GREELEY: coup.
The Weld County Council met in regular session in full conformity
with the Weld County Home Rule Charter at 915 10th Street, Greeley, '
Colorado, November 1, 1979 at the hour of 1:30 P.M.
ROLL CALL: The following members were present:
Robert Martin, President
Ralph Waldo, Vice President
Floyd Oliver, Councilmember

Cedric Hallock, Councilmember
Also present: 16 UNC students; 2 members of the press; and the
secretary, Beverly Thomas.
MEETING MINUTES: Floyd Oliver made a motion that the October 4, 1979
meeting minutes be approved as presented. Mr. Hallock seconded
the motion and it carried unanimously.
CORRESPONDENCE: Mr. Martin stated that the memo regarding the October 6,
1979 auction of road equipment showed that the sale was very profitable
for Weld County.
REPORTS TO THE PEOPLE: Mr. Waldo asked that this item be held over until
all Councilmembers were present.
SALARY FOR COMMISSIONERS: Discud'sion was held concerning the procedures
and timing for setting the Commissioners' salaries for 1983 and 1984.
It was determined that a meeting would be arranged with the Council •
and the County Commissioners to get the Commissioners input in this
matter. The secretary was instructed to secure information regarding •
the Commissioners' fringe benefits.
MEETING TIME RESOLUTION: Mr. Martin read the meeting time resolution that
was adopted on July 5, 1979. Mr. Hallock wished to change his vote on
the resolution. Ralph Waldo suggested that additions be made to the
resolution for consideration at the next meeting.
MEETING WITH COUNTY COMMISSIONERS: Mr. Martin stated that the Council had
met with the County Commissioners regarding compensation paid to
employees for use of personal vehicles and the use of County vehicles.
Ralph Waldo made a motion that in the opinion of the Weld County Council,
County employees using their own vehicles for County business should be
justly compensated. The proposal of the Board of Commissioners to
increase the reimbursement for mileage to employees of Weld"County,
Colorado using their own vehicles in carrying out County business to
16t per mile is not excessive. The County Council wishes to express its
appreciation to the Board of County Commissioners for their consulting
with the County Council in regard to this proposed change in policy.
Floyd Oliver seconded the motion and it carried unanimous)-

Cedric Hallock made a motion that whereas, the use of County vehicles
by County employees on off-duty hours has been the subject of much
criticism; and Whereas, the use of County vehicles by some but not
all County employees is unfair; and Whereas, the use of County
vehicles by County employees on off-duty hours should be eliminated
wherever possible; and Whereas, the Board of County Commissioners of
Weld County, Colorado, is considering adopting a policy forbidding
use of County vehicles on off-duty hours; and Whereas, the adoption
of such a policy is deemed desirable by the Weld County Council. Now,
Therefore, the Weld County Council does hereby urge the Board of •
County Commissioners of Weld County, Colorado, to adopt and enforce a
policy forbidding the use of Weld County vehicles by County employees
on off-duty hours. Ralph Waldo seconded the motion and it carried
unanimously.
COUNTY INSURANCE COVERAGE: Mr. Martin stated that the Commissioners are •
undertaking a study of the. acquisition of the County's insurance
coverage. They have requested that a Councilmember serve on the
committee to study the same. Floyd Oliver made a motion that Mr.
Martin met with the County Commissioners and the committee regarding
insurance coverage for the County. Ralph Waldo seconded the motion
and it carried unanimously.
' PURCHASE ORDERS: Floyd Oliver made a motion that vouchers 5217, 5219, 5220,
and 5221 be approved for payment. Ralph Waldo seconded the motion and
it carried unanimously.
There being no further business, the meeting was adjourned.
