SUBJECT:
The Colorado Air Quality Control Commission will hold a public hearing to elicit and
record comments on a proposed renewal of the Title V Operating Permit for the
Colorado Springs Utilities Martin Drake Power Plant located at 700 South Conejos
Street, Colorado Springs, Colorado.
Section 25-7-114.5(6)(b) of the Colorado Revised Statutes provides an opportunity for
any interested person to provide comments on the sufficiency of the proposed
operating permit's preliminary analysis and whether the permit application should be
approved or denied. WildEarth Guardians requested this public comment hearing on
February 21, 2018.
The Commission will also present on general air quality matters for the Colorado
Springs region prior to the public comment hearing. Questions and comments from the
public are invited; comments related to the draft operating permit for the Drake
Power Plant should be deferred to the public comment hearing so that they may be
properly received and recorded.

The draft operating permit and preliminary analysis' (i.e. Technical Review
Documents) can be viewed at the El Paso County Clerk's Office at 1675 West Garden

HEARING SCHEDULE:
DATE: May, 7, 2018
TIME: 6:15 to 7:00 p.m.: General presentation and discussion will occur.
7:00 p.m.: Operating permit public comment hearing will begin; the
hearing will conclude by 9:00 p.m. or earlier if all who wish to speak
have been heard.

PUBLIC PARTICIPATION ENCOURAGED:
The Commission encourages all interested persons to provide their written comments
in advance of the hearing and oral comments during the hearing. The Commission
encourages that all written comments, handouts, or exhibits be submitted by April 30,
2018 so that Commissioners have the opportunity to review the information prior to the
hearing. However, written comments will be accepted by the Commission up to the close
of the public comment hearing.
The purpose of the public hearing is to solicit comments regarding the proposed
operating permit and supporting documents.
PARTY STATUS:
This is not a rulemaking hearing and the Commission will not consider party status
requests.
PROCEDURAL MATTERS:
Submissions to the Commission should include: your name, address, phone number, email
address, and the name of the group that you may be representing (if applicable).

The Commission has the discretion to provide additional time after the hearing to
submit written public comments.

So that all may be heard during the allotted time, individuals should plan on
presenting their oral comments in 3 minutes, and speakers representing
groups/organizations should plan on 5 minutes. These times may be modified by the
hearing officer.
If a translator is needed for the presentation of oral comments to the Commission, a
request must be submitted to the Commission Office no later than April 16, 2018.
The Commission will not issue rulings during the hearing.
