Please allow this letter to serve as a letter of support from the Board of Weld County Commissioner for the Central Colorado
Water Conservancy District's (CCWCD) Poudre Confluence Recreation District (PCRD) Supplemental Environmental Project
grant application. The PCRD will address needs for a vast number of area residents and pat titer entities. East of Greeley, CO
where the rivers meet there is incredible waterfowl and wildlife habitat, tremendous potential for desperately needed and
strategically located water storage, and public access for waterfowl hunting. CCWCD is proposing to create the PCRD Service
Plan necessary under Colorado law to form the District, and follow other requirements as set forth in the Colorado Statues for the
formation of a Title 32 District. The Service Plan would be filed with the Weld County Clerk describing the proposed services
offered by the PCRD, a financial plan, preliminary engineering, map of the proposed District boundaries, general description of
facilities to be constructed and any agreements proposed with other political subdivisions for the performance of any services by
the District. Once the service plan is approved by the Weld County Commissioners, a petition would be filed with the District
Court for approval.
Several private landowners, as well as the City of Greeley, Weld County and Colorado Parks & Wildlife own property near the
proposed District along with 249 acres owned by CCWCD which will be included in the District.
CCWCD's interest in the District is the creation of a conservation area for water storage with benefits to wildlife and opportunities
for public recreation in this unique and environmentally valuable location. The District would either purchase the lands in the
conservation area or secure conservation easements. Water storage is vital to sustaining irrigated agriculture in Weld, Adams and
Morgan counties where the CCWCD District boundaries are located. CCWCD has investigated slurry wall liner installations to
provide for below grade water storage on the DPG Farms property and found the construction of the slurry walls to be feasible.
CCWCD estimates that up to 20,000 acre-feet of water storage can be created for the benefit of CCWCD members who have
varied water needs currently and into the future. Those needs include water for recreation, municipal, industrial, oil & gas, and i
irrigation purposes.
We encourage the Supplemental Environmental Project program to fund the grant request from the Central Colorado Water
Conservancy District.
