HomeMy WebLinkAbout780868.tiff RESOLUTION RE: ADOPTION OF PLAZA CONCEPT FOR PHASE III OF THE CENTENNIAL CENTER IN WELD COUNTY, COLORADO. WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, a public hearing was held in the Chambers of the Board of County Commissioners on March 22 , 1978 at 7: 00 o 'clock P.M. for the purpose of hearing the discussion of the proposed uses of that portion of the Weld County Centennial Center pre- sently occupied by the old County Jail, and WHEREAS, representatives of Hensel-Phelps and a represen- tative of C. E. McGuire presented facts and figures on the plaza concept vs. the parking concept, and WHEREAS, the Board of County Commissioners heard testimony from the audience, and WHEREAS, a show of hands was taken which revealed to the Board of County Commissioners that 25 persons present in the audience favored the plaza concept and 7 persons in the audience favored the parking concept, and WHEREAS, after taking all matters presented into consideration, the Board of County Commissioners of Weld County, Colorado, deems it advisable and in the best interest of Weld County to adopt the Plaza Concept for Phase III of the Weld County Centennial Center. NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners that the Plaza Concept of Phase III of the Weld County Centennial Center, be, and hereby is, approved. Dick Humphries and Jim Albertson of Hensel-Phelps and Bob Shreves of C. E. McGuire presented facts and figures on the plaza concept vs the parking concept. Testimony was received from the audience and a show of hands was taken which revealed that 25 persons in the audience favored the plaza concept and 7 persons in the audience favored the parking concept. After all evidence was received, Commissioner Carlson made a motion to approve the plaza concept for the construction of Phase III of the Centennial Center. Commissioner Roe seconded the motion. After each Commissioner listed his reason for voting for the plaza concept, Commissioner Jacobucci called for the question. All Commissioners voted aye and the motion carried. All five Commissioners were present for the hearing. The Centennial Center block has been tastefully deal planned and landscaped and adds a great l the to attractiveness of downtown Greeley. The planning and construction so far reflect the interest of the people in this town who respect the beauty of their physical environment. I appreciate your concern about downtown parking and I know many people are trying to find the best solutions to this problem. But using the planned plaza area is not the answer. I urge you to reconsider your vote and go ahead with the plaza. March 7, 1978 Mr. Ed Dunbar County Commissioner 915 10th Street Greeley, CO 80631 Dear Mr. Dunbar: I would like to urge you to reconsider the park-like plaza behind the courthouse. By changing this from a park to a parking lot for 30 spaces, it will sig- nificantly detract from this beautiful building. You and the downtown merchants are missing the point when you think that parking space is what is keeping people from shopping downtown. Obviously, those reasons are complex; but for myself, I will drive any number of miles to get the clothes that I need. By going to Fort Collins, Boulder, or Denver, I have shops that will carry those. I would be most happy to come to downtown Greeley and walk to the stores, if they carried clothes that I would like to buy. Please note that neighboring cities have made attractive downtown areas, which are walking malls and are successful. For instance, the Boulder project, which is so attractive. I believe such a project attracts more people, and the parking has nothing to do with the situation. Thirty park- ing spaces will be a minimal amount. The ultimate solution is to create a large central parking area and allow people to walk in an attractive center, such as Boulder' s, to shops that are well stocked. Please do not be dissuaded by downtown merchants, and the practicality that 30 spaces will make any changes at all in the downtown problems. Sincerely yours, John R. To change this into a 30 space parking lot, would not signifi- cantly alter the downtown redevelopment problems. Other cities, such as Boulder, have provided a walkway which requires people to park in distant areas; and it certainly is not hurting them. The downtown shopping problems are complex, but basically they can be improved by having stores carry products which the people want, and then providing an interesting, artistically acceptable environment. Since underground parking spaces were assigned , our prosecuting staff has enlarged and we do not have sufficient assigned spaces for our trial deputies to use this facility. Our particular concern centers around our two female prosecutors for whom we cannot provide any measure of safety in this regard. Both Ms . Scherer and Ms . Fulton are often detained in court until late in the evening, leaving after dark at the same time the defendants are leaving. Ms. Scherer currently rents a parking space off an unlit alley across from the courthouse and Ms . Fulton parks across the city park by the city recreation build- ing. We recognize that our underground parking is a great convenience and certainly most county employees would appreciate having this parking privilege. Our feeling is that , as prosecuting trial deputies are exposed to a measure of danger and the recipients of numerous threats from defendants , in this case it is a matter of safety rather than convenience. The nature of trial work, which entails unexpected late hours , compounds this problem. We ask that some rearrangements be made , perhaps in conjunction with the Sheriff' s Office move , to provide our office with additional parking spaces to alleviate this very real danger to these employees . Greeley has such a pleasant downtown area, one which the city has every right to be proud of. And Weld County, too, since Greeley is the county seat. How ignorant it seems to detract from such a positive aspect in order to create only a few more parking spaces. A parking lot on the space west of the courthouse would only be an eyesore. The 30 extra spaces would only be a drop in the bucket in the entire picture of the parking problems of the downtown area. Here's a suggestion: Acquire some land due east of the county buildings, on the other side of the railroad tracks. Build a parking facility. Employees could walk the very short distance, or the county could provide a frequent shuttle bus. Most people in this country have to walk farther than that between car and office. Let's not go the route of many big cities which have not known until too late when to stop with the concrete. Meanwhile, please reconsider your decision of last week. It appears the commissioners have been very short sighted in their action and have failed to examine the entire scope of the parking problem and its cause. The commissioners spent a great deal of taxpayer money to plan and construct a county services complex that was functional and aestheticly pleasing, and I feel a parking lot would severely compromise that envir- onment. I will be unable to attend the hearing on this matter, and I am using this method of making my wishes and suggestions known. No. 1 item - I'.think it is a shame that this complex was constructed without making provision for parking for the general public, who have to come to the building to transact business. Many, many citizens and residents of Weld County go to this complex for the purpose of paying taxes, recording deeds, ob- taining marriage licenses, and all of the functions carried out by the Weld County offices. Actually, no provision has been made up to this time to take care of the parking needs of those people who have to come to the complex for an errand that might require 15 to 30 minutes to complete. You how have an opportunity to take care of the needs of the citizens of the County who are having to pay for this com- plex, and all of the services performed here. I looked at the modified plan, which shows provision for 28 parking spaces, some green grass and some trees, leaving the greatest end of the patio, or plaza, open to be completed in accordance with the original plans or some other plans that you might adopt. It seems to the that these 28 parking places are something that are needed by the people of Weld County for their conven- ience. It would be my suggestion that if these parking places are prepared and offered to the public for its use, they should be restricted to 30-minute parking, and no County employee should be permitted to park there. This would permit 56 people an hour to make use of these parking places and it could very well serve the needs of the citizens of the County who have need to transact business in the complex. First, we already have two square blocks of park area downtown and what appears to be about one fourth of the block that occupies the county building, is also landscaped. I seem to remember a lot of people that tried, very hard, to figure a way to use a part of the city park (Lincoln), for downtown parking. This was not so long ago, and they were willing to settle for any part of it they could get. These people spent a great deal of time trying to figure a legal way to get it. The point then was, not that many people used the park. However, we now have more usability of it due to the addition of some items in the north block. The first fact still remains that not very many people come downtown to utilize the park or any of it's facilities. The few that do, would still drive to the area, and it is obvious very few ride the city bus. I believe most people would rather use a park closer to their own area, and there are MANY. Not that many people would go to an essentially business area for park facilities or to simply walk around admiring the landscaping. Secondly, we are all aware of the problem we have long had, with people loitering near the park area at night. I am wondering if another park area would not, in fact, in- crease this problem. I wonder, also, if my deductions are right in that the County building is probably the biggest producer of cars in the downtown area. Also, that vertually no one working in the building uses the lot that is provided for them, FREE OF CHARGE. Excluding the county employees, are all the people brought to the downtown area to do business at the County building. EXAMPLE: It costs an individual extra to mail in for license plates renewal, which induces most people to drive to the County building and pick them up in person. I would like to think that now, at least, we can get the reserved parking places for the county officials and the sheriffs department moved into the parking that the County building has of its own. These reserved places presently occupy the north and south side of 9th Street for one entire block. Perhaps thos thirty parking spaces could be used by the citizens who are summonsed to serve jury duty. It is my understanding that, at present, as a juror you are on your own to find appropriate parking which means parking somewhere in the downtown area. However, with the two hour restriction, the juror inevitably receives ONE citation daily. As I find it highly improbable that a judge would dismiss a juror to move his/ her car every two hours, and the fact that most cases last longer than two hours, this could become quite an expensive civic duty. Two more points I have to make. I am not against parking spaces for the handicapped, but if it is so easy to find a parking space, as one gentleman stated, why have desig- nated spaces? Also, as one commissioner stated, when did the people vote for the 'Plaza' ? Who was it that stated, the downtown stores have a rather tacky appearance, and that the new 'Plaza' would help the appearance of downtown? Some of the downtown businesses are having a difficult time just keeping their doors open (due to lack of patronage because of the parking situation). New store fronts are hardly a priority in rectifying this situation. Lastly, why are we so interested in people from out of town thinking we have attractive landscaping? Are we trying to attract more people to move to Greeley? I think not. As you are aware, when the original plans and specifications for the construction of the County facilities was in its planning stages , there were several meetings with the City Council regarding the development of that block. The discussions included such items as off-street parking for the facility as well as a negotiation for the sale of approximately 54 off-street parking spaces owned by the City, in the southeast corner of that block. In addition, the City vacated a portion of the alley which ran east and west through the middle of the block. At the time of the discussion, there was a very serious concern for off-street parking . The City staff estimated that prior to construction there were approximately 300 off-street parking spaces available . After the construction, it was anticipated that there would be approximately 150 underground spaces under the Centennial Center as well as the new jail facility. The problems of parking existed as much prior to the construction of the County facilities as it does today. Parking in downtown Greeley is of a major concern and cannot be addressed simply by providing a nominal number of spaces . The needs and the demands are much greater, and we would hope that the County can work with the City in trying to develop a resolution to this problem. One of the areas that is being addressed is the need for a physical attraction to draw the people downtown. The designation of the County Courthouse as a historic building, placed on the National Register of Historic Places just last week, is something to be quite proud of. Unfortunately, I feel that your action of Wednesday, March 1, in recommending a parking lot to replace the old jail, can do nothing but detract from the attractive setting and the significance of the Courthouse as a historic building. While I recognize the need for additional parking spaces in the downtown area, I do not think that asphalt and automobiles are the proper way to highlight downtown improvements. One method that Weld County could use to increase on street parking would be to encourage county employees to carpool to work. The basement parking area could be available to vehicles of elected officials, department heads and employees that are willing to commit themselves to carpooling. The savings in parking spaces through carpooling would also serve to reduce traffic congestion and air pollution. Downtown merchants might also realize an increase in noon hour business when fewer people are able to drive elsewhere to eat lunch or shop.
