Weld County Department of Public Health and Environment Second Floor Hearing Room 210 The Weld County Board of Health met April 24, 2018, at 9:00 a.m. in the second -floor hearing room of the Weld County Department of Public Health and Environment. Those present included: Board Members: Jason Maxey, Chair; Bill Wood, Jim Rohn, Nicholas Berryman, Linda Kautz, Tim Annable, James Kuemmerle Others: Lauren Light, Environmental Health Manager, Katie Sall, Environmental Health Services APPROVAL OF AGENDA A motion was made by Tim Annable to approve the agenda as presented. Linda Kautz seconded the motion and the motion was carried unanimously. APPROVAL OF MINUTES A motion was made by Linda Kautz to approve minutes as presented. Bill Wood seconded the motion and the motion was carried unanimously. CONSENT ITEMS Veris Environmental LLC - DS -1700003, DS -1700006, DS -1700007. A motion was made by Tim Annable to approve biosolid renewal applications. James Kummerle seconded the motion and the motion was carried unanimously. BUSINESS New biosolids for Veris Environmental LLC Katie Sall presented the applications for biosolid renewals. A referral letter was received by the Planning Department with no concerns. No public comments were received on these applications. Luke Bond with Veris Environmental LLC was present and had no comments. DS -1800005 — a motion was made by Bill Wood to approve new biosolid application. Nick Berryman seconded the motion and the motion was carried unanimously. DS -1800006 - a motion was made by Tim Annable to approve new biosolid application. James Kummerle seconded the motion and the motion was carried unanimously. DS -1800007 — a motion was made by Nick Berryman to approve new biosolid application. James Kummerle seconded the motion and the motion was carried unanimously. Domestic septage renewals for McDonald Farms Katie Sall presented the applications for domestic septage renewals and gave an overview on the difference between septage and biosolids. No public comments were received. Bill Wood asked if domestic septage is sprayed or regulations on windy days. Katie commented it is sprayed but not allowed on frozen or snow-covered ground. It can also be directly injected. Spraying is not allowed on windy days. Jason asked if this was similar to biosolids applications. Katie responded yes; difference in CjamMc.., co,* 0 n l0/to 2018-3233 2 regulations and yearly application. It was noted the Planning Department gave input that this is on the North side of a 100 -year flood plain and a flood plain condition has been applied to SS -200204 & SS -200205. SS -200404 - a motion was made by Bill Wood to approve domestic septage renewal with special conditions. Nick Berryman seconded the motion and the motion was carried unanimously. SS -200405 - this one is right next to SS -200204 and the same flood plain condition applies. A motion was made by Tim Annable to approve with special conditions. Nick Berryman seconded the motion and the motion was carried unanimously. SS -201201 - a motion was made by Linda Kautz to approve. Nick Berryman seconded the motion and the motion was carried unanimously. SS -201202 - a motion was made by Bill Wood to approve. Nick Berryman seconded the motion and the motion was carried unanimously. SS -201203 - a motion was made by Linda Kautz to approve. Bill Wood seconded the motion and the motion was carried unanimously. SS- 201401 - a motion was made by Tim Annable to approve. Linda Kautz seconded the motion and the motion was carried unanimously. SS- 1500001 - a motion was made by Linda Kautz to approve. Nick Berryman seconded the motion and the motion was carried unanimously. SS- 1500004 - a motion was made by Nick Berryman to approve. James Kummerle seconded the motion and the motion was carried unanimously. PRESENTATIONS Deb Adamson presented an update on the Burrito Delight Salmonella investigation. This was an unusual strain called Salmonella Ohio. Several staff from each department within the Weld County Department of Public Health and Environment were involved at some level to assist with the investigation. ➢ A hotline was established ➢ Interviews were conducted ➢ News conference was held ➢ Website updates ➢ On-line survey — we received 300 responses ➢ USDA collected samples on raw meat ➢ Lab testing was done on all employees ➢ Employees were required to attend a Safety Food Handling class ➢ Board of Health members were emailed the PowerPoint presentation. Bill Wood asked what the Weld County Department of Public Health & Environment's responsibility is moving forward. Deb responded that I-2 days after the restaurant opened an inspection was conducted and another was done one week later. More frequent inspections will occur moving forward. 3 STAFF DISCUSSION Board of Health members received an invitation from Deb Adamson to attend a restaurant food inspection with Environmental Health Specialists at any time. Child care presentation for next Board of Health meeting, May 22, 2018. A motion was made by Nick Berryman to adjourn the meeting.
