Lew Branch, Manager Electric Wiring —Repairing —Engineering Service November 17, 1976 Weld County Inspection Department 1516 Hospital Road Greeley, Colo. 80631 Dear Sir; In regard to the Permits that you say are to be taken out every time we have a call in Weld County. More times than not people are out of heat or no power. If we have to take out a permit every time we do any service work in Weld County it will be impossible for us to make any calls because the cost would be prohibitive to the customer. The case in question was for us to hook up a furnace for Albert Rademacher in Weld County, so that they could have some heat before it got cold. What you are saying is, as soon as a Weld County resident needs 2 electric wires put together they have to pay you a minimum of $10.00 just to get some help from an electrician. The Rules and Regulations stipulate that a permit must be taken out before the work is to be done. When failure of a motor on a furnace or pump happens in the middle of the night, what are these people supposed to do? It is understandable that permits have to be taken out when there is major electrical work to be done. The people can expect this, but when you have to have an inspector check on every call that is made in Weld County, it is a waste of taxpayers money for the gasoline they would use in checking them out. It would be impossible and impracticle for all the Electrical Contractors in the city of Greeley, alone, to take out a permit and have it inspected for every thing other than installing a switch or receptacle. It would take quite a large crew to do the job. We are sending copies of this letter to the Commisioners, as we feel that under these conditions, you would be doing Weld County residents an injustice by having to have an inspection on all work done, when most of the work is done by Journeymen, who have had several years experience. Gwin , Manager RE : Your letter of November 17 , 1976 Dear Sir : I have been requested by the Weld County Board of Commissioners to answer the above letter . 1 ) The County does not require permits on service work , which is the repair- ing of existing wiring and/or electrical installations . 2) The Eva Rademacher permit was for a new electrical furnace hook-up consisting of approximately 20 feet of 14-2 Romax wire , a fuse switch , a junction box and some thermostat wire . As this is an installation , a permit and inspection is required . There was no emergency at this time , as the temperatures were in the high 60 ' s and . the house was empty . The installation consisted of more than hooking two wires together . 3) The rules and regulations stipulating a permit must be taken out before the work is done is a State Electrical Board rule , as well as a Weld County rule . Page 2 4) Permits are required for new installa- tions as well as major electrical work . 5) As for inspections for electrical in installations and major electrical work , the record shows that whoever does the work ; jorneyman , apprentice , etc . , code violations are still being found and corrections are necessary to bring them to code . If an emergency exists at night on a furnace or pump , it would appear to be a service call and should be taken care of . If major work is required , it still should be corrected at this time , and a permit taken out and the work inspected as soon as possible . Fur- nace controls and pumps are potentially dangerous equipment . See State Electrical Board Newsletter May 1976 issue ; concerning pumps . There is no taxpayer money involved in the operation of the Inspection Department , as we are self support- ing . As for time , an inspector is in the area every day . As far as Greeley ' s permits and operations are concerned , we cannot answer how this is handled , but from the cooperation we receive from the Greeley Electrical Contractors , it seems fair to assume that electrical installations and major electrical works within the City have permits and are inspected to code . The Weld County Building Code embodies the National Electrical Code 1975 , along with the Electrical Board Newsletters which you receive . The Electrical Code and the portions of the Newsletter involving instal - lations and procedures will be enforced in Weld County , the unincorporated towns of Weld County , and the incorporated towns of Weld County which we perform the electrical inspections by the towns request .
