Libsack 20" Discharge Pipeline
1.0 INTRODUCTION AND CONTACT INFOMATION
As exploration and production (E&P) companies continue to drill for oil and natural gas, there is
a need for increased infrastructure to gather, process, and distribute the natural gas liquids and
natural gas produced from such drilling. Increasing volumes of produced gas and other fluids, as
well as the siting of recent drilling facilities, have put a strain on the currently available gathering
and processing systems. To reduce the strain and service the needs of the E&P companies, DCP
Operating Company, LP (DCP) proposes a project to construct, own and operate a natural gas
pipeline called the Libsack 20" Discharge Pipeline (the "Pipeline").
The Pipeline will connect the existing Libsack Booster Station to the O'Connor Gas Plant
(2MJUSRI8-12-1792).The construction of this Pipeline will accommodate natural gas
development in Weld County, provide flexibility to the existing gathering/processing infrastructure,
and help stabilize natural gas volumes.
Sec. 23-2-460 of the Weld County Code requires a Use by Special Review (USR) Permit for the
construction of a Pipeline - Natural Gas and Pipeline - Petroleum Products Other than Natural
Gas and Pipeline - Domestic Water. The following addresses the requirements set forth in Weld
County Code Section 23-2-500 concerning Applications for Use by Special Review Permit.

On April 6, 2018, DCP had a pre -application meeting with Weld County. A copy of the meeting
minutes is included as Attachment A. The completed Application Form and the Applicant's
authorization form are included as Attachment B. Figures showing the overview of the project as
well as the detailed pipeline alignment are included in Attachment C.
DCP intends to construct this pipeline between October 2018 and January 2019.

2.0 SUMMARY OF THE PROJECT
2.1 PROJECT OVERVIEW
DCP is planning to construct, own, and operate the Libsack 20" Discharge Pipeline (the
"Pipeline"), an 7.47 mile, 20 -inch high pressure natural gas pipeline that will connect the Libsack
Booster Station to the O'Connor Gas Plant (Appendix C). The Libsack 20" Discharge Pipeline will
start at the Libsack Booster Station located in the northeast quarter of Section 36 T6N R651►,
about 5.3 miles northeast of Greeley in Weld County, CO. The pipeline heads south approximately
4 miles, crossing both the South Platte River and Hwy 34. Approximately 0.12 mile south of Hwy
34, the pipeline heads east for 0.43 mile until going generally south again for another 3.1 miles
where it ends at the O'Connor Gas Plant. All portions of the proposed route are located on private,
state, or county lands.
The Pipeline will be constructed within the following Township, Range and Sections:
• Township 6N, Range 65W, Sections 36
• Township 5N, Range 65W, Section 1
• Township 5N, Range 64W, Sections 6, 7, 18, 19, 30, and 31
The Pipeline's temporary construction Right of Way (ROW) will be 75 feet wide, and the
permanent ROW will be 50 feet wide. Except where the line is buried deeper at stream crossings,
road crossings, or other areas, the pipeline will be installed at a nominal depth of 3 feet below the
surface. For the purposes of this application, the ROW is defined as the right to cross the property
and does not indicate Fee ownership.
Ancillary, aboveground equipment will consist of a block valve in Section 18, T5N, R64W as well
as pig traps located within the Libsack Booster Station and O'Connor Gas Plant. Additionally, a
low-pressure 20 -inch diameter, gathering pipeline will be located within the same ROW as the
Libsack 20" Discharge Pipeline. This low-pressure line does not trigger Weld County's USR
review.
The maximum allowable operating pressure (MAOP) of the Pipeline will be 1,285 pounds per
square inch gauge (ping), with normal operating pressure of 1,285 psig.

2.2 DETAILED PROJECT DESCRIPTION
2.2.1 Pipeline Description
DCP is planning to construct, own and operate the Pipeline. Land ownership and parcel
information is included as Attachment D. DCP will have options for easements across all
properties contained in this list. A list of surrounding property owners within 500 feet of the ROW
is included in Attachment D.
DCP does not have a fee interest in any of the property crossed by the ROW; therefore, a
certificate of conveyance is not necessary for this application.
The pipeline is almost entirely located within the Kersey Intergovernmental Agreement (IGA)
boundary.
2.2.2 Preferred Route and Alternatives Reviewed
The preferred route is described in detail in Section 2.1. This route was selected as the preferred
project route as it balances environmental sensitivity, operational efficiency, cost minimization,
and landowner approval. As such, DCP proposes this alignment as the preferred route as it helps
meet the operational needs of the project while minimizing impacts to the surrounding community
and environment.
DCP considered an alternative route alignment that offered a straighter, more direct line than the
preferred route; however, the alternative alignment required additional stream crossings and
increased impacts to landowners. The additional distance of the preferred route was insignificant.
DCP completed surveys for natural resources and for cultural/archeological resources in March
2018. The Pipeline will cross numerous wetlands, small ditches, and the South Platte River. The
majority of these ditches and the South Platte will be avoided via boring. All impacts to wetlands
will be temporary and DCP will coordinate with the US Army Corps of Engineers if applicable. No
threatened and endangered species were identified as occurring within the ROW. Potential
regulated cultural resources along the ROW were limited to linear features such as the Latham
Ditch or UPRR lines. Impacts to these features will be avoid via bores or where they are open
cut, they will be restored to their pre -construction condition which will not result in an adverse
effects.
• Land use along the selected route consists mostly of irrigated and non -irrigated farmland,
pasture, oil and gas development, and other agricultural industries which generally
provides poor quality wildlife habitat. Once construction is complete, the permanent Row
will be restored to pre -construction conditions allowing any wildlife that was temporarily
displaced during construction to return.
• No threatened or endangered species were located within the ROW.
• No scenic or unique natural resources will be affected.

The preferred project route offers the strongest combination of environmental and stakeholder
sensitivity, operational efficiency, and cost minimization. As such, DCP believes that the preferred
route represents the most balanced means of ensuring that the purpose and need of the project
are met.
2.2.3 Mitigation
The Pipeline will be installed underground with the exception of the ancillary equipment. All
aboveground equipment will be located within fenced areas. No landscaping is proposed.
Upon successful completion of construction, disturbed areas will be seeded with native grasses
to encourage vegetation growth and soil stabilization. Agricultural crop land may be left fallow if
that is the landowner's preferred reclamation procedure. Provisions for crop damage on
agricultural land and/or remedies for soil erosion problems have been or will be addressed with
individual landowners.
0CP will implement the following procedures to minimize adverse effects during construction and
operation of the Pipeline:
+ 0CP's construction contractor will bore beneath Weld County roads to avoid damage to
the road surface or disruption to traffic flow;
+ Surface waterbodies will be crossed by the Pipeline either by boring beneath the bed of
the waterbody, or by utilizing an open -cut crossing method. If the open -cut crossing
method is used, BMPs will be installed to protect the waterbody from erosion or sediment
runoff;
Tracking pads will be utilized where heavy equipment is required to cross paved roads to
prevent damage to the road surface;
Topsoil will be segregated from subsoil during grading activities. Once the Pipeline is
installed in the trench, subsoil will be backfilled into the trench. The segregated topsoil
will be placed atop the subsoil, and the ROW will be graded to preconstruction contours;
Crops damaged due to Pipeline construction will be replaced by DCP;
DCP will apply for a CDPH E Construction Stormwater Permit. The permit requires the
development of a Stormwater Water Management Plan (SWMP) which will provide
mitigation measures to be followed during construction and operation of the Pipeline; and
The ROW will be stabilized by reseeding and installing permanent erosion controls as
quickly as possible following final grading or left fallow per landowner requests.
2.2.4 Project Schedule
Typical pipeline construction methods will be implemented. These include:

• Survey - The Pipeline alignment and workspace limits will be identified prior to
construction activities;
+� Clearing and Grading The temporary construction ROW will be cleared of trees and
obstructions, and graded to a relatively► flat surface to accommodate construction
equipment;
Trenching - The Pipeline trenches will be excavated to provide a depth of cover required
by the USDOT, Weld County or DCP Standards. Roads and waterbodies will either be
open -cut or bored using standard construction techniques;
Pipe Stringing and Laying - Pipe segments will be strung along the ROW parallel to the
trench, and will be bent (where required), welded, and lowered -in to the trench;
Backfilling and Grading - Once the Pipeline is installed in the trenches, subsoil will be
replaced into the trench. Topsoil that was segregated during grading operations will be
placed over the subsoil;
Hydrostatic Testing - The Pipeline will undergo hydrostatic testing to ensure its integrity.
Restoration - The ROW will be re -graded to its preconstruction contour and seeded to
facilitate revegetation or left fallow per the landowner's request.
DCP intends to construct the Pipeline between October 2018 and January 2019.
2.2.5 Public Outreach
No public meetings pertaining to this project have been held.
2.2.6 Potential Hazards
Fire/Explosion hazards: Transporting oil and gas products via pipeline is generally safer than
other modes of transport. While not all risks can be eliminated, the use of pipelines minimizes
those potential hazards. .
In addition to RCP's monitoring and valve cutoff systems described in Section 2.2.7 below, DCP
will clearly mark the Pipeline centerline with markers placed at line of site intervals, and at road
and railroad crossings. The markers will clearly indicate the presence of a gas pipeline, and will
provide a telephone number and address where a company representative can be reached in an
emergency or prior to any excavation in the area of the Pipeline. In addition, DCP participates in
the "One Gall" system. "One call" systems serve as the clearinghouse for excavation activities
that are planned close to pipelines and other underground utilities.
Flood hazards: The Pipeline crosses a Federal Emergency Management Agency (FEMA)
designated floodplain: South Platte River. A floodplain permit application will be submitted to the
county prior to construction.

Geological hazards: Not Applicable - According to the Weld County Assessor's Property
Information Portal(http://propertyinfo.co.weld.co.us), no geologic hazards are present on the
subject property.
OCR employs highly trained operators and contractors and maintains close working relationships
with all emergency response personnel. DCP also participates in a continuing education program
to enable customers, the public, government officials, and those engaged in excavation activities
to recognize a gas pipeline emergency and report it to the appropriate authority.
2.2.7 Emergency Procedures
DCP maintains a monitoring system that includes a gas control center that continually tracks
pressures, flows, and deliveries on its entire system. The gas control center is staffed 24 hours a
day, 7 days a week, 365 days a year. DCP also staffs area offices near the pipeline route with
personnel who can provide the appropriate response to emergency situations, notify public safety
officials, and direct safety operations as necessary. DCP's pipeline systems are equipped with
remotely controlled valves that can be operated from the gas control center. In the event of an
emergency, the valves allow for a section of the pipeline to be isolated from the rest of the system.
Data acquisition systems are also present at all of DCP's meter stations. If system pressures fall
outside of a predetermined range, an alarm is activated, and notice is transmitted to the gas
control center.
Routine aerial and ground inspections are conducted by DCP personnel or contractors. These
inspections allow DCP to identify soil erosion that may expose the pipeline; dead vegetation that
may indicate a leak in the line; unauthorized encroachment on the ROW by a third party; or other
conditions that may lead to a safety hazard and/or require preventative maintenance or repairs.

2.2.8 Irrigated agricultural lands
The pipeline ROW will be located in an agricultural zone district. During pipeline design and route
selection, DCP made efforts to avoid actively cultivated agricultural fields to reduce impact to
productive areas. The lands adjacent to the ROW are also zoned as agricultural. The Pipeline
route is as direct as possible limiting the total acreage of land affected during construction. The
effect on land that is disturbed during construction will be temporary in nature since the permanent
ROW will be allowed to revert to its pre -construction state.
In areas where active cultivation could not be avoided, impacts will be minimized by implementing
the following:
• Topsoil will be segregated and preserved during grading operations, and returned as
surface layer soil once the Pipeline is installed;
+ The Pipeline will be installed in an area that will avoid affecting the operation of irrigation
equipment; and

Following construction of the Pipeline, the ROW will be seeded or left fallow per the
landowner's preferred reclamation procedure.
Upon successful completion of construction, disturbed areas will be seeded with native grasses
to encourage vegetation growth and soil stabilization. Agricultural crop land may be left fallow if
that is the landowner's preferred reclamation procedure. Provisions for crop damage on
agricultural land will be addressed with individual landowners.
2.2.9 Conformity with Weld County Code and Zoning Requirements
The properties intersected by the proposed pipeline project are within the agricultural zone district.
Weld County Code Section 23-2-200 et seq. permits construction of oil and gas support and
service facilities in agricultural zoned districts. Chapter 22 of the Weld County Code addresses
goals and policies for agriculturally zoned properties and oil and gas deposit production.
Specifically, Section 22-5-90 of the Weld County Code Comprehensive Plan states: "The most
efficient and environmentally friendly way to transport crude oil is by pipeline, rather than by truck.
Transportation of the product by pipeline has less impact on County roads. Less truck traffic also
benefits air quality in the area". Weld County Code Section 22-5-100 further states: "Oil and gas
activities should be planned to accommodate current and future subdivision activities to the extent
such development can reasonably be anticipated".
The proposed Pipeline project meets the objectives outlined in the Weld County Code
Comprehensive Plan without changing the use of the land. The Pipeline will be buried beneath
the ground's surface and therefore the effect on any active agriculture will be temporary and
isolated to the construction phase of the project. Once the Pipeline is operational, the surface will
be restored to its condition prior to construction, and agricultural activities may resume.
2.2.10 Decommissioning Plan
In the event that any portion of the Pipeline is decommissioned, that portion will be cleaned,
isolated, and abandoned in place or removed per all State and local regulations and per the
landowner agreement.
2.2.11 Haul Routes
The movement of construction equipment and materials to the ROW may temporarily affect
existing transportation networks. To minimize disruption, equipment and material will be stored
in the vicinity of the construction site. Where access to roadways may impede traffic flow,
appropriate traffic control measures will be used. DCP will work with Weld County Department of
Public Works to obtain all necessary road crossing or special transport permits.
DCP will utilize the existing construction office location for storage, staging, and laydown areas.
The office is located at 26960 WCR 47, Greeley, CO 80631.

The Pipeline route is located in unincorporated Weld County in the agricultural zone district. The
area surrounding the Pipeline route contains plowed fields, pivot irrigation systems, oil and gas
infrastructure, and other agricultural activities. The project is consistent and compatible with the
surrounding land uses as a use allowed by right under Weld County Code Section 23-3-20. In
addition, any impacts to actively cultivated land by the Pipeline will be temporary, and agricultural
operations can resume once the Pipeline is operational.
3.1.5 Hours and days of operation
Once constructed, the Pipeline will operate 24 hours a day, seven days a week, 365 days a year.
Trucks used for regular inspection and/or maintenance will usually travel along the Pipeline's
route between 6:00 AM and 5:00 PM, unless they are responding to an emergency. Daily visits
to the pipeline ROW are not anticipated.
3.1.6 Number of People Proposed to be Employed at this Site
DCP does not anticipate that the project will require any new permanent workforce. The Pipeline
will be operated and maintained by 5-10 existing personnel. The Pipeline will be un-manned
during operation. The ROW may be periodically driven by one or two employees for regular
inspection and/or maintenance. All non -emergency work will take place between 6:00 AM and
5:00 PM, Monday through Friday.
3.1.7 Shift Work
Not applicable as the Pipeline is unmanned during operations.

3.1.8 Number of People Who Will Use the Site
DCP anticipates that approximately 200-225 construction personnel will be required to construct
the project. Construction personnel will consist of DCP's employees and independent contractors.
The contractor will utilize an existing contractor yard at 26960 WCR 47, Greeley, CO 80631 for
its base of operations.
3.1.9 Type and Number of Animals, if any, to be on the Site
Not applicable. No animals will be kept onsite.
3.1.10 Type of lot surface and the square footage of each type
The Pipeline will be installed underground and only ancillary equipment will be built above ground.
Once construction is complete, the majority of the ROW surface will be turned over to the
landowner. Areas were ancillary equipment will be located will be graveled. See Section 2.1 for
a description and location of ancillary equipment.
3.1.11 Number of parking spaces
Not applicable. There will be no permanent parking spaces.
3.1.12 Existing and proposed landscaping for the site
The Pipeline will be installed underground with the exception of the ancillary equipment. All
aboveground equipment will be located within a fenced area. No landscaping is proposed. The
project ROW will either be seeded with native grasses, or, on agricultural land, left fallow per the
landowner's preferred reclamation procedure. Type of fence and/or screening
3.1.13 Fencing proposed around site
All aboveground facilities will either be located within existing fenced areas or there will be a 6 -
foot chain -link fence constructed around the facility. No additional screening is planned.
3.1.14 Proposed screening for parking and outdoor storage areas
Not applicable. There are no parking or storage areas required for the project.
3.1.15 Reclamation procedures
Upon successful completion of construction, disturbed areas will be seeded with native grasses
to encourage vegetation growth and soil stabilization. Agricultural crop land may be left fallow per
the landowner's preferred reclamation procedure. Provisions for crop damage on agricultural land
and/or remedies for soil erosion problems have been or will be addressed with individual
landowners. In the event that the Pipeline is no longer in service see Section 2.2.10 for the
Decommissioning Plan.

3.1.16 Fire Protection to the Site
The Western Hills and/or Platte Valley Fire Protection Districts would be dispatched depending
on the location of the emergency along the Pipeline route. The project will not have a water source
appropriate for fire suppression; therefore, water or other fire retardants would be transported to
the ROW if needed.
3.1.17 On -site and off -site improvements
The majority► of the Pipeline will be belowground with no above grade improvements. Ancillary►
equipment (launcher/receiver facilities, valves, meter stations, etc.) will be located either within
existing facilities or within fenced areas. No new permanent access roads will be required.
3.2 ENGINEERING QUESTIONS
3.2.1 Types of vehicles that will access this Site and number of roundtrips/day
During construction earthmoving equipment (graders, disking, etc.), stringing trucks, welding
trucks, and pickup trucks would be required along the ROW for construction, installation, and
reclamation activities. The number of roundtrips/day will vary depending on the stage of
construction. Most heavy equipment will remain on the ROW throughout construction. Any
additional traffic resulting from construction of the pipeline will be minor and temporary
During pipeline operation, additional traffic will be limited to an occasional vehicle used for regular
inspection and maintenance. Since the Pipeline will not contribute to the alteration of traffic
patterns in Weld County, DCP assumes that a traffic study is not required for this application.
3.2.2 Expected travel routes and travel distribution along the routes
Travel routes to the ROW during construction would vary depending on the pipeline section being
installed. The majority of the workers live in or near the Greeley area and will access the ROW
by travelling east to the ROW. Most equipment and supplies will be staged in the Greeley area.
Routes that would commonly be used include Hwy 34 and CR 60 1/2.
DCP will obtain applicable Road Crossing permits for the construction and operation of the
Pipeline. During operation, access routes to the pipeline would vary depending on the inspection
and maintenance routes.
3.2.3 Travel distribution along routes
The heaviest travel during construction would be between the equipment staging area and the
construction area. Travel routes during operations would be dependent on inspection needs and
time of day.

3.2.4 Time of highest traffic volumes
construction will typically take place between 6:00 AM and 5:00 PM, Monday through Saturday
with the highest traffic volumes typically at those times when construction personnel are coming
to or leaving the job site. During operation traffic will be limited to periodic site visits.
3.2.5 Access to the site
Temporary access to the ROW would be from existing public and private roads. DCP will consult
with the Weld County Department of Public Words and individual landowners concerning access
to the ROW.
No temporary► or permanent access roads or easements are planned outside of the construction
ROW for the proposed pipeline. As such, no Weld County Access Permits are needed at this
time.
3.2.6 Drainage design
The Pipeline project qualifies for an exemption from a stormwater detention requirement as
described in additional detail below.
1. Which exception is being applied for and include supporting documentation.
The project falls under Section 23-12-30.F.1a.5 of the Weld County Code. This section
specifies that "Exceptions to the stormwater detention shall be limited to the following: 5)
Pipelines or transmission lines."
2. Where does the water originate if it flows onto the property from an offsite source.
The southern half of the pipeline is located at a slightly higher elevation than the northern part.
Stormwater and overland flow would move across the proposed ROW from nearby agricultural
fields. Where the ROW crosses farmland, water may also enter the ROW from irrigation and
pivot systems. Several agricultural ditches (including the Gilmore Ditch, Latham Ditch, Plumb
Ditch, and the Ogilvy Ditch,) and some smaller drainage ditches cross the ROW; however,
these would be bored underneath so the flow of these systems would not be disturbed during
construction or operations. The pipeline ROW also crosses the South Platte River in T5N R64
W Section 6.
3. Where it flows to as it leaves the property.
As the ROW would be restored to its natural contour and drainage patterns, water would flow
across the ROW as it has historically. Surface flow would collect in the local ditch systems along
active fields and roadways and eventually flow into the South Platte River System. As the ROW
would be revegetated, the project is not anticipated to increase the sediment burden on the
local watersheds.

4. The direction of flow across the property.
The direction of flow during the operational period of the pipeline would be identical to its pre -
construction flow.
5. If there have been previous drainage problems with the property.
None of the properties have known drainage issues.
Based on the criteria set forth in Section 23-12-30.F.1 a.5 of the Weld County Code, this pipeline
project does not require a detention pond.
Following construction of the Pipeline, the land will be returned to its pre -construction contours
and the ROW will be seeded or left fallow according to landowner stipulations. Once restoration
is complete there will be no change in historical flow patterns.
3.3 ENVIRONMENTAL HEALTH QUESTIONS
3.3.1 Drinking water source on the property
During construction, bottled water will be provided for construction personnel. Water may also be
used for dust suppression during construction. After the Pipeline is installed, and the trench is
backfilled, the Pipeline will be pressure -tested with water in accordance with U.S. Department of
Transportation (DOT) pipeline safety regulations identified in 49 CFR 192, Transportation of
Natural and Other Gas by Pipeline: Minimum Federal Safety Standards. The hydrostatic test
water will be discharged per the Colorado Department of Public Health and Environment's
(CDPHE) Discharges Associated with Hydrostatic Testing of Pipelines, Tanks and Similar Vessels
permit.
All water used for dust suppression and hydrostatic testing will come from a municipal source and
be disposed of in compliance with the Colorado Discharge Permit System. No surface water will
be withdrawn by DCP or its contractors during construction or operation of the project.
3.3.2 Sewage disposal system on the property
Temporary sewage disposal units (portable toilets) will be placed in areas of active construction,
and will be maintained regularly to prevent water or soil contamination.
3.3.3 Storage or warehousing
Not applicable. The project will not require permanent storage or warehousing.

3.3.4 Storage and/or stockpile of wastes, chemicals and/or petroleum
During construction, all liquid and solid waste will be stored and removed for disposal according
to applicable regulations. Temporary sewage disposal units (i.e., portable toilets) will be placed in
areas of active construction, and will be maintained regularly to prevent water or soil
contamination. Any leaks from equipment or vehicles will be cleaned up in accordance with all
applicable regulations and disposed of at appropriate disposal facilities. No wastes, chemicals or
petroleum products will be stored or stockpiled on the ROW during operation of the Pipeline.
3.3.5 Fuel storage including the number of tanks and gallons
There will be no bulk fuel storage at the site. Construction equipment and vehicles will receive
fuel from mobile fuel trucks as needed. Fuel trucks and construction equipment will be equipped
with spill kits and fire extinguishers, and personnel will be trained in spill prevention, control, and
countermeasures to mitigate any spills that may occur during refueling operations. Equipment
and vehicles will not receive regular maintenance at the construction site. Any leaks from
equipment or vehicles will be cleaned up in accordance with applicable regulations and disposed
of properly.
3.3.6 Washing of vehicles or equipment
Not applicable. There will be no washing of vehicles or equipment at the site.
3.3.7 Floor drains
Not applicable. There will be no floor drains associated with the project
3.3.8 Air emissions — dust abatement plan
short-term air emissions would result from the operation of project vehicles and machinery during
the construction period.
During construction of the project, water trucks will be used to maintain dust and fugitive
particulate suppression. DCP and its contractors will follow the SWMP to prevent soil erosion
during construction, and will install permanent BMPs and/or apply seed to the ROW to encourage
revegetation and soil stabilization during operation of the Pipeline to minimize dust.
The Colorado Department of Public Health and Environment requires an Air Pollution Emission
Notice (ADEN) to be filed for projects that disturb 25 or more acres of land. This project will disturb
more than 25 acres and will require an APEN.
3.3.9 Design and operations plan

3.3.10 Nuisance management plan
Not applicable.
3.3.11 Stormwater management
From north to south to west, the Pipeline will cross the Ogilvy Ditch, the South Platte River and
the associated floodplain, Plumb Ditch, Latham Ditch, and Gilmore Ditch.
DCP has will obtain a Construction Stormwater Permit from the CDPHE and will implement a
Stormwater Management Plan (SWMP) to implement Best Management Practices (BMPs) to
minimize soil erosion and water runoff. During construction, temporary BMPs (e.g., hay bales and
silt fences) will be installed to stabilize the disturbed ROW and workspaces. After construction of
the Pipeline is completed, the ROW and workspaces will be graded and restored, as nearly as
practicable, to the original contour of the land using the original soil. Permanent soil stabilization
efforts may include construction of water bars and/or silt barriers along surface contours of
disturbed area, which will begin and end in undisturbed soils within the ROW and designed to
direct runoff into areas of low erosion potential. Disturbed areas will be seeded with native grasses
to encourage vegetation growth and soil stabilization. Agricultural crop land may be left fallow as
a landowner's preferred reclamation procedure.
3.3.12 Noxious weeds
If noxious weeds are identified on the right-of-way, they will be controlled to minimize further
propagation pursuant to Chapter 15, Articles I and II of the Weld County Code.
3.4 BUILDING QUESTIONS
3.4.1 Type, size, and number of existing and proposed structures
See Section 2.1 for a detailed description of proposed structures.
3.4.2 How the existing structures will be used for this USR
No existing structures would be utilized by the proposed Pipeline

gas in the Pipeline. None of these facilities will be manned during the operation of the Pipeline.
