WHEREAS, on the 8th day of November, 1976 , the preliminary subdivision plat of Ida Industrial Subdivision - Second Filing, was submitted to the Board of County Commissioners for approval in accordance with the Subdivision Regulations of Weld County , and WHEREAS, the Board of County Commissioners heard all of the testimony and the statements of those present , and WHEREAS , the Board of County Commissioners has studied the request and studied the recommendations of the Weld County Planning Commission as submitted, and having been fully informed, the Board believes that it in the best interest of the County to approve the preliminary subdivision plat of Ida Industrial Park - Second Filing, subject to the conditions listed below. NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of Weld County, Colorado , that the preliminary subdivision plat of Ida Industrial Park - Second Filing be , and hereby is , approved, subject to the following conditions : 1 . Grading for the drainage plan shall be performed by the developer. As requested by the City of Brighton, the plans must be amended to show the water line in Great Western Road as a 10" line and not an 8" line now shown and another valve must be added at the junction of N. 5th Ave. and Ida Road. 3. We have no objection to the plat and the proposed Industrial Planned Unit Development . The development is in conformance with our comprehensive land use plan which shows industrial development occurring in the subject area. We have verbally noted that the 8 inch water line in Great Western Road should be changed to a 10 inch line and that another valve should be added at North 5th Avenue and IDA Road. Also at some time in the future a crosstie from the water line in 5th to the water line in Great Western Road should be planned. Thank you very much for including us in your review process . However, he did indicate the Fire District would request the following changes be made to the plans. 1 . The Water line in Great Western Road should be a 10" line and not a 8" line as shown, 2. The relocation or addition of a valve at the junction of Ida Street and North 5th Avenue, and 3. If the property to the north is not to be platted and developed, then the water lines in Great Western Road and North 5th Avenue must be looped. It is difficult to make a complete evaluation with the limited geologic information provided. However, we would anticipate no major geologic constraints on this site which would limit the feasibility of this proposed use. Items for consideration should include foundation conditions, ground water conditions, and mineral resource potential. It appears from the mapping done by the Colorado Geological Survey in 1974 that the resources would be of a relatively low quality in this area. In conclusion, we were not able to fully evaluate this subdivision with the information provided, however, it appears to us that there will be no severe geologic constraints. The dollar amounts seem to be in error for the street base and street paving. 2. Does the County want to hold bond money for water , sewer , and fire hydrant installation when a letter is on file stating the City of Brighton will furnish both water and sewer. 3 . The plan does not show where curb and gutter is to be placed. 4 . Due to the fact the original development plan showed 4, four acre lots and the new proposed preliminary plat indicates 12 lots varying in size from 2+ acres to . 3 LE of an acre , we would recommend an overall drainage plan as an each lot drainage requirement would not be applicable under the new proposal . 5. Smith : I have reviewed the proposed drainage plan of IDA Industrial Park Second Filing , and hereby approve the basic concept of the plan as submitted . The plan provides for small (0 . 01 acre feet) detention ponds on Lots 1 thru 6 and 0 . 44 acre feet detention ponds on Lot 7 thru 12 . This general approval is subject to individual sice plan review of each lot as development occurs , so that consideration can be given to the best location of the detention pond in con- junction with the building elevation, parking requirements and landscaping . On Or Before Second F i 1 i ug _In reviewing the revised drainage plan for Ida industrial Park , I see the individual detention pond scheme not ac- cepable . When the original four acre lots were proposed the quantity of water to be released was within reason . The small ponds , particularly on the 15 , 000 square foot lots , present the following problems . 1 . The release pipe is so small it will clog with any debris . 2. The size of the pond area is so small it will silt up very rapidly . 3. The effect of small ponds not functioning will not be felt at the site and will likely be ignored by in— dividual owners . 4 . Eventually the ponds wilt cease to function and the effects of increased runoff will be felt downstream . 5 . Individual site reviews upon development are difficult to coordinate . The chances of getting twelve individual plans to work together are slim . I feel it would be advantageous to plan the drainage and detention for the entire site at one time . I would hope a more detailed submittal could be made . We have no objection to the plat and the proposed Industrial Planned Unit Development . The development is in conformance with our comprehensive land use plan which shows industrial development occurring in the subject area. We have received, reviewed, and approved, the plans showing the changing of the water line in Great Western Road to a 10 inch water line and showing the additional valve to be added at North 5th Avenue and IDA Road. The developer has agreed with our recommendation to move the fire hydrant on IDA Street from between Lot 1 and Lot 2 to between Lot 2 and Lot 3 and to move the fire hydrant on Great Western Road from between Lot 1 and Lot 12 south 89 . 453 feet to the P . C . of Lot 1 . We have been satisfied by the developer that at some time in the future with further development a crosstie in the water line will be established from Great Western Road to North 5th Avenue .
