RE: APPROVE APPLICATION FOR RECRUITMENT AND RETENTION LOCAL
INNOVATION GRANT FUNDS AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for Recruitment and
Retention Local Innovation Grant Funds from the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Department of
Human Services, to the Colorado Division of Child Welfare, Office of Children, Youth and
Families, commencing October 9, 2018, and ending April 30, 2019 with further terms and
conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application for Recruitment and Retention Local Innovation Grant
Funds from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, to the Colorado
Division of Child Welfare, Office of Children, Youth and Families, be and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 3rd day of October, A.D., 2018.

Innovation Funds (SFY19)
Please review and indicate if you would like a work session prior to placing this item on the
Board's agenda.
Request Board Approval of the Department's Application for Recruitment & Retention
Local Innovation Funds (SFY19). The Department is applying for Recruitment & Retention
Local Innovation Funds, formerly available under the title of Recruitment & Retention Grants,
through the Office of Children, Youth & Families; an office of the Colorado Division of Child
Welfare. These funds are made available annually through a grant application to provide for
efforts or activities that recruit new foster and adoptive parents or support the retention of active
foster families. The County is applying for the full funding of $4,000.00. The County did not
apply for SFY 2018 funding but has been awarded funding in years past. The deadline for the
application is October 9, 2018. If awarded, the effort/activity must be completed, and funds
spent by, April 30, 2019.
These funds will be used for production of a short video that focuses on recruitment of foster
families able and willing to provide care for children and youth, ages 8-18, who have emotional,
physical and behavioral challenges and/or may need to step down from residential care. Weld
County is working in collaboration with the North Colorado Health Alliance to recruit families
for this population. This video will be serve as a tool that can be used in many venues including
social media, the County web site and recruitment events. This video would aid the County in
reaching the current goal of certifying 18 additional homes by the end of 2019.

Detailed Budget
Production Price -$3,675: Includes pre -production planning, interview preparations and shoot
coordination. Four Hour shoot with a high definition videographer to capture up to three
interviews at one location in Greeley and supporting footage. Three hours with producer to
conduct interviews and ensure messaging is on point. Two-hour shoot with videographer, travel
time, intensive video logging and script production. Professional editing, audio sweetening and
compression to web friendly formats and external hard drive for delivery of raw footage and
master copies.
$325 for additional time with videographer, additional time with producer, scripting work and
additional editing.

Detailed Description of Event/Activity
Weld County DHS would like to work with a professional production company to develop a
recruitment video that will include these messaging points.
Specific Messaging Points:
1. There is a critical need for foster parents in Weld County, specifically for youth ages 8-18. To
address the pressing need, Weld County has begun to actively recruit foster families who are
willing and able to step up for our most vulnerable youth needing a safe, patient, and nurturing
family environment.
2. Keeping children and teens in Weld County matters. Providing children and teens a safe,
consistent and nurturing environment in their communities plays an essential role in a stronger
healthier community. Weld County foster families who accept children and teens into their
homes help reunify families quicker by affording them the ability to heal, remain connected to
their schools, extended family and friends, and other essential supports close to home.

3. Weld County Foster Families are supported. Fostering children and teens who have
experienced loss, abuse and neglect is challenging. Weld County foster parents has supportive
services available to help them meet these challenges. DHS has partnered with experts at North
Range Behavioral Health, The Northern Colorado Health Alliance, and others to provide family
and youth support through consultation services, foster care coordination, and therapeutic
interventions.

What elements of your activity or effort make it relevant for your intended audience?
The video script, and interviews will be targeted to families in Weld County who are able and
willing to foster children 8-18 and reside in the Weld District 6 neighborhoods. This video can
be used in many different venues across the county and can be used by multiple staff
simultaneously in different locations such as recruitment events, the county web site, social
media advertising, and foster parent orientations.

How does this support your diligent recruitment plan?
In our Diligent Recruitment Plan we have identified needing to recruit families for youth in
congregate care to ensure these children who are primarily in the age group of 8-18 can return to
the Weld County community and begin living in a family setting. We have specified that we
would like to recruit 18 families by the end of 2019 and 12 of those families would be willing to
take children ages 8-18 with emotional, medical, and behavioral challenges.

Desired outcomes
This video will be an effective tool to share our desired messages regarding the benefits and
supports in fostering older children and teens, ages 8-18. The video will put faces to the families
and children that we serve and help others be less intimidated by children who have challenges
and need a foster family.
How will you measure success? Please create a smart goal that you will be able to report on
at the end of this project.
Weld County DHS Staff and collaborative partners will use this video to increase community
awareness and compassion for children and teen ages 8-18 needing a family foster care setting.
This video will support the recruitment of families residing in Weld county to parent our older
children in care with emotional, physical, and behavioral challenges. Weld County will increase
the number of foster families willing to accept older youth in their homes by eight families by
the end of 2019.
