of Directors of Northern Colorado Water Conservancy District at its
regular meeting on July 13, 1979.

NORTHERN COLORADO WATER CONSERVANCY DISTRICT
RESOLUTION ON DISTRICT RETURN FLOWS
AND BASE WATER SUPPLIES

WHEREAS, the primary function of Northern Colorado Water Conservancy
District is the development, importation, and distribution of supplemental
water supplies for the use and benefit of water users within its boundaries;
and,
WHEREAS, a large area of irrigated land in the Lacer South Platte
Valley within the boundaries of the District receives its sole benefit
from the supplemental water supplies through return flows generated by
the first use of this water in the upper tributary areas of the District;
and,
WHEREAS, the continuing benefit of this supplemental water supply to
all water users within the District cannot be achieved if the base water
supply fran local sources being supplemented by the District water supply
is reduced in volume by reduction of streamflaws entering the District
or by significant changes in the return flow patterns of water er.Lterinc;
the District; and,
WHEREAS, the transfer or removal of any of these base water supplies
for use outside the boundaries of the District would, by substitution,
represent an indirect use of District water outside its boundaries and
would result in the diminution of return flows available for use within
the boundaries of the District;
NOW, THEREFORE, BE IT RESOLVED, by the Picard of Directors of Northern
Colcrado Water Conservancy District that it hereby expresses as a natter of
policy that it is opposed to any water acquisitions, water development
plans, or water quality plans which would directly or indirectly result in
the diminution of the base water supplies of the District or would signifi-
cantly alter the return flow patterns of waters that have historically been
available for use within the District.
BE IT FURTHER RESOLVED, that the Beard will take such action as it
deans necessary in opposition to any plan for augmentation, or any change
in place, character, or type of use, or any change in point of diversion
within or without the District which in the Board's opinion would
materially and adversely affect the water supplies of the District.

I, E. F. Phipps, do hereby certify that the above is a true and correct
copy of a resolution unanimously adopted by the Board of Directors of the
Northern Colorado Water Conservancy District at a regular meeting of said
Board held in Loveland, Colorado, on July 13, 1979.
