shall be determined from section 1608 of the IBC ( including all applicable factors , and loading and drifting considerations of Chapter 7 of ASCE 7) , however, in no case shall the final design roof snow load be less than a uniformly distributed load of 20 psf M . Add Section 18051808 . 1 . 1 Foundation Design : "All foundations shall be designed by an architect or engineer licensed by the State of Colorado . Additionally , if a site specific soils report is not provided , an 'open hole' inspection shall be conducted by an architect or engineer licensed by the State of Colorado . Subsequent to that inspection , a written letter bearing the architect's or engineer's stamp shall be presented to , and approved by . the Weld County Building Inspection Department prior to backfilling around the foundation . "An architect or engineer licensed by the State of Colorado may perform all foundation , perimeter drain , dampproof and concrete encased electrode inspections . If this option is used , setback and offset distances must first be approved by Weld County Building Inspectors , and a stamped letter from the architect or engineer must be received and approved by the Weld County Building Inspection Department prior to any structural inspections on the building . The existing foundation is five or more years old and shows no signs of settling or structural damage . "4 . The addition foundation shall be the same type and dimensions as the existing foundation . " 5 . The foundation of the existing house does not consist of caissons and grade beams or any other design that would indicate that the original foundation was designed for expansive conditions . "6 . Reinforcement bar size and placement for the addition foundation shall be according to 2012 IRC Chapter 2 4 requirements . U R. Add Section R402 . 1 . 1 Exception 2 : "When there is no evidence of unstable or expansive soil conditions . as determined by an open hole inspection or a soils report . detached garages and accessory buildings no larger than 3 . 000 square feet with wood framing and no brick or masonry , may use a monolithic foundation with an eight-inch-thick footing which extends six inches (6") above grade and twelve inches ( 12 " ) below grade . Two #4 reinforcement bars shall be installed horizontally along the footing , one four to six inches above the bottom of the footing . Exception : Insulation shall not be required in engineered systems where it can be demonstrated that the insulation will decrease the efficiency or have a negative effect on the installation . 1209 . 5 . 1 Slab-on -grade installation . Radiant piping utilized in slab-on -grade applications shall be provided with insulating materials installed beneath the piping having a minimum R -value of 5 . 1209 . 5 . 2 Suspended floor installation . In suspended floor applications , insulation shall be installed in the joist bay cavity serving the heating space above and shall consist of materials having a minimum R -value of 11 . 1209 . 5 . 3 Thermal break required . A thermal break shall be provided consisting of asphalt expansion joint materials or similar insulating materials at a point where a heated slab meets a foundation wall or other conductive slab . 1209. 5 .4 Thermal barrier material marking . Insulating materials utilized in thermal barriers shall be installed such that the manufacturer' s R- value mark is readily observable upon inspection . The publication of the International Code Council , Inc . , known as the International Plumbing Code ( IPC ) , 2012 2018 Edition , including the International Plumbing Code Appendices (except for the following portions of the IPC Appendices : A , B and C ) are incorporated by this reference as a part of this Building Code for the purpose of providing standards for the inspection of plumbing systems and the issuance of plumbing permits in the County , with the following amendments : A . Delete Section 106 . 5 . 3 . Expiration ( See Section 29-8-40 of this Chapter. ) B . Delete Section 106 . 5 . 4 . Extensions ( See Section 29-8-45 of this Chapter. ) C . Delete Section 109 . If the class 4 for residential and commercial is not regained, at that point, I will review the answers in the questionnaire provided to our Field Representative at the time of the survey, compared to last time and see where points were lost.
