Inadequate septic system. If the original proposal called for a maximum discharge of 2000 gallons per day, the increase requested must require a more robust system to accommodate as much as 3 500 gallon per day discharge. 10 gallon per day per person is the figure the State Health Dept. uses. Build for worst case not best cases 2. Noise pollution. Even oil companies are sensitive to noise transmission and use sound barriers. 3. Water pollution. 4. Dust from significant traffic flow. 5. Traffic on a road not designed for 300+ cars/trucks per day and especially not designed for two-way traffics 6. Light pollution that will result from virtually unlimited hours of operations 7. Cars/trucks trying to access the arena from the private road at CIS 22 and CR45 with no good place to turn around when they discover the road leads to a dead-end. 8, No oversight to insure compliance. Anyone will agree to anything when it is known that no one will check, 9. Large crowds lead to greater risk of alcohol, drugs, fire arms, 10. No trash mitigation plan.... a few guys casually picking up trash does not constitute a remedy for the large amount of trash that 350 people will generate.. 11. Lack or adequately trained, uniformed security to establish a clear authority. A call to Weld County Sheriff if there is trouble is not a security plan. 12, Loss of quality of life. It simply cannot be argued that this arena with this many people coming and going will not adversely impact those of us who are neighbors. Most chose this place because of the rural nature and the peace and quiet one should be able to expect Sincerely, Tom Francis EXHIBIT From: To: Subject: Date: Attachments: Matt Schneider Chris Gathmari Fwd: USR16-0029 Monday, July 310 2017 11:52:43 AM Screenshot 20170725-171U ScreenshOt 20 Lni ig _ac+ct10-1'13.tn $cregissiL2Q1 - reene `eensh® 29170725-1n ensho t7O725-1flb08.Q , Scceenshot .201U(72 5-1715 1 og Screenthot 20170725-t7135$ p!riq .eenshot 201.70725471342.01a111414ing. acregathst..'-181056,E Forwarded message From: "Matt Schneider" schne der.matt ail.com> Date: Jul 31, 2017 11:50 AM Subject: USR16-0O29 To: cg atlinnan co. eid.copuus- Cc: WELD COUNTY PLANNING BOARD MEETtNG 07/31/17 CASE #USR16-0029 My name is Matt Schneider. We live about 5 miles west of the property in question. We have lived in Weld County since 5/2000. Ladies, Gentlemen of the Board: I hereby respectfully submit our protest regarding the above Case number/ a horse Race track in Weld County at 21505 COUNTY ROAD 22F(U DSON, CO, 806429516. My wife and myself appreciate your hearing our concerns over this. It is our understanding that the above property does not have a horse racing permit, rather, an event center permit that grants entrance to only 300 people, Our confusion started when we kept seeing hundreds of cars turning onto the property with horse trailers. We thought that it was a one-time deal but they organize such event pretty much every weekend. A couple of weeks ago stopped by to ask what the wholecommotion was about and was told at the entrance where an admission fee was being charged, that they had horse racing going on. I asked if they had some sort of a permit and the gentlemen said he did. About 1500 people were on site. We did our research and called the planner and were told that they don't have a horse racing permit. We also went online and did our own research and found a facebook account that posts many horse racing pictures that have been taken at this location. Our main concerns are: the high traffic that this generates, lack of respect of the people driving there that tend to pass vehicles at high speeds, and all the trash and beer bottles that linger by the property entrance and roads. From what I was able to see, there weren't any police or security guards present, so how are people being controlled if drinking is allowed? Minors? Property value might be another issue. The race track could very well lower the property values of all the homeowners in the current area. If the applicant knows that a permit is needed for this sort of event, then why do they continue to horse racing under another permit that was given for weddings and events not horse racing? We strongly believe that the applicant will NOT adhere to rules and regulations if such permit is given since applicant hasn't been compliant with the USR issued months ago. These are just a few of my concerns over a business of this sort being built in this particular area. We believe that this sort of project should be taken elsewhere, further away from residential area Overall, it's the location and the disruption it would cause to a residential/farming community. Thank you for hearing my(our) concerns. Matt & Sonya Schneider Hello
