HomeMy WebLinkAbout20184048.tiff HEARING CERTIFICATION DOCKET NO. 2018-135 RE: 2019 FINAL BUDGET A public hearing was conducted on December 12, 2018, at 9:00 a.m., with the following present: Commissioner Steve Moreno, Chair Commissioner Barbara Kirkmeyer, Pro-Tem Commissioner Sean P. Conway Commissioner Julie A. Cozad Commissioner Mike Freeman Also present: Clerk to the Board, Esther E. Gesick County Attorney, Bruce Barker Director of Finance and Administration, Donald D. Warden The following business was transacted: I hereby certify that pursuant to a notice dated November 7, 2018, and duly published November 12, 2018, in the Greeley Tribune, a public hearing was conducted to consider the 2019 Final Budget for Weld County. Donald Warden, Director of Finance and Administration, made this a matter of record and reviewed the summary of 2019 Budget Changes made since the Proposed Budget for the record. Mr. Warden further summarized budgetary amounts as reflected in Exhibit A to the Adoption Resolution. Chair Moreno opened the matter for public comment; however, there was no public testimony. Mr. Warden commented, every year since 2002, the Board of Commissioners has voted to grant a temporary mill levy credit to Weld County taxpayers, which has resulted in a savings of $80,780,297.00 that would have otherwise been taxed. Commissioner Cozad stated, for the record, that although she participated in the overall Budget review process, she did recuse herself from any work sessions or discussions regarding employee salaries, due to the fact that her husband is a Weld County Sheriff's Deputy. Therefore, she also recused herself from voting on the overall Budget. U. Commissioner Kirkmeyer thanked Mr. Warden for the successful completion of 41 budgets as the Weld County Director of Finance and Administration. Additionally, she commented Weld County is the only county in the state or the nation that does a temporary mill levy reduction to keep more money with the citizens, the County operates with no debt, the Retirement Fund is fully funded at 105%, and all of that is accomplished without a Sales Tax or Use Tax. She stated Mr. Warden's experience and historical knowledge is invaluable. Gam: F=cow) 2018-4048 oa( lq/ Ict FI0068 HEARING CERTIFICATION - 2019 FINAL BUDGET PAGE 2 Commissioner Kirkmeyer moved to approve the Resolution to Summarize Expenditures and Revenues for Each Fund and to Adopt the 2019 Budget as submitted. The motion was seconded by Commissioner Freeman, and upon a roll call vote, the motion passed 4-1, with Commissioner Cozad recused. CI Commissioner Cozad agreed that although the expenditures are at the direction of the Board, she is thankful for all that she has learned from Mr. Warden. She commended him for his hard work, for sharing his knowledge, and for his ongoing review and preparation throughout the year to reflect the fiscally conservative philosophy of the County for the benefit of the taxpayers of Weld County. la Commissioner Conway agreed and expressed his appreciation for striving to maintain the reduced mill levy. Chair Moreno agreed with Mr. Warden's ability to advise the Board to ensure financially sound decisions and stated he is honored to continue working with him. Commissioner Freeman concurred. Mr. Warden confirmed Emergency Ordinance #255, In the Matter of the Annual Appropriation for Weld County, Colorado, for Fiscal Year 2019, was previously read into the record by audio, and he reviewed the amounts reflected in Exhibit A. He explained the emergency status is due to the assessed valuation received by the Assessor five (5) days prior to the hearing date. No public testimony was offered concerning this matter. Commissioner Kirkmeyer moved to approve Ordinance #255 on an emergency basis. The motion was seconded by Commissioner Cozad, and it carried unanimously. la Mr. Warden stated the assessed value is $11,540,042,396.00, which is the highest the County has ever had. He recommended approval of the Resolution setting the mill levy at 15.038 mills, which is anticipated to generate $173,539,158.00. The total mill levy is actually 22.038 and he is recommending a continuation of a temporary mill levy reduction of 7.000 mills, for a net reduction of 8.361 mills and a temporary reduction for the general fund, which will save the County taxpayers approximately $80,780,297.00 in the year 2019. Commissioner Conway moved to approve the Resolution to Set Mill Levy. The motion was seconded by Commissioner Freeman, and it carried unanimously.
