The Weld County Department of Public Works has reviewed this proposal. Staff comments made during
this phase of the application process may not be all-inclusive, as other issues may arise during the
remaining application process.
COMMENTS
GENERAL PROJECT INFORMATION/LOCATION
Project description: A Site Specific Development Plan and a Special Review Permit for any use permitted
as a use by right, an accessory use, or a Use by Special Review in the commercial or industrial zone
districts, provided that the property is not a Lot in an approved or recorded subdivision plat or lots parts of
a map or plan filed prior to adoption of any regulations controlling subdivisions, more specifically defined
as the development, fabrication and manufacturing of small machines and consumable products to be used
by the dairy industry for the feeding and husbandry of calves, including pasteurizers that are used to
pasteurize milk on a dairy farm for feeding to calves in the A (Agricultural) Zone District
This project is north of and adjacent to CR 70 and is east of and adjacent to CR 21.

Access is from CR 70.
ACCESS
This project accesses onto the Municipality of Severance. Please contact the Municipality for access
requirements.
ROADS AND RIGHTS -OF -WAY
This portion of County Road 70 is under the jurisdiction of the City or Town (municipality) of Severance.
The municipality has jurisdiction over access to the road. Please contact the municipality to verify the
access permit or for any additional requirements that may be needed to obtain or upgrade the permit.
Weld County will not replace overlapping easements located within existing right-of-way or pay to relocate
existing utilities within the County right-of-way.
DRAINAGE REQUIREMENTS
This area IS within an Urbanizing Drainage Area:
Urbanizing Drainage Areas typically require detention of runoff from the 1 -hour, 100 -year, storm falling on
the developed site and release of the detained water at the historic runoff rate of the 1 -hour, 5 -year storm
falling on the undeveloped site for URBANIZING areas.
Detention Pond summarized in a Drainage Report:
A drainage report and detention pond design shall be completed by a Colorado Licensed Professional
Engineer and adhere to the drainage related sections of the Weld County Code. The drainage report must
include a certification of compliance stamped and signed by the PE which can be found on the engineering
website. General drainage report checklist is available on the engineering website. More complete
checklists are available upon request.
A preliminary drainage report was submitted with the application.
GRADING PERMIT
A Weld County Grading Permit will be required if disturbing more than 1 acre. Grading Permit applications
are accepted after the planning process is complete (plan recorded). An Early Release Request Form may
be entertained only after the applicant, Public Works and Planning Department have reviewed the referral
and surrounding property owner comments. The Early Release Request may or may not be granted
depending on referral comments and surrounding property owner concerns. Contact an Engineering
representative from the Public Works for more information.
A Construction Stormwater Permit is also required with the State for disturbing more than 1 acre. Contact:
Colorado Department of Public Health and Environment, Water Quality Control Division, 303-692-3575.
CONDITIONS OF APPROVAL
A. A Final Drainage Report and Certification of Compliance stamped and signed by a Professional
Engineer registered in the State of Colorado is required. (Department of Public Works)
B. The plan shall be amended to delineate the following:
1. Show the approved Municipality of Severance access(es) on the site plan and label with the
approved access permit number if applicable. (Department of Public Works)
2. The applicant shall show and label the accepted drainage features and drainage flow arrows.
Stormwater ponds should be labeled as "Stormwater Detention, No -Build or Storage Area" and
shall include the calculated volume. (Department of Public Works)
3. The applicant shall show the drainage flow arrows. (Department of Public Works)
4. Show and label the parking and traffic circulation flow arrows showing how the traffic moves around
the property. (Department of Public Works)
Prior to Construction:
A. If more than one (1) acre is to be disturbed, a Weld County Grading Permit will be required.

DEVELOPMENT STANDARDS (NOTES ON THE SITE PLAN)
1. The property owner shall control noxious weeds on the site. (Department of Public Works)
2. The historical flow patterns and runoff amounts on the site will be maintained. (Department of Public

3. Weld County is not responsible for the maintenance of onsite drainage related features. (Department

Environmental Health Services has reviewed this proposal for a Site Specific
Development Plan and a Special Review Permit for any use permitted as a use
by right, an accessory use, or a Use by Special Review in the commercial or
industrial zone districts, provided that the property is not a Lot in an approved or
recorded subdivision plat or lots parts of a map or plan filed prior to adoption of
any regulations controlling subdivisions, more specifically defined as the
development, fabrication and manufacturing of small machines and consumable
products to be used by the dairy industry for the feeding and husbandry of
calves, including pasteurizers that are used to pasteurize milk on a dairy farm
for feeding to calves in the A (Agricultural) Zone District
The applicant is proposing to utilize the existing residence onsite for employee
housing and construct a new building to be used for the business which may
have up to 20 employees. Currently the existing residence is served by North
Weld County Water District and a septic system (SE -0300101). The proposed
new building will be serviced by North Weld County Water District (a "will server"
letter" was provided as part of the application) and a new engineered septic
system (SP -1800111). There is a well onsite, but not currently not in use and
which the status is unknown. The well cannot be used for the business unless it
is repermitted to allow commercial use.
We recommend that the following requirements be incorporated into the permit
as development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal
Sites and Facilities Act, 30-20-100.5, C.R.S.) shall be stored and
removed for final disposal in a manner that protects against surface and
groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is

not meant to include those wastes specifically excluded from the
definition of a solid waste in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S.
3. Waste materials shall be handled, stored, and disposed in a manner
that controls fugitive dust, fugitive particulate emissions, blowing debris,
and other potential nuisance conditions. The facility shall operate in
accordance with Chapter 14, Article 1 of the Weld County Code and the
accepted waste handling plan.
4. Fugitive dust should attempt to be confined on the property. Uses on
the property should comply with the Colorado Air Quality Commission's
air quality regulations.
5. The facility shall adhere to the maximum permissible noise levels
allowed in the Commercial Zone as delineated in 25-12-103 C.R.S.
6. Any septic system located on the property must comply with all
provisions of the Weld County Code, pertaining to On -site Wastewater
Treatment Systems. A permanent, adequate water supply shall be
provided for drinking and sanitary purposes.
7. All potentially hazardous chemicals must be handled in a safe manner
in accordance with product labeling and in a manner, that minimizes the
release of hazardous air pollutants (HAPs) and volatile organic
compounds (VOCs). All chemicals must be stored securely, on an
impervious surface, and in accordance with manufacturers'
recommendations.
10.The operation shall comply with all applicable rules and regulations of
State and Federal agencies and the Weld County Code.

No Parking Fire Lane Requirements
- 20ft to 26ft No parking on either side
- >26ft to 32ft No parking on one side of the road
- Greater than 32ft parking on both sides allowed
Turning Radius
The centerline radius of all turns shall not be less than 40 feet. No turn shall have less than a 30
foot inside radium and a 50 foot outside radius.
Fire hydrant distance requirements
- Commercial and Industrial: Hydrants shall be 150 feet from structures and spacing of 300 feet.
Required flow out of the fire hydrants is based on square footage of the building, construction type
and if the building is fire sprinklered or not
Fire Sprinkler Square foot requirement
An automatic fire sprinkler system shall be installed in the occupancies and locations, as set forth
in this Section 903, or in any Commercial or Industrial building where the floor area exceeds 5000
square feet.
The installation of automatic sprinkler systems shall apply when the floor area exceeds 5000
square feet, regardless of the cumulative floor area expansion. For buildings that exceed
5000 square feet the option is provided to allow for 1 -hour fire separation barrier between
tenants to keep individual areas at or below 5000 square foot requirement.
2nd access point requirement
A minimum of two separate and independent access/egress routes shall be provided when more
than 25 individual dwelling units, or combined potential aggregate building area of more than
24,000 square feet in other type of development will be served by the access.
Exception: When all buildings are protected by approved automatic fire sprinkler systems,
installed in accordance with NFPA 13 (NFPA 13D for Group R-3), two access/egress routes
need not be provided unless more than 50 dwelling units or a combined potential aggregate
building area of more than 48,000 square feet will be served by the single access/egress
route.
Turn around at a dead end
Dead-end fire apparatus access roads in excess of 150 feet in length shall be provided with an
approved area for turning around fire apparatus. Dead -ends in excess of 1,000 feet are not
allowed.
Exception: When all buildings are equipped throughout with an approved automatic fire
sprinkler system installed in accordance with NFPA 13 (NFPA 13D for one and two unit
dwellings) the dead-end may extend to 300 feet before a turnaround is required.
