HomeMy WebLinkAbout20180798.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MARCH 19, 2018 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, March 19, 2018, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair Commissioner Barbara Kirkmeyer, Pro-Tem Commissioner Sean P. Conway Commissioner Julie A. Cozad Commissioner Mike Freeman Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly 12 MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County Commissioners meeting of March 14, 2018, as printed. Commissioner Freeman seconded the motion, and it carried unanimously. El AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda as printed. Commissioner Cozad seconded the motion, and it carried unanimously. El PUBLIC INPUT: No public input was given. NEW BUSINESS: 1) CONSIDER RELEASE OF LIEN FOR WEED CONTROL ENFORCEMENT LIEN — HOLLY CLIFFORD: Tina Booton, Weed and Pest Division, presented the request to have the lien released on the property owned by Holly Clifford, and explained the lien was placed on the property after the landowner neglected to pay the fees for the mowing enforcement lien of noxious weeds. Ms. Booton reported the amount due of $1,120.00, has been paid in full. Commissioner Conway moved to approve said release of lien. The motion was seconded by Commissioner Freeman, and it carried unanimously. 2) CONSIDER CONTRACT ID #1722 CHANGE ORDER FOR 2018 SURFACE GRAVEL SUPPLY (BID #61600027) AND AUTHORIZE CHAIR TO SIGN - VCA AGGREGATES, LLC: Jay McDonald, Director of the Department of Public Works, presented the change order with VCA Aggregates, LLC, for 3499 Minutes, March 19, 2018 Page 1 2018-0798 BC0016 the 2018 Surface Gravel Supply. He stated County Roads 127 and 129 in New Raymer need to be re - graveled and will require 30,000 more tons of materials, which is above the 90,000 tons originally approved. He noted Noble and Whiting Oil and Gas have an agreement with Weld County to pay 90 percent of the cost to maintain the sixteen (16) miles of road. Commissioner Cozad moved to approve said change order and authorize the Chair to sign. The motion was seconded by Commissioner Conway, and it carried unanimously. 3) CONSIDER TEMPORARY CLOSURE OF CR 13 BETWEEN CR 32 AND STATE HIGHWAY 66: Amy Joseph, Department of Public Works, reviewed the closure beginning March 27, 2018, through March 30, 2018, to replace two (2) irrigation culverts. Commissioner Freeman moved to approve said temporary closure. Seconded by Commissioner Cozad, the motion carried unanimously. 4) CONSIDER TEMPORARY CLOSURE OF CR 19 BETWEEN CRS 38 AND 42: Ms. Joseph presented the closure to replace a culvert effective March 27, 2018. Ms. Joseph stated a portion of the detour route is gravel which will be treated with magnesium chloride for dust abatement. Commissioner Cozad moved to approve said temporary closure. The motion, which was seconded by Commissioner Kirkmeyer, carried unanimously. 5) CONSIDER TEMPORARY CLOSURE OF CR 28 BETWEEN CRS 1 AND 3: Ms. Joseph presented the closure beginning March 27, 2018, to replace a drainage culvert and stated water will be used for dust abatement on the detour route. Commissioner Conway moved to approve said temporary closure. Seconded by Commissioner Freeman, the motion carried unanimously. 6) CONSIDER TEMPORARY CLOSURE OF CR 29 BETWEEN CR 70 AND STATE HIGHWAY 392: Ms. Joseph reviewed the temporary closure beginning March 26, 2018, to complete a bridge re - deck project and stated there is one mile gravel road within the detour route, so staff will use magnesium chloride for dust abatement. Commissioner Freeman moved to approve said temporary closure. Seconded by Commissioner Cozad, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved.
