WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Application for the Small Business Incentive Program and a Request for the Release of Economic Development Trust Funds (Tier I), from Gallatin Turf Installation, Inc., to the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Planning Services, with terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference, and release Economic Development Trust Funds (Tier I), in the amount of $12,148.25, payable to Gallatin Turf Installation, Inc., to offset various impact fees previously paid by Gallatin Turf Installation, Inc. The second application is for Collision Fleet Services who operate a business with ten (10) employees and covered under Tier II of the SBIP. Total award for this application is $3,409.46. Small Business Incentive Plan Application Date: November 8, 2018 I am pleased to submit to the Board of County Commissioners Gallatin Turf Installation's Small Business Incentive Application. Gallatin Turf is a small business operating in unincorporated Weld County with five (5) employees. The President of Gallatin Turf is Mr. Ryan Gallatin. As part of the application requirements, Mr. Gallatin submitted his business plan and met with representatives from the Small Business Development Center (SBDC). Chelsie Beller with SBDC stated in a letter (attached) that Gallatin Turf's business plan is sufficient. The Small Business Incentive Plan was created by the County Commissioners to help offset land, building permit, septic and impact fees associated with development. Therefore, Gallatin Turf can receive a total of $12,148.25 The Planning Services Director recommends approval of this application and respectfully requests that the County Commissioners authorize and release $12,148.25 from the Economic Development Fund. Executive Summary o Capture strengths of business and its fit into the industry Gallatin Turf has been a strong and upstanding small business since 2004 providing sod installation and delivery to residential and commercial projects. Request for funding will enable Gallatin Turf to construct fencing and additional projects at the property to make the site fully functioning. i.e electricity, completion of concrete flooring in shop, driveway improvements. Mission Statement To continue to expand and grow sod installation/delivery services for the Northern Colorado area. Goals & Objectives To update commercial facility in Nunn so it is a full functional property for our equipment to be housed and to become more efficient and allow the possibility of growth in the company and also to become compliant with all of Weld County's codes and USR requirements. Business Description Gallatin Turf opened in 2004, owned and operated by Ryan Gallatin with a lead crew supervisor and 5-6 employees working per day depending on the scope/size of the job. Gallatin Turf provides 5-6 sod farms each year with sod installation crews and delivery. We install all spectrums of jobs, from home owners all the way up to major ball fields. Market Research Gallatin Turfs main target market is any type of residential or commercial properties needing sod services. Main sourse of business is generated through the 5-6 sod farms that have been customers for many years. Competition is limited to a few sod installation companies or landscape companies but Gallatin Turf is a main provider of sod installation due to the quality and timely work that the company has done over the years. Gallatin Turf has been requested to do major sports fields and commercial properties because of the quality work we do. Site Analysis The property where Gallatin Turf is located is in Nunn, CO on 76 acres of land. Gallatin Turf is requesting assistance for this small business to make improvements on the property and shop so that equipment can be stored on site. Improvements would he items such as the fencing around the shop where trucks/trailers arc stored as well as bringing electricity to the shop and completing the concrete floors in the shop just to name a few. Marketing Plan Gallatin Turf currently gets jobs from sod farms, landscapers and word of mouth. There are no other marketing plans at this time as the current marketing has been found to be effective. Management Plan Gallatin Turf is owned and operated by Ryan Gallatin. Ryan bids and coordinates all jobs that are done by the company. In addition Gallatin Turf employees 1 lead crew installer who is onsite for all jobs along with 5-8 employees (depending on size of job) who install the sod. Due to sod installation/delivery being a seasonal operation, these employees are not employed all year. The greatest challenge the company faces is finding/keeping laborers so it is important to keep competitive wages for its employees. Financial Plan Gallatin Turf has already purchased the 76 acre Nunn property, along with the costs to buy supplies and erect the shop on site. The purchase was required due to Gallatin Turf having to pull out of the USR process at our home in Eaton due to neighbor complaints and re -apply for the USR in Nunn. Gallatin Turf had to purchase property quickly in order to be able to house the equipment needed to continue doing business.
