HomeMy WebLinkAbout20180503.tiffAMENDED MINUTES WELD COUNTY COUNCIL January 22, 2018 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 6:30 p.m., Monday, January 22, 2018, at the Weld County Administration Building, 1150 0 Street, Greeley, CO. The meeting was rescheduled from January 15, 2018, due to inclement weather. ROLL CALL: The meeting was called to order by President Brett Abernathy. Councilmen Michael Grilles, Jordan Jemiola, Charles Tucker andGene Stillewere present, constituting a quorum of members. Also present was County Attorney Bruce Barker and County Council Secretary Linda Kane. APPROVAL OF AGENDA Councilman Jemiola moved the election of a President and Vice -President be placed at the beginning of the meeting. Councilman Grilles moved the salary discussion be placed under Old Business. Councilman Stille made a motion to approve the agenda, as amended, seconded by Councilman Abernathy, and carried. ELECTION OF COUNCIL PRESIDENT AND VICE-PRESIDENT Councilman Tucker nominated Councilman Stille for Council President, it was seconded by Councilman Jemiola and carried unanimously . Councilman Stille nominated Councilman Tucker for Vice -President, it was seconded by Councilman Abernathy and carried unanimously. APPROVAL OF DOCUMENTATION: Approval of December 18, 2017, Minutes Councilman Tucker made a motion to approve the December, 2017, minutes, seconded by Councilman Grilles, and the motion carried. REVIEW PROGRAM: There was no review program. PUBLIC COMMENT: Steve Reams, of Johnstown, and Weld County Sheriff, discussed salaries. He said he was speaking for himself and Clerk & Recorder Carly Koppes. He said her salary should be increased and based not on her personality, but on the requirements of her job. Sheriff Reams provided some documentation in reference to state salary ranges. He said his office employs about 390 people and he has about 760 inmates in the jail at any time. C,OW V % Wt. Lc. 0‘.41-0 O3- ale -1% aotg-OSO3 Dave Kisker, of Johnstown, also provided Council with documentation of support for raises for the Sheriff, Clerk & Recorder's office and the County Assessor. He recommended the County Commissioners' salaries remain the same. Mary Farr, of Greeley, said she has lived in Weld County since 1973 and has been active in politics since 1982. She said the sheriff was poorly paid and should receive a raise. She said his department can't be compared to any other department because it has many facets such as patrol, the jail and a SWAT team. She said the sheriff has to keep Weld County safe and that when he kisses his wife good morning, he may not come back at night. She said his job is mammoth. Arthur Carlson, of Greeley, congratulated Council on its ongoing work. He said the sheriff is an outstanding individual, that he should be rewarded properly and he'd like to see him continue to work in Weld County. Mr. Carlson was also in support of a raise for the Clerk & Recorder. Gerald Kilpatrick, of LaSalle, asked that drafted minutes be placed on the web site after meetings. Counsel Barker said it would be ok to publish minutes as long as they were marked "draft." Councilman Grilles made a motion to put drafted minutes on the web site, it was seconded by Councilman Tucker and carried. OLD BUSINESS: Salaries Councilman Tucker made a motion to raise the salary of the Sheriff to $160,000, seconded by Councilman Jemiola, and carried unanimously. Councilman Grilles made a motion to increase the Clerk & Recorder salary to $120,000, it was seconded by Councilman Tucker and carried unanimously. Councilman Jemiola made a motion to increase the salary of the County Assessor to $120,000, it was seconded by Councilman Tucker and carried unanimously. Councilman Abernathy made a motion to maintain current salaries for the County Commissioners, it was seconded by Councilman Grilles and carried unanimously. NEW BUSINESS: Coordinator Reports/Councilman Reports Councilman Stille reported that two constituents contacted him with concerns. He was able to communicate those concerns with commissioners and the planning commission and the issues were resolved. He said he was happy the constituents felt comfortable approaching a Council member. Bills Councilman Jemiola made a motion to approve bills, it was seconded by Councilman Grilles and carried. Discussion of an Ad -Hoc Committee to Establish a County Whistleblower Policy Councilman Stille said the county needed to make it comfortable for whistleblowers to come forward. He suggested a 7-9 member committee be established with members of varied backgrounds. Councilman Grilles said he and Councilman Abernathy have explored the issue. County Attorney Barker said it was being explored by the County Commissioners, as a result of the recent audits. Councilman Grilles made a motion to create an ad hoc advisory committee to begin the process of forming a whistleblower policy, it was seconded by Councilman Tucker, and carried.
