REQUEST: Change of Zone from 1-3 ( Industrial ) Zone District and A (Agriculture ) Zone District to the 1-3
( Industrial ) Zone District
Dear Kim Ogle,
I am writing regarding the NGL Water Solutions request for rezoning from Zone A to Zone I-3 on the
property west of and adjacent to CR 27 ( Main Street ) and approximately 1300 feet south of CR 6 (Crown
Prince Boulevard ) .
During the week of September 23, 2018, our neighbors Jeri Yarborough and Ellen Omen met with Mr .
Jim Winters from NGL Energy Partners. During that meeting, Mr. Winters indicated that if NGL was
approved for the rezoning to 1-3 of the entire property located adjacent to CR 27 and south of CR 6
(Crown Prince Boulevard ), they would not be requesting a special use permit for the proposed Roy
Injection Well site on CR 6 west of CR 31
The location proposed on CR 27 is zoned one-half Agricultural and on - half Industrial already . Given this►
and the fact that nearly all properties surrounding that location have already been zoned Industrial , it
does make sense for the Weld County Planning and the Weld County Commissioners to consider the
approval of the request for 1 -3 Zoning .

an industrial area, stay within an industrial area and don't pursue other locations that are in current
agricultural and residential use .

Dear Planner Ogle,
My stance on the decision to re-zone the parcel that NGL Water Solutions, LLC . has selected for an
injection well facility is beyond a simple " for" or " against " .
As you are likely aware, if NGL is unsuccessful in developing the parcel near County Road 27, they will
focus their efforts on a parcel on County Road 6, where their activity would be incompatible with the
surroundings and the vehicle access would be less adequate .
While I would prefer NGL to develop the parcel near County Road 27, I would most like to see Weld
County take a more critical position on hydraulic fracturing and the associated wastewater injection ,
primarily on the basis of water resource protection .
I do not believe Weld County and Colorado can afford to continue sequestering large quantities of water
in the form of deep formation injection, especially considering the increasing population and arid
climate trend . In 2015, Colorado permanently removed over 83, 000 acre-feet or over 97 billion gallons
of municipal, surface and groundwater from the water cycle through subsurface injection *
The contamination risk to invaluable water resources such as the Arapahoe and Laramie- Fox Hills
aquifers also increases with each additional petroleum extraction and wastewater injection well bore ,
