Rosales, MSW, Director November 7, 2018 Re: rFY2019 Weld County Chafee Allocation Dear Director Griego: The purpose of this letter from the Division of Child Welfare is to provide Weld County with the Chafee Foster Care Independence Program (CFCIP) Plan approval, award information, and County Financial Management System (CFMS) codes for October 1, 2018 through September 30, 2019. This information should be shared with county finance staff. background Information The Chafee Foster Care Independence Act of 1999 (Public Law 106-109) provides Independent Living Services for fold care youth "who are likely to remain in foster care until eighteen (18) years of age." NCR 7.305 .12 [Rev. elf. 11/I/15] states that to be eligible for CFCIP services, the youth must: A. Meet. program Area 4, 5, or 6 target group eligibility requirements or meet community placement requirements, in a non•secure setting, with the Division of Youth Corrections, or meet requirements for ongoing Chafee services in the state where the youth emancipated, was adopted or entered relative guardianship, if other than Colorado, 6. Be at risk of aging out of foster care which includes youth: Currently in out -of -home care, fourteen (14) up to twenty-one (21) years of age, and in out -of -home placement for a minimum of six (6) months if under age seventeen (17). Consecutive months are not required; 2. Sixteen (16) to twenty-one (21) years of age, who meet requirements for Relative Guardianship Assistance and entered Relative Guardianship on or after age sixteen (16); 3. Sixteen (16) to twenty-one (21) years of age, who meet requirements for Adoption Assistance and entered Adoption Assistance on or after age sixteen (16); or 4. Eighteen (18) to twenty-one (21), who were in out -of -home care on or after their eighteenth (18`h) birthday. Division of Youth Services (DYS) Community Placements Services to young people in Division of Youth Services (DYS) community placements are addressed in the approved County Chafee plan. Etigible DYS clients are included in the service population projections provided by the county. Federal Fiscal Year IFFY) 2019 Plan Review The 2019 Chafee Services Plan your county submitted has been approved for funding. An additional review by a committee consisting of young people, representatives of community non -profits, and state agencies representing multiple systems is being conducted. Upon completion of this review, the slate Chafee Program Coordinator will provide your county program with written feedback (or consideration in county -level continuous quality improvement (tCQl) efforts. Funding Information All the necessary information to access the Octobe=r 1, 2018 through September 30, 2019 CFCIP award has been recur ed. The Weld County CFCIP Program is approved to expend a total of $66,297. Direct Service Delivery (Personnel Costs) 2850 61910 1-[010 Purchase of Service I E010 2850 65791 Youth Direct ' Room and Board can only be paid for young adults ages 18 to 21 who were in out -of -home care on or after their 18`h birthday. Chafee awards must be expended prior to September 30, 2019. In order for expenditures to be reflected during October 1, 2018 through September 30, 2019, expenditures must occur prior to September 30, 1019 and must he entered into CFMS prior to September 30, 2019, Guidance will be available from CDHS settlement accounting if needed. In order for Colorado to access Federal IV Independent Living Funds, there is a required match. To meet the match requirement county departments of human/social services with an approved Chafee Fester Care Independence Plan must code adolescent caseworkers currently reported in CFMS as an 80/20 Child Welfare County Administrative Services (Program Code 3200 and Function Code 1210 to Program Code E05O, Function Code 2875). Chafee funds may be used to supplement, but cannot supplant or replace, other available funds for Independent Living Services such as mandatory independent living planning, services provided by the county caseworker, and services that may be contracted for or provided through congregate care, parole aftercare, or other community placement services.
