Re: ELK CREEK PIPELINE
Dear Mr. Moreno:

WELD COUNTY
COMMISSIONERS
We recently announced plans to construct the Elk Creek Pipeline in your area. You are
receiving this letter because the proposed route is located near your community or your
constituents.
The project is an approximately 900 -mile, 20 -inch diameter pipeline that will transport
natural gas liquids (NGL) from near our Riverview Terminal in eastern Montana, through
eastern Wyoming, northeastern Colorado and ending near our NGL facilities near
Bushton, Kansas. We anticipate completing the pipeline by the end of 2019.
Communities along the proposed route will benefit from construction -related jobs,
expenditures and tax revenues.
We have been working with landowners to obtain survey access agreements and
conduct preliminary land surveys. Crew members will carry proper identification, and
they will place identifying signage in their vehicle windows so that they are easily
recognizable. While survey crew members will have general information about the
project, they have been instructed to refer inquiries from landowners and the public to
the project phone line, noted below.
In addition to working with landowners, we have begun initial consultations with various
federal, state and local agencies on permitting requirements. Consultation with
agencies, engagement with public officials and information gathered during the survey
process will help inform the development of the project.
