Noise & vibration — A second residence on the large lots should not produce any perceptual noise of any vibrations. 2. Smoke, dust, or odors - A second residence on the large lots should not produce any perceptual smoke, dust, or odors. 3. Heat, light, and glare - A second residence on the large lots should not produce any perceptual heat, light, and glare 4. Visual/aesthetics impacts — Secondary residences will comply with the covenants of the PUD and conform to the architectural review that all residences go through. Electrical interference - A second residence, on the large lots should not produce any electrical interference. 6. Water pollution - A second residence on the large lots should not produce any water polkution. .. Wastewater disposal —Waste water disposal will be handled through approved septic systems approved by the county Health Department. Wetland Removal -- There are no wet lands on the property. 9. Erosion and sedimentation — The current drainage plan and detention ponds will handle water run off and current seeding will prevent erosion. 10. Component Two - Service Provision Impacts 1. Schools — Most of the requests for the secondary residences revolve arounc a desire to house elderly parents and should have no effect on schools.. Law enforcement - Most of the requests for the secondary residences revolve around a desire to house elderly parents and should have no effect on law enforcement. 3. Fire Protection —Secondary residence present the potential for more fire response however as part of the PUD three fire hydrants with fire flow of 2200 gallons per minute have been installed. 4. Ambulance — Secondary residences present the potent]l tor more ambulance service, Transportation — (circulation & roadways) -Two lots are serviced of County Road 12 (an Eire maintained road) and you enter PUD on a 25' wide paved road with a 65 foot radius cull de sac, The remaining five Nuts are serviced by Peal view road which currently is a County maintauned road which services 9 Homes and one secondary road (Bruce) which services two homes. You enter development on a 25' paved road with a 65' radius cull de sac. Developer entered into an agreement with county that if traffic exceeded certain limits they would participate in improving it 6. Traffic impact —Traffic impact is minimal, and a study should not be required. 7. Storm Drainage —The storm drainage was developed with the original PUD, and the current PUD shows multiple building envelopes, Utility Provision — Email from Black Hills Energy 8 United Power indicating enough gas & electric to support secondary residences. 9. Water provisions — Letter has been provided that show we have adequate water supply. 10. Sewage disposal provisions - The PUD has both primary and secondary sites for septic systems that are 100 ft. by 50 ft. Current systems only use 60 ft. by 12 ft, so there is adequate area for one large system or two separate systems. 11.. Structural Road Improvements -Two oats are accessed of paved County Road 12 maintained by the City of Erie and the possible increased traffic of two more residences is minimal and would not require a study. Five lots are serviced by Peakview a gravel road maintained by the county. The possible increase in traffic for additional residences will not come ciose to the agreement entered into by the developer to make improvements if there was a traffic increase to that road and study, would not be necessary. Component Three — Landscaping Elements 1. Landscape Pan — current neighboring zoning is A2 and the area surrounding the PUD is rural in nature. Landscaping around surrounding properties is minimal to non -existent. The current covenants for the PUD are more stringent than the surrounding area. 2. We would not propose any buffering or screening as the propose uses would not require any to achieve compatibility with the surrounding areas. 3. There would be no maintenance schedule for the planned uses. 4. An On -Site Improvements agreement hasalready, been entered into and a letter of credit has been posted with the county to insure completion and warranty, Two irrigation water taps have been installed at both entrances to the per the plans which are sufficient to water and present or future landscaping. Component Four — Site Design 1. The property on the south end is bordered by a Farmers Reservoir Ditch. The two parcels are separated by a combined shareholder ditch maintained by the HOA for shareholders of head gate 80 & 814 2. The proposed change of zoning matches the surrounding parce s as far as uses and intent and would comply with the Weld County Comprehensive Plan. This zoning change was approved by the previous planning staff but inadvertently did not make it on the final plat, 3. The current PUD is exclusive, and the change is compatible with the surreuncing areas and there are no conflicts between the land uses. 4. The uses proposed are the same allowed by the surrounding area and there are no conflicts between the land, uses. Part of the PUD is in an Geologicab Hazzard Area which have been addressed by the building envelopes within the PUD. This zoning request does not change the building envelopes. Component Five Common Open Space 1. Common open space is part of the PUD and are a permanent part separately deeded to the HOA. 2. An HOA has been established. 3. Membership is mandatoryfor each residence. 4. The HOA documents make it responsible for liability insurance, taxes, and maintenance of the common area space. 5. The organization according to its filed documents has the power to levy assessments which can become a lien. 6. Provisions for ongoing maintenance included in HOA documents 7. Dear Mr. Bowman, The drainage factor consists of several components — the erosion control during and after construction and the expected surface runoff for a 5 year and 100 year rainstorm event. Each rainstorm has two main factors - an intensity (rate of rainfall) and expected duration factor. In addition, the ground surface, whether hard surfaced like asphalt or grasses or native vegetation along with the ground slope will assist in determining the volume of the rain runoff and if and when it enters the downstream retention pond. The above factors are combined with a PMP (probable maximum precipitation) to determine the expected volume of rainwater entering the retention pond and the potential of necessary discharge. The PMP is not an exact science but a reasonable approximation based on statistics and existing records. As you can see, various interdependent factors determine the design of the overall drainage system. In general, the normal design procedure ens on the conservative side to account for unexpected variables since until the house plans are approved, the assumed roof area is often assumed a percentage of the buildings envelop size or an estimated size. As you indicated, two houses that were planned for (Brookes and Bowman residence) are whatcould be called Estate Residences i.e. — larger than average homes. Each of these homes roofs are approximately 5,500 SF and 5,300 SF of horizontal surface area. Combine this with the paved driveway and you are in the 25,000 SF range of impervious surface that contributes to the total rainfall runoff and the velocity of the runoff. It is my understanding you are considering using the existing primary building envelopes and the alternative building envelope on the same lot for two guest residences instead of one estate residence - (example: lot 6 has two building envelopes, one called the main building envelope and one is an alternative building envelope).
