gas cryagenic � rocessing facility on a piece of properky it owns in the E25E4 af
Section 25 , 8N, � 2W, You are receiving this letter beca��se public recor� s in � icate
you may have an interest in property near this project area. The location is z'oug�xly
4 miles East of Bri�gsdale, CCI and . 5 miles South of Hig�iway 14. This f�cility, which
is needed to support the development of mineral resources already occurrirtg in thc
area, has been designed utilizing the lates � technologies to ensurc efficient
operations and � minimal site faotprint.
Out�-igger Energy inte�nds ta gt�ade approximately 23 acres within its SO �c property
far t�ae facility site . The remainin� acreage will remain in nativ� grasses . Across all
aur acreage, we will utilize proven hest practices in drainage and rnai�ztenanc� to
pre�ent erosion or �v� eds . Rock and road-base will b� �laced throughout the site
and compacted for added dust suppression. In conformiilg with the surroun �ling
area and native vegetation, landsca� ing at the facility will be minimal . No additional
landscape vegetation is propos �d due ta limited water supply and arid conditions .
The site will he fenced using chair� - link, and no screening is planned. Any facility
noise wall � e contained an site to meet state �nd � ocal requirements . Lighting '
arotin �i the site will be l�ept to a safe minimum and will include dark sky standards .
Outri�;�;cr has a comi�� unication l�lan in }�lace with local aut}� ot'9ties and fit'st

To Whom It May Concern:
Public records indicate you may have an interest in the minerals located under
a property which has the potential to be impacted by a Weld County zoning
application for surface development. Pursuant to C.R.S. § 24-65.5-102-104
and Weld County Code, this letter shall serve as a notice of surface
development regarding Weld County Planning Record Number: USR18-0052.
The applicant and surface owner, Outrigger DJ Operating LLC, is proposing a
site specific development plan and use by special review permit for mineral
resource development facilities including oil and gas support and service on
parcel number 054525400001 which lies within the E2SE4 of Section 25,
Township 8 North, Range 62 West of the 6th P.M.
The proposed developments do not interfere with any pending or planned
well locations, are intended to facilitate mineral development in the area, and
have been sited accordingly. A PC Hearing Date has been set for 08/21/2018
and a BOCC Hearing Date has been set for 09/19/2018.
