Mayor Al Becker and Board of Trustees: Firestone Mayor Joe Garding and Board of Trustees: Dacono Mr. Bill Schuler: Rocky Mountain Consultants RE: Evanston Street Improvements I am writing to review the County's impression of the June 21st meeting in Frederick concerning the above matter. 1. The Evanston street improvement project is funded by a $150,000 HUD grant. The project will not and was not intended to correct all the drainage problems which occur in Evanston. The drainage problem created by the flow of water from the east of Evanston was not addressed by this project. We are informed by Mac McGraw, of Representative James Johnson's office, that the Corps of Engineers has placed high priority on their study and project to provide a permanent solution to the drainage problems in the Tri-Town area. The timetable reported to us included a hearing on the Environmental Impact Statement in July, 1979; project start-up in December, 1979; with completion in 1981. 2. The utility service lines included within the scope of the Evanston project were included in the engineer' s drawings, which were transmitted to each utility along with a letter asking for a location check. This letter, written by Maurice Rupel , was dated October 12, 1977. On June 6, 1978, Frank Milavec met with Drew Scheltinga of Weld County, J.L. Waters, and Jim Brewer of Hogan and Olhausen, and reported that the project, as it related to Frederick' s utility lines, was satisfactory. It is our impression, from the June 21st meeting, that Frederick's utility lines are not in contention. 3. The "Evanston Dam" on Johnson Street, involving the property of Mr. Pacheco, has been reviewed by Hogan and Olhausen, with resulting design changes in an attempt to alleviate the possibility of additional drainage problems along Johnson Street. Proposed changes include the installation of two culverts at driveways (Mr. Pacheco' s and the neighboring property) cleaning of the ditch along Johnson Street, and removal of a small section of curb to allow more direct flow of water into the intersecting tiles. 7 80 528 Evanston Street Improvements: 6/28/79 Page Two 4. The width of streets included in the project is considered by the residents to be too narrow. The planned width of the streets was included in the original design, and the width is considered adequate for the traffic load. We did check on the problem as expressed at Wednesday's meeting as to the fire truck access. We found that the street will accommodate cars parked on both sides of the street, a traffic lane for the fire truck and a 5' extra clearance. 5. Concern was expressed about the access to individual driveways. All driveways will be addressed as the project proceeds and will be constructed so as to give proper access. 6. The County wishes to address the concerns of the citizens of Evanston and will be happy to take action in clearing up individual problem areas. We hope that the citizens will contact us as they see problems arising. 7. It appears that problems in communications have developed which the County finds regrettable; it was certainly not our intent to eliminate or discourage citizen participation. To the contrary, the County understands that reasonable attempts were made to notify and involve area residents in the preliminary design discussions , as evidenced by the attached letter. The County hopes to continue receiving direct input from local citizens as the project proceeds, and we hope that you will keep us informed of problems which come to your attention. The planning office has made arrangements for our use of the Frederick Town Hall beginning at 7:30 p.m. , September 29, 1977.
