HomeMy WebLinkAbout20182288.tiffRESOLUTION RE: APPROVE COMMUNITY SERVICES BLOCK GRANT (CSBG) APPLICATION FOR DISCRETIONARY FUNDS AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Community Services Block Grant (CSBG) Application for Discretionary Funds from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, to the Colorado Department of Local Affairs, Division of Local Government, commencing upon full execution, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Community Services Block Grant (CSBG) Application for Discretionary Funds from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, to the Colorado Department of Local Affairs, Division of Local Government, be, and hereby is, approved. Request Board Approval of the Departments' Community Services Block Grant (CSBG) Application for Discretionary Funds. The Department is seeking discretionary funds through the Community Services Block Grant (CSBG). The Department of Local Affairs (DOLA) has announced an opportunity to apply for funds that were returned by CSBG grantees in Colorado that were unable to spend their allocation. The Department is applying for a one-time allocation of $52,549, to assist with the installation of showers at the new community Housing Navigation Center (HNC). Currently the HNC does not have showers, nor are there any community showers in Weld County. The HNC is the result of a collaborative effort between various community agencies to address the needs of area homeless. If awarded, these funds must be expended by September 30, 2018. Each year, initial discretionary investments fulfill annual commitments in the CSBG program to: • Fulfill an annual contract with the Colorado Community Action Association to: Provide training and technical assistance for the federal organizational standards, ROMA Next Generation and other special projects undertaken by the CSBG network as a whole. Provide scholarships to national, regional or local training events related to CSBG and community action. • Support leadership counties providing fiscal and administrative oversight for paired or multi -county service agencies. Other uses of discretionary funds: • At times, the program may allocate, with approval of the executive director of the Department of Local Affairs (DOLA), discretionary funds to support additional worthwhile projects that meet the federal objectives of the program and serve Coloradoans living at 125% Federal Poverty Level or below. Brief Project Description (1-2 sentences that can serve as a scope of work for the project): United Way of Weld County has partnered with several community agencies to open a Housing Navigation Center (HNC) for people experiencing homelessness that will also be used as a cold weather emergency shelter during the cold weather months. The HNC needs showers for men and women. Currently there are not community showers in Weld County where homeless individuals can be referred to shower. B. PROJECT INFORMATION 3 COLORADO Deparrrnetit or Luc -ii krtair; 1. Describe the project you are requesting funds for and the need for the project. The most recent Weld County Point -in -Time Counts have included 85+ people living out of doors or in a place not suitable for human habitation During the 2016-2017 cold weather center season, 369 unduplicated individuals stayed at the Weld County cold weather shelter, which was hosted at a former American Legion building During the 2017-2018 season, 363 duplicated individuals stayed at the shelter which was hosted at the current HNC location The Weld County HNC is being founded to help those experiencing homelessness to regain housing and to prevent those at -risk of homelessness from losing housing Co -located with other nonprofits including North Colorado Health Alliance. Immigrant and Refugee Center of Northern Colorado, and Sunrise Community Health Monfort Family Clinic (a federally funded community health center), the HNC 1) diverts people from homelessness by helping them return back to support networks and avoid the homeless services system 2) assists people in getting back into permanent housing as quickly as possible. 3) helps people maintain their housing with supportive services. 4) connects those experiencing homelessness with mental/physical health care, non -emergency shelter, and other long-term resources: 5) provides essential services to help people survive homelessness (overnight cold weather shelter. shower. laundry. mail collection etc ) and 6) offers space to numerous homeless serving providers to connect with those they serve. In the next year, the Housing Navigation Center is expected to serve over 500 nousenoias. $53.000 is the approximate cost to renovate the HNC and make it suitable for ongoing HNC activities This includes refinishing the floors and installing laundry farilit!es and showers The requested CSRO funds would be used to install Two shower stalls in existing bathroom • One ADA complaint stall in the men's restroom • One ADA complaint stall in the women s restroom • Added floor drain in each restroom • Timer control for each shower 2. Baseline data is being gathered against which performance will be further measured. 5. What is the timeline for implementation and completion of this project? The navigation center is scheduled to open no later than August 1. 2018. As soon as funds are acquired to complete the additional projects they will be scheduled and completed 6.
