RE: Correspondence of May 2, 1978, regarding Weld County Missile
Site Park
1 Dear Mr. Arkins :
In response to your letter referenced above, please review the
following. Your comments related to three basic issues as follows :
] The park including the silo to be open this summer ; no trespass
signs on the fence ; and fuel storage .
First I would like to clarify the use areas and their status. The
park facility has been open to the public from the date of completion
of picnic tables , shelters and the public restrooms . As was approved
by you on August 8, 1977, the revised "Program of Utilization"
indicated the silo would be available for prearranged special group
tours. A separate interpretation program was tb be developed for
a the purpose of detailing the silo ' s history.
The second issue raised deals with the use of "No Trespass" signs .
The signs are located on the interior fence `which encloses the area
titled "parks storage and maintenance area" on the approved site
development plan . The area is accessible to the group tours for
entrance to the silo. The signs are felt to be desirable for the
1 purpose of identifying that the "maintenance"_ area is not an open use
area. If you still maintain the feeling that the signs violate the
integrity and intent of the approved program of utilization they will
he removed. Please so notify me .

The third matter deals with fuel storage. At this time , the fuel
stored at the site is for the purpose of the operation of park
equipment . Such activity is incidental to the park and cannot be
construed as non-compliance.
If you have further questions I would be happy to discuss them with
you. Also, if you would contact me prior to your visit in August
or September, I would be happy to make myself available to discuss
any questions you have at that time.

aar,.rr+r• Recently we conducted a site inspection of the former Atlas "E"
Missile Site that was conveyed to Weld County in June 1972 for
park and recreation purposes.

You will recall a revised schedule of development was approved
in June 1977 , calling for construction to start this spring;
and we expect the entire park area, including the missile silo,
to be open this summer. We will inspect the site again in
August or September.

With regard to the silo, it was noted that a "No Trespass" .sign
was on the fence, and it appeared the silo is still being used
t"' as a fuel-storage area. Such use does not conform to the approved
program of utilization.
It is requested that the County review the noncompliance situation
and inform us what action it proposes to take with regard to the
"No Trespass" sign and the silo.
