Just for the record when I received the first flat on CR 110 my tires did not even have 3,000 miles on them. The second flat was on the brand-new tire I had just replaced so it was only 3 weeks old. I guess it would be impossible for the county to say where the old rusted and mud crusted 6in spike that punctured my second tire originated from. I can only assume it was in road base, pulled onto the road from the sides, or from the bar ditch, the fact is that it was on the road. All I can tell you is that spike was not visible on the top of the road or I would not of ran over it. My only regret is that I only took a picture of the spike and not a picture of what the road looked like that day when this happened. I am sure the county would have been shocked at the road condition, as the people who stopped to ask if I needed help were. Although I am out a good sum of money for tires, Thankyou for responding even though this occurred at the end of June. I am glad your response to my August letter found that the road condition did require your interim operator to adjust his method and that you feel this has corrected the issue of driving surface condition on County Road 110 in Carr, CO. I surely hope that Weld County will continue to keep this higher standard of maintaining the driving surface conditions on these dirt roads as that turned out to be a VERY expensive drive home, and it looks like I am the only person being held accountable for driving on a Weld County Maintained Road to get home safely. After inspecting the condition of CR 110, we had the interim operator make adjustments to his method and this has corrected issue of the driving surface condition. It is impossible to know where the spike came from that punctured your tire, but it's practically impossible that it originated from the crushing plant. Also, we found no evidence the interim operator brought material up from below the existing ditch line. I investigated the reason why you were not contacted after you called Public Works on July 16`h When you indicated that you wanted to file a claim, your complaint was referred to our insurance carrier rather than a Supervisor. My apologies for the misunderstanding on the part of my staff The person you spoke with, "James", is not a Weld County Employee. Weld County uses County Technical Services Incorporated (CTSI) for insurance coverage, and I believe he is an employee of CTSI. It is policy to refer claims to them for response. I have lived in that home for almost 4 years. In May of this year I purchased a Brand Spanking New 2018 Subaru Outback. On June 26th 2018 on my day off, coming home from taking a friend to the airport, I got a flat tire on Weld County 110 ascending the hill (almost the top of the hill just before WCR 15. The roads had been grated prior. I took my car to Discount tire and the tire could not be fixed as whatever was on the road was so big it went in and out of the tire. On July 13, 2018 Friday coming home from work at 5:30 I was shocked at the condition of WCR 110 it had just been grated that day. The banks of the road had soft parts, Large rocks were in the road along with debris like sticks, plants and other items. I had never seen the road that bad in the years I have lived in Carr. I got another flat tire on the brand new tire that was just replaced. This occurred between WCR 17 and WCR 21 on Weld County Road 110 AGAIN!!! I was very upset as I had just spent $196.99 to replace the tire and an additional $97.64 to get tire protection added to the other tires on June 26th. My husband had to come and help assist me. We went the following morning Saturday July 14th and purchased 4 new tires. My husband said since the roads were in such terrible shape we had better upgrade to an even better tire than what was on the vehicle. We went back to Discount Tires who we have done business with for many years. This cost an additional $549.39. Discount Tire could not believe that I had two flat tires that could not be repaired in a matter of 3 weeks and that an "Old Spike" almost 7 inches long was in the tire. On July 16th I called Weld County Roads to file a complaint. Vanessa answered I told her my story and she asked if I wanted to file a claim. I said yes. She told me a Supervisor would call me. I never got one phone call from anyone at Weld County Roads! On July 17th A gentleman by the name of James called me said he was the County Insurance Tech, I told him the story and also told him I had sent the picture of the spike to a phone of 970 373-9776. (I still have the picture of the spike and it is old, rusted and has like mud coated on it, if you would like me to send it to you.) James called me on Friday July 20th and said that they would not honor the claim as "No way that the spike could have been in the road base!!!" He said "Maybe I should try contacting the builders who are working that area and I might have better luck." "James also said "the spike could of fallen off of a vehicle or something that the builders are using in that area." Mr. Freeman, God help us if that is the product builders are using on new homes! I asked if a Supervisor had gone to inspect that road and James response was "oh I am sure they have." He also advised me that I couldn't sue the county for the conditions of the road. Well, if they had inspected the road they would of also found that between WCR 17 and 21 on county road 110 that he not only did a horrible job on the road, he also damaged the metal culvert severely! I recently found out by word of mouth from neighbors that the reason our roads were in such rough shape during this time frame is because the gentleman who use to do them, and who had done such an excellent job had quit and that the new person doesn't know what they are doing. They dug so deeply into the banks of the road they brought all that stuff onto the road and just left it like that. I urge you to please reconsider this claim and do the right thing. I understand if you have bad tires you could possible get a flat on a dirt road but really BRAND NEW TIRES ON A NEW CAR -TWO FLATS IN 3 WEEKS. I am greatly disappointed in Weld County, and that they refused to take any responsibility in this claim.
