Bids were received and opened on February 20, 2018 for B1800046, IT Data Loss
Prevention (DLP) Solution (IT -607). Five (5) bids were received ranging from
$66,780.00 to $499,036.76. Attached is the bid tabulation for your information.
The Data Loss Prevention Solution is technology that helps us protect County data, for
both "Data at Rest" and "Data in Motion".
The Information Technology staff reviewed all the bids and the scoring of the RFP
responses is attached. As apparent by the scorecard, Global Technology Resources,
Inc. (GTRI) out of Denver, Colorado scored highest with regards to the "Data at Rest"
criteria, and best meets business needs compared to the other solutions proposed.
Year One cost will be $82,007.19 for the initial cost of the data loss prevention solution
plus first year of support. Years Two and Three cost will be $54,086.78/year for
ongoing support.
The lowest bid from Carahsoft Technology Corp. was disqualified as it did not meet the
minimum requirements for "Data at Rest" (i.e., someone would have to interact with a
file in some way before it was able to scan the file for sensitive data).
With the above information, I recommend the Board award the IT Data Loss Prevention
(DLP) Solution to Global Technology Resources, Inc. (GTRI) for a first -year cost of
$82,007.19 and a total 3 -year cost of $190,180.74.
