RE: APPROVE APPLICATION FOR JUSTICE ASSISTANCE GRANT (JAG) AND
AUTHORIZE ELECTRONIC SUBMITTAL
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for Justice Assistance
Grant (JAG) from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Sheriff's Office, to the Colorado Department of
Public Safety, commencing February 16, 2018, with further terms and conditions being as stated
in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application for Justice Assistance Grant (JAG) between the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Sheriff's Office, to the Colorado Department of Public Safety, be and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the Sheriff's Office, and hereby is,
authorized to submit electronically.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 14th day of February, A.D., 2018.

Brief description of the problem/issue:
The Colorado Department of Public Safety is closing their competitive Justice Assistance Grant (JAG) process.
While there is not a lot of money available to the entities within the state, the Sheriff's Office would like
permission to submit for $210,000 for the 2019 competitive grant period. This request would be for the
purchase of two (2) body scanners to be used at the north jail booking intake and the Southwest Substation
booking intake project that is being completed in 2018 to be staffed in 2019.
The grant application is completed electronically and is due Friday, February 16, 2018. No signatures are
required in the application process. The Sheriff's Office is asking for permission to apply for the grant for the
with the attached justifications, knowing that any additional costs and further maintenance of the machines will
be budgeted for in future years out of general fund dollars. While there may be some costs to the County, this is
a great opportunity to apply for grant funds that meet the purposes specifically identified in the JAG program.
The electronic application is not yet accessible to the Sheriff's Office. However, the details of the grant
application have been in process. The project and amount requested will not change from the attached memo.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
Allow permission to submit the grant application for the purpose and amount provided.
Deny the request to submit the grant application by the deadline. Please note, before any grant is awarded and
signed, it will once again come before the BOCC for approval or denial of funding.
Recommendation:

Competitive JAG application for February 2018
Justification of Need:
In late 2017, the Weld County jail had an inmate that died due to a drug overdose from illegal
narcotics being held in a body cavity that went undetected for a prolonged period. While the
deputies search incoming inmates as thoroughly as possible, there are still some instances where
contraband and weapons are attempted to be smuggled into the secure facility. Body scanners in
the Booking intake areas do not negate the work the deputies do, but adds a high-tech resource to
improve the safety of both the inmates and the deputies.
The goal of the implementation of this program is to scan every person being brought into the
secure facility as an inmate, with medical exceptions being addressed in procedure. In 2017, the
north jail complex booked in over 12,000 individuals, and this project will improve not only the
effectiveness and efficiency of the Booking process, but will also improve the safety of our staff
and the inmates. The Detentions Division supervisors have been working on new internal
procedures for this type of program, and if they grant is awarded will be able to implement this
project at a minimal cost to the County.
Justification of Budget Requested: $210,000 requested
In researching available body scanners that are commercially available for use in jail facilities,
one of the more reasonable machines presented came in at a cost of approximately $105,000 for
the machine and computer to operate. If the grant is awarded for one or both machines, the
Sheriff's Office will work with IT, Buildings and Grounds and Purchasing to ensure the RFP
process is completed in accordance with County purchasing policy, and the machine meets all
the agency's needs. There is an understanding that price and technology may change by the time
the grant award is active. We currently have approximately $14,250 of Formula JAG dollars that
can be used to match the grant funds for any costs above the grant award, and are looking at
using other funds (such' as inmate funds) for any additional expenses to eliminate the need for
General Fund dollars for the implementation of this new project. Going forward, the Sheriff's
Office will request the maintenance and repairs of the machine(s) to be included in their annual
operating budget request.
