Dear Irma:
Please accept my appreciation for your support of the Plaza
concept at the Weld County Centennial Center. Your organizational
work, as well as your presence at the public hearing, were very
valuable to the Board in making its final determination on the
question.
The Weld County Commissioners recognize the effects of the lack
of parking in downtown Greeley, as well as the detrimental effects
of the increasing automobile traffic. It is my hope that the
County can work with the City of Greeley and the Chamber of
Commerce to develop alternatives which might help alleviate
those problems.
We are all committed to maintaining a healthy and attractive
downtown area, and that can only be accomplished through the
joint efforts of all agencies involved in determining the future
of Greeley and Weld County.
If the County can be of assistance in providing further input to
the City' s planning efforts in this area, please contact me.
Again, my sincere thanks for your help.

TO: The Weld County Commissioners
I am writing in regard to your decision to build a
parking lot instead of a plaza on the site of the old
county jail.
The Centennial Center block has been tastefully
deal planned and landscaped and adds a great l the
to
attractiveness of downtown Greeley. The planning
and construction so far reflect the interest of the
people in this town who respect the beauty of their
physical environment.
I appreciate your concern about downtown parking and
I know many people are trying to find the best
solutions to this problem. But using the planned
plaza area is not the answer.
I urge you to reconsider your vote and go ahead
with the plaza.

Mr. Ed Dunbar
County Commissioner

Dear Mr. Dunbar:
I would like to urge you to reconsider the park-like
plaza behind the courthouse. By changing this from
a park to a parking lot for 30 spaces, it will sig-
nificantly detract from this beautiful building.
You and the downtown merchants are missing the
point when you think that parking space is what is
keeping people from shopping downtown. Obviously,
those reasons are complex; but for myself, I will
drive any number of miles to get the clothes that
I need. By going to Fort Collins, Boulder, or
Denver, I have shops that will carry those. I
would be most happy to come to downtown Greeley and
walk to the stores, if they carried clothes that
I would like to buy.
Please note that neighboring cities have made
attractive downtown areas, which are walking malls
and are successful. For instance, the Boulder
project, which is so attractive. I believe such
a project attracts more people, and the parking
has nothing to do with the situation. Thirty park-
ing spaces will be a minimal amount. The ultimate
solution is to create a large central parking area
and allow people to walk in an attractive center,
such as Boulder' s, to shops that are well stocked.
Please do not be dissuaded by downtown merchants,
and the practicality that 30 spaces will make any
changes at all in the downtown problems.
Sincerely yours,
John R. Welch, M.D.

Dear Mr. Roe:
I support your feeling that the park should be
retained behind the courthouse. To change this
into a 30 space parking lot, would not signifi-
cantly alter the downtown redevelopment problems.
Other cities, such as Boulder, have provided a
walkway which requires people to park in distant
areas; and it certainly is not hurting them.
The downtown shopping problems are complex, but
basically they can be improved by having stores
carry products which the people want, and then
providing an interesting, artistically acceptable
environment.
I urge you to continue your fight to retain the
plaza.

Dear Commissioners :
A matter of immediate concern has arisen in our office regarding
our parking situation, and we are hopeful that some rearrangement
could help us to alleviate this problem. Since underground parking
spaces were assigned , our prosecuting staff has enlarged and we
do not have sufficient assigned spaces for our trial deputies to
use this facility. Our particular concern centers around our two
female prosecutors for whom we cannot provide any measure of safety
in this regard. Both Ms . Scherer and Ms . Fulton are often detained
in court until late in the evening, leaving after dark at the same
time the defendants are leaving. Ms. Scherer currently rents a
parking space off an unlit alley across from the courthouse and
Ms . Fulton parks across the city park by the city recreation build-
ing.
We recognize that our underground parking is a great convenience
and certainly most county employees would appreciate having this
parking privilege. Our feeling is that , as prosecuting trial
deputies are exposed to a measure of danger and the recipients of
numerous threats from defendants , in this case it is a matter of
safety rather than convenience. The nature of trial work, which
entails unexpected late hours , compounds this problem. We ask that
some rearrangements be made , perhaps in conjunction with the Sheriff' s
Office move , to provide our office with additional parking spaces
to alleviate this very real danger to these employees .
Sincerely,
R ert N. Miller

Dear Sir:
It is our understanding that the Weld County Commissioners plan to turn the
proposed mall area between the Centennial building and the Court House into
parking spaces. We believe this would be a mistake. The answer to the
downtown parking problem is fewer cars not more parking spaces. Increased
parking would only encourage more traffic and pollution in an area already
contested and polluted.
We hope you will make these concerns known to the rest of the commissioners.

Gentlemen:
For whatever it' s worth, I 've been a supporter of your new
county building project from its inception. First, because it
was needed and second, because it is an attractive addition
to our area.
However, last night' s TRIBUNE headlines distress me be-
yond measure. It would appear, at a time when we are all
yearning for relief from asphalt, cement, and parking spaces, you
are about to take one of the nicest features of your entire com-
plex and give us more of the same. That isn't what we bargained
for. That isn't what you have indicated you were going to do.
Indeed, we may need additional parking in downtown Greeley.
No one is more sensitive to this problem than we are. But the
addition of 30 or so spaces is not, in any way, worth the sac-
rifice you are proposing. It' s a drop in the "parking bucket"
and is a sacrifice to the "automobile god" .
From those of us who are growing even more sensitive about
our surroundings , and have made large commitments to downtown
Greeley as individuals , we ask that you reconsider the decision
you have e with reference to the plaza.

Do you know the words to Joni Mitchell's song:
"Well, they paved paradise
And put up a parking lot."
I realize it isn't exactly a paradise that you're considering
paving over, but you are proposing a less than ideal addition to
downtown Greeley. I feel that the idea is a big mistake.
Greeley has such a pleasant downtown area, one which the
city has every right to be proud of. And Weld County, too, since
Greeley is the county seat. How ignorant it seems to detract
from such a positive aspect in order to create only a few more
parking spaces. A parking lot on the space west of the courthouse
would only be an eyesore.
The 30 extra spaces would only be a drop in the bucket in
the entire picture of the parking problems of the downtown area.
Here's a suggestion: Acquire some land due east of the
county buildings, on the other side of the railroad tracks.
Build a parking facility. Employees could walk the very short
distance, or the county could provide a frequent shuttle bus.
Most people in this country have to walk farther than that between
car and office.
Let's not go the route of many big cities which have not known
until too late when to stop with the concrete.
Meanwhile, please reconsider your decision of last week.
A park-like plaza would be so much more in keeping with the
lovely downtown atmosphere.

Dear Mr. Roe
It has come to my attention that the commissioners have voted
to change the original architectural plans for the downtown
county complex by approving the construction of a parking lot
on the site where an open park area was to be. I feel I must
express my strong opposition to such an action.
It appears the commissioners have been very short sighted in
their action and have failed to examine the entire scope of
the parking problem and its cause. The commissioners spent a
great deal of taxpayer money to plan and construct a county
services complex that was functional and aestheticly pleasing,
and I feel a parking lot would severely compromise that envir-
onment.
I propose that the commissioners ask themselves, '1,Iould it not
be better to encourage alternate forms of transportation to
and iirom the county complex, than to encourage the use of pri-
vate vehicles by the construction of a parking lot2' I feel it
is imperitive for the commissioners to answer that question
' yes ' , and not to pave a parking lot that you and I know will
never be torn up and replaced with grass even if additional
parking can be provided.
The commissioners must, by their actions, be loaders and take
actions which will benefit the electorate not only today but
many years down the road. We a.11 realize that the day is rapid-
ly approaching when the private automobile will be a relic of a
wasteful past, and mass transportation (including car pooling)
will be a necessity as we attempt to concerve our finite natural
resources. The commissioners must set an example and lead the
way, by actively encouraging and planning for mass transporta-
tion and developing a car pool program for county employees.
I sincerely hope the commis: ioners will reconsider their action
and look at the long range positive effects they can have on
the lives of the people of Weld Cou::ty.

Dear Commissioners :
As concerned taxpayers and citizens , we would like to voice
our opinion on the proposed parking lot behind the Weld
County Court House .
We are strongly against such a plan .
When we voted to build the Complex it was deceided , we tax-
payers thought , to go with the plaza to give a uniform,
finished look to both buildings , and provide a place for
the residents of Weld County to go and enjoy the environ-ment.
What happened?
The addition of 28 parking spaces is not going to make any
difference at all in regard to the parking problem in down-
town Greeley , and will certainly detract from the Complex and
the historic beauty and signficance of the Court House .
We urge you to stand for the plaza as was originally agreed
upon by previous Commissioners and the taxpayers .

Gentlemen:
I have been following the discussion concerning the plans
for the old Weld County jail site with much interest. I will
be unable to attend the hearing on this matter, and I am using
this method of making my wishes and suggestions known.
No. 1 item - I'.think it is a shame that this complex was
constructed without making provision for parking for the general
public, who have to come to the building to transact business.
Many, many citizens and residents of Weld County go to this
complex for the purpose of paying taxes, recording deeds, ob-
taining marriage licenses, and all of the functions carried
out by the Weld County offices. Actually, no provision has
been made up to this time to take care of the parking needs of
those people who have to come to the complex for an errand that
might require 15 to 30 minutes to complete.
You how have an opportunity to take care of the needs of
the citizens of the County who are having to pay for this com-
plex, and all of the services performed here. I looked at the
modified plan, which shows provision for 28 parking spaces,
some green grass and some trees, leaving the greatest end of
the patio, or plaza, open to be completed in accordance with
the original plans or some other plans that you might adopt.
It seems to the that these 28 parking places are something
that are needed by the people of Weld County for their conven-
ience.
It would be my suggestion that if these parking places are
prepared and offered to the public for its use, they should be
restricted to 30-minute parking, and no County employee should
be permitted to park there. This would permit 56 people an
hour to make use of these parking places and it could very well
serve the needs of the citizens of the County who have need to
transact business in the complex. It would be my hope that
this area could be used for this purpose to take care of the for-
gotten people who have a short errand to run in the com$*ex and
cannot find an available parking place anywhere near.
._Qu: Ji %/fit%- .
Before closing, I would like to state that I was shocked
beyond belief to hear the price of the construction of this
area, no matter whether it goes into the original plan or into
the parking lot. I would hope that this matter could be cut
down considerably as it almost appears impossible to spend that
much money for that type of a project.
Thank you very much for your consideration of my feelings
in this matter.
Yours—very truly,

CENTENIENAL BUILDING
GREELEY, COLORADO 80631
GREELEIL COLA
In regards to the 'Plaza' vs. thirty parking spaces, adjacent to the county building, I
would like to throw out a few points that have been on my mind.
First, we already have two square blocks of park area downtown and what appears to be
about one fourth of the block that occupies the county building, is also landscaped. I
seem to remember a lot of people that tried, very hard, to figure a way to use a part
of the city park (Lincoln), for downtown parking. This was not so long ago, and they
were willing to settle for any part of it they could get. These people spent a great
deal of time trying to figure a legal way to get it. The point then was, not that many
people used the park. However, we now have more usability of it due to the addition of
some items in the north block. The first fact still remains that not very many people
come downtown to utilize the park or any of it's facilities. The few that do, would
still drive to the area, and it is obvious very few ride the city bus. I believe most
people would rather use a park closer to their own area, and there are MANY. Not that
many people would go to an essentially business area for park facilities or to simply
walk around admiring the landscaping.
Secondly, we are all aware of the problem we have long had, with people loitering near
the park area at night. I am wondering if another park area would not, in fact, in-
crease this problem. I wonder, also, if my deductions are right in that the County
building is probably the biggest producer of cars in the downtown area. Also, that
vertually no one working in the building uses the lot that is provided for them, FREE
OF CHARGE. Excluding the county employees, are all the people brought to the downtown
area to do business at the County building. EXAMPLE: It costs an individual extra to
mail in for license plates renewal, which induces most people to drive to the County
building and pick them up in person. I would like to think that now, at least, we can
get the reserved parking places for the county officials and the sheriffs department
moved into the parking that the County building has of its own. These reserved places
presently occupy the north and south side of 9th Street for one entire block.
Perhaps thos thirty parking spaces could be used by the citizens who are summonsed to
serve jury duty. It is my understanding that, at present, as a juror you are on your
own to find appropriate parking which means parking somewhere in the downtown area.
However, with the two hour restriction, the juror inevitably receives ONE citation
daily. As I find it highly improbable that a judge would dismiss a juror to move his/
her car every two hours, and the fact that most cases last longer than two hours, this
could become quite an expensive civic duty.
Two more points I have to make. I am not against parking spaces for the handicapped,
but if it is so easy to find a parking space, as one gentleman stated, why have desig-
nated spaces? Also, as one commissioner stated, when did the people vote for the
'Plaza' ?
Who was it that stated, the downtown stores have a rather tacky appearance, and that the
new 'Plaza' would help the appearance of downtown? Some of the downtown businesses are
having a difficult time just keeping their doors open (due to lack of patronage because
of the parking situation). New store fronts are hardly a priority in rectifying this
situation.
Lastly, why are we so interested in people from out of town thinking we have attractive
landscaping? Are we trying to attract more people to move to Greeley? I think not.

Dear Mr. Dunbar:
The City of Greeley is very concerned with the County Commissioners '
present plans to turn the plaza area within the County Complex
building into a parking lot for 28 vehicles . As you are aware,
when the original plans and specifications for the construction
of the County facilities was in its planning stages , there were
several meetings with the City Council regarding the development
of that block. The discussions included such items as off-street
parking for the facility as well as a negotiation for the sale of
approximately 54 off-street parking spaces owned by the City, in
the southeast corner of that block.
In addition, the City vacated a portion of the alley which ran
east and west through the middle of the block. At the time of
the discussion, there was a very serious concern for off-street
parking . The City staff estimated that prior to construction
there were approximately 300 off-street parking spaces available .
After the construction, it was anticipated that there would be
approximately 150 underground spaces under the Centennial Center
as well as the new jail facility.
The problems of parking existed as much prior to the construction
of the County facilities as it does today. Parking in downtown
Greeley is of a major concern and cannot be addressed simply by
providing a nominal number of spaces . The needs and the demands
are much greater, and we would hope that the County can work with
the City in trying to develop a resolution to this problem.
"A COMMUNITY OF PROGRESS"
Ed Dunbar, Chairman

The City Planning Commission is presently involved in a study of
the downtown area. One of the areas that is being addressed is
the need for a physical attraction to draw the people downtown.
This problem appears to be as great as the parking, when it comes
to the satisfaction of the citizens of Greeley.
We, as elected officials , should strive to provide a facility
that can he incorporated into the community and can become an
investment that the citizens can be proud of. In addition, we
have the added responsibility of addressing some of the major
problems which affect the downtown area, not only affecting the
governmental facilities but the private sector as well .
I would hope that the Commissioners would reconsider their
present position in regards to replacing the plaza area with a
parking area and would also consider joining the City and the
downtown merchants in addressing the overall parking problem
which exists in downtown Greeley.

Dear Mr. Dunbar:
As you know, the Greeley Planning Commission's study of downtown
will not produce any conclusions or recommendations on future
development until July of this year. It is for this reason that
the Planning Commission would like to express concern for what
may be a hasty decision to abandon plans for a pedestrian plaza
at the site of the old County Jail .
We are in concurrence with the Commissioner' s evaluation that
increased off- street parking for downtown employees is needed.
However, due to conflicting evidence from our surveys and public
meetings , we are not prepared to recommend a plan for the number,
management, and location of downtown parking. At this time we
are unsure whether 30 additional parking spaces is a satisfactory
trade-off to the attraction the County could offer with the
proposed plaza.
In addition, our surveys and public comment have indicated that
pedestrian comfort and convenience are important determinants
in an individual ' s preference for downtown. The plaza would
provide for the variety of pedestrian needs that are being
recognized in the downtown.
Finally, we are beginning to recognize a relationship between
the public and private functions in downtown Greeley. The core
of public buildings surrounding Lincoln Park is an important
asset to the businesses and the community at large .

The County ' s Centennial Center has contributed to an upgrading
of the downtown ' s image by preserving its oldest assets while
providing modern buildings and plazas . To replace the proposed
plaza with a parking lot would tend to disrupt the continuity
of public space that has developed to enhance the downtown
business district. Therefore , while we appreciate the County
Commissioner 's desire to help meet downtown Greeley' s parking needs ,
we would recommend that a final decision on the plaza by the
Commissioners be delayed until area-wide policies are adopted.

Dear Down Town Merchants:
I am a busy Greeley wife and mother with two small Chil-
dren. I , or my family, have purchased numerous items from
you in the last year. You or your sales clerks would prob-
ably recognize me because, although I am zeroxing this let-
ter to save time, I am sending it only to those stores at
which I shop.
I write to you because I am very distressed at the County
Commissioners ' decision to put a parking lot instead of a
park on the old county jail site. You can help reverse
this decision.
Since I am a customer of yours , I assume you are interested
in my view. I know that the Down Town is short of parking
spaces. I have frustratedly circled the block in front of
your store at times. Yet, I still feel that the old jail
site_ should be a park and not a parking lot.
The 30 spaces which the lot would provide will not solve the
Down Town parking problem or bring more customers to your
store. The attractive plaza designed for the site will at-
tract more young women -- like me -- who enjoy shopping in
attractive areas and spending money.
Please don' t let the County Commissioners turn our Down Town
into a concrete coffin. I shop with you. I support you.
I am no starry-eyed architect. But I support the plaza-park
idea.
Please tell the County Commissioners that you do too,

Dear Commissioners,
It was with tremendous disappointment that I read of
your decision regarding the fate of the park plaza. To turn that
area into 30 insignificant parking spaces is a crime. As you
know, 30 spaces will not begin to alleviate the "parking problem".
What it will do is create an obnoxious view from the beautiful
catteria and solarium in the Centennial Building, where the
public and employees go for coffee and lunch. Moreover, I
think we must be taking every effort to reduce the number of
cars in an effort to reduce traffic congestion, pollution, and
energy consumption. I hope that you reconsider your decision.
Also, I hope that you announce and publicize the public hearing
adequately so that those of us who desire the park plaza can
be heard.

Dear County Commissioners:
I think that the Weld County Centennial Center, Law Enforcement Complex
and Courthouse are very attractive, functional additions to downtown
Greeley. The designation of the County Courthouse as a historic building,
placed on the National Register of Historic Places just last week, is something
to be quite proud of. Unfortunately, I feel that your action of Wednesday,
March 1, in recommending a parking lot to replace the old jail, can do
nothing but detract from the attractive setting and the significance of the
Courthouse as a historic building.
While I recognize the need for additional parking spaces in the downtown
area, I do not think that asphalt and automobiles are the proper way to
highlight downtown improvements. One method that Weld County could use
to increase on street parking would be to encourage county employees to
carpool to work. The basement parking area could be available to vehicles
of elected officials, department heads and employees that are willing to
commit themselves to carpooling. The savings in parking spaces through
carpooling would also serve to reduce traffic congestion and air pollution.
Downtown merchants might also realize an increase in noon hour business
when fewer people are able to drive elsewhere to eat lunch or shop.
Therefore, as a positive decision to keep with the design for beautiful
buildings in the Courthouse block, to increase parking spaces, to reduce
traffic congestion and to reduce air pollution, I ask that you reconsider
your decision to provide parking for approximately 30 vehicles in the
Courthouse square.

Attention: Chairman:
Dear Hr. Chairman:
I feel the Board has made an unpardonable error by their capricous
decision to install a parking lot at the Centennial Building Complex. A
lot of study and expense was put forth to arrive at the original decision
and now to arbitrarily throw it out and renege on 8 committment to the
City of Greeley and to the people of Weld County is an unthinkable breach
of trust and credibility.
I can forsee the parking, if it is allowed to be installed, being
declared as private parking spaces for privileged individuals and not
being put to its fullest and most meaningful use.
At the present time the City of Greeley Planning Commission is working
on a comprehensive parking plan for the downtown area. Which, when imple-
mented, will nagate the need for additional parking on the Complex property.
As a concerned citizen, I urgently request that you and the Board
reevaluate your decision in favor of maintaining the original concept.
Sincere y,
/ ay ett
