BOX 922, EATON, COLORADO 80615 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners of Weld County, Colorado held a public hearing on the 11th day of July, 1979 at the hour of 2 : 00 o' clock p.m. in the Chambers of the Board of County Commissioners for the purpose of hearing the application of Harper Livestock Company, P.O. Box 922, Eaton, Colorado 80615, for the granting of a Special Use Permit for a sheep feedlot on the following described real estate, to-wit: A parcel of land located in the Southeast Quarter (SEQ) and the Northeast Quarter (NE4) of Section 27, Township 7 North, Range 65 West of the Sixth Principal Meri- dian, Weld County, Colorado, more particu- larly described as follows: Commencing at the Southeast Corner of Section 27, Township 7 North, Range 65 West of the Sixth Principal Meridian, where is found a three-quarter (3/4) inch diameter pipe with plastic plug inscribed "P.E. L.S. 4112; " thence North 89°55' West along the South line of said Section 27, a distance of 1, 620. 67 feet to the True Point of Beginning; Thence North 01°41' West, a distance of 1, 927. 35 feet; Thence North 89°55' West, a distance of 409. 37 feet; Thence North 01°41 ' West, a distance of 1, 055. 25 feet; Thence North 89°55' West, a distance of 342. 41 feet; Thence South 10°05' West, a distance of 1, 358. 52 feet to a point on the centerline of said Section 27; Thence South 01°41 ' East along the centerline of said Section 27 , a distance of 1, 242. 38 feet; Thence South 85°05' East, a distance of 284. 75 feet; Thence South 01°41' East, a distance of 377. 71 feet to a point on the South line of said Section 27; Thence South 89°55' East along the South line of said Section 27, a distance of 745. 92 feet to the True Point of Beginning. Said parcel of land containing 53. 72 acres more or less and being subject to any ease- ments or rights-of-way legally acquired. 7 )0,4.7 3 WHEREAS, the petitioner was present, and WHEREAS, evidence was presented in support of the granting of the Special Use Permit for a sheep feedlot on the abovedescribed real estate, and WHEREAS, Section 3. 3 (E) (2) of the Weld County Zoning Resolu- tion authorizes such a use in an Agricultural District upon approval by the Board of County Commissioners, and WHEREAS, the Board of County Commissioners of Weld County, Colorado heard all of the testimony and statements of those present, has studied the request of the petitioner and the recom- mendations of the Weld County Planning Commission and all of the exhibits and evidence presented in this matter, and having been fully informed, is satisfied that the request fora Special Use Permit for a sheep feedlot on the hereinabove described real es- tate, conforms to the pruposes of Section 3. 3 (E) (2) of the Weld County Zoning Resolution. NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners that the application of the petitioner for a Special Use Permit for a sheep feedlot on the hereinabove described tract of land be, and hereby is, granted subject to the Development Standards contained in the Special Use Permit. BE IT FURTHER RESOLVED by the Board that the reasons for approval contained in the Planning Commission recommendations dated May 15, 1979 be, and hereby are, adopted as findings of fact of the Board of County Commissioners in this matter. The request agrees with the Weld County Comprehensive Plan. It is the opinion of the Planning Commission that this proposed operation is in compliance with the provisions of Sections 3 .3 .E. 2. and 6 . 1 (4) of the Weld County Zoning Resolution. The proposed use will be compatible with the surrounding area, in harmony with the character of the neighborhood and existing agricultural uses , compatible with the future development in the area and will not adversely affect the health, safety and welfare of the inhabitants of the area and the county. This determination is based upon the following : A. The request is to establish an agricultural enterprise in the Agricultural Zone District with existing land uses being predominantly agricultural . B. The sheep feedlot with the associated management practices as outlined and controlled in the Development Standards will make this operation compatible with the surrounding area by minimizing any potential adverse impacts . C. The following referral agencies have reviewed this request and have set forth no objections to it : A. The Weld County Extension Service B. The Town of Eaton Planning Commission C. Eaton Fire Protection District D. The West Greeley District of the Soil Conservation Service D. The Weld County Engineering Department has no objections provided the access culvert has a minimum diameter of 15 inches . The Planning Commission recommendation for approval is conditional upon the following : 1 . The attached Development Standards being recommended and adopted for the Special Use Permit. 2. No building or electrical permits shall be issued-for Special Use Permit area until the Development Standards for the Special Use Permit have been placed on the Special Use Permit plat and said plat has been delivered to the Department of Planning Services office. . / • a • Comments: To date our office has received 8 letters in opposition, 4 of which are from surrounding property owners residing within 500 feet of the applicant ' s property. We have also received a petition with 28 signatures in opposition to the request for a sheep feedlot (6 individuals are surrounding property owners within 500 feet of the applicant ' s property) . Also, the applicant has submitted a petition form with 10 signatures in support of the request . The Weld County Planning Commission held a scheduled meeting on May 15 , 1979 in the Weld County Centennial Center County Commissioners Hearing Room, first floor, 915 10th Street, Greeley, Colorado. All present cast a unanimous vote of "aye" to accept the minutes. SE* SW*, Section 10, T5N, R66W LOCATION: Adjacent to the west side of Aims Community College, north side of 20th Street APPEARANCE: Jay Freese DISCUSSION: Mr. Freese stated that it was not discovered until after the subdivision was applied for that part of Outlot "A" overlaps the Hiland Knolls Subdivision which was recently approved by Weld County. This request is for a vacation of part of Outlot "A" . Tom Honn then read the staff ' s recommendation for approval . NW4 SW4, Section 17, T1N, R66W LOCATION: Approximately 1z miles south of Fort Lupton, east side of old U.S. Highway 85 APPEARANCE: Sam Telep DISCUSSION: This item was continued from the May 1, 1979 Planning Commission meeting for a field trip to be taken individually by the members to see the site and also so that someone from Fort Lupton could reply to their letter or be present at this hearing for clarification on their decision to deny the request . Tom Honn first stated that the Comprehensive Plan was adopted by the City of Fort Lupton in February of 1969 . It was revised in 1973 which the City is currently using as well as the County Planning staff . , Planning Commission 1 utes Page 2 May 15 , 1979 Sam Telep stated that it is hard to address a comprehensive plan when it was never adopted under the law. Rose Bowles , City Administrator of the Town of Fort Lupton, confirmed the adoption of the comprehensive plan as stated by Tom Honn previously . She also stated that the Fort Lupton Planning Commission voted to deny the change of zone request . Discussion followed regarding why the Town objected to the change of zone request . Corky Calder of the Fort Lupton Planning Commission stated that the Fort Lupton comprehensive plan restricts movement to the west . Development should move west and south. Russ Anson commented on the legality of the Fort Lupton comprehensive plan stating that the Weld County Planning Commission is not bound to the decisions of Fort Lupton and can presume the plan is valid. Rose Bowles read into the record the minutes of the Fort Lupton Town Board meeting which stated that the plan was adopted on February 14 , 1969 . Discussion again followed. MOTION: Be it therefore resolved to recommend denial based on the staff ' s recommendation to the Board of County Commissioners. Motion by Fred Otis, seconded by Irma White . A vote of "aye" was cast by Irma White, Jerry Kiefer and Fred Otis . A vnote of "no" was cast by Jim Gilbert and Frank Suckla. Abstention votes were cast by Percy Hiatt and Ben. NW4i Section 22 , T6N, R67W LOCATION: Southeast corner of the intersection of Highways 392 and 257 APPEARANCE: Phillip W. Kennedy DISCUSSION: This item was also continued from the May 1, 1979 Planning Commission meeting for clarification from the State Highway Department regarding their recommendation for this request . Wally Jacobson of the State Highway Department stated that in reviewing the request they would like to amend their previous recommendation in that the additional 12 ' will not be needed. The existing acceleration lane should only extend to the proposed driveway and an appropriate taper be made on the east bound lane of 392 . For service in the future and as a result of a meeting with the Town of Windsor, a 16 ' median and 4 lanes will be utilized. Jim Gilbert then brought up the subject of the traffic flow at the intersection of 392 and 257 stating that something should have been done long before Mr. Kennedy ' s proposal to help the situation . Ruth Fidino, Town Planner for the Town of Windsor, stated that she agreed with the traffic problem but that Mr. Kennedy ' s proposed use will add more problems . Also that something should be worked out between Mr. Kennedy and the State Highway Department to share the cost of the improvement . Mr. Kennedy then commented that he did not feel the traffic flow would affect the traffic flow that much. Discussion followed regarding any possible impacts that could result at the intersection. MOTION: Be it therefore resolved to recommend approval to the Board of County Commissioners based on the staff ' s recommendation with the elimination of the State Highway Department ' s recommendation. Motion by Jim Gilbert , seconded by Irma White. A vote of "aye" was cast by Jim Gilbert , Frank Suckla, and Irma White. A vote of "no" was cast by Fred Otis and Jerry Kiefer. An abstention vote was cast by Ben Nix and Percy Hiatt . Harper, first gave a short presentation regarding Mr . Harper ' s experience in the livestock business . He stated that he has been in the sheep business for 19 years iand has been involved in the livestock industry all his life and that he will not only be the seller of the sheep , but the owner of the business as well . He will be living on the premises . Tom Norton , engineer, then explained how the operation will be operated by the use of a map '5 presentation. He also stated that drainage will be west and picked up in a settling pond. The water from the storage pond will be utilized for irrigation . He then went into a great amount of detail in explaining the pollution control measures that will be utilized on the site and read into the record a letter in response to the Weld County Health Department as { regards wastewater retention, other permits required, noise levels and fly and mosquito control . Tom Honn read the staff ' s recommendation for approval and the Development Standards. John Hall of the Weld County 1 Health Department expressed concern regarding the sealing of the lagoon I and what measures will be taken regarding this . Mr. Norton stated that Ia proposal for sealing the lagoon has been proposed to the State Health Department , but they have not yet received anything back from them. Mr. Hall stated if their proposal poses no problem to the State Health Department , then the County Health Department would have no problem either with it . The floor was then opened to anyone who wished to express their opinion regarding the request . At this time Cynthia Berthurum expressed concern regarding fugitive dust and odor. Gene Inloes of the Weld County Extension Service responded to her concern about fugitive dust in that there will be dome dust at certain times throughout the year depending on the management and housekeeping of the operation and the amount of rainfall . Orville Green stated he was concerned about flooding of Owl Creek and Lone Tree Creek as did Eugene Clark. Jim Davis was concerned about flooding, pollution and decrease in his property value. Mrs . Berna Scott was concerned about dust and odor as she now has three feedlots surrounding her property. Alfred Miller, owner and operator of the feedlot to the west , stated he was in favor of the proposal and feels the applicant will manage the operation very well and follow all rules and regulations as required. The range will have a 5 trap layout with a clubhouse and will eventually expand to a 9 trap layout on 36 acres of property . The property is not suitable to farming. Access will be from County Road 74 . The noise level will be low. Discussion followed regarding the regulation of shell loads . Tom Honn then read the staff ' s recommendation for approval and the Development Standards . He then stated that the staff had raised two subjects of concern in the Development Standards . These concerns were the landscaping around the area and the four consecutive days of operation . Mr. Hall stated they would prefer not having shrubbery on the north side of the range as it is distracting to shooters and does not really provide a good sound barrier . Also, most shoots only last 2-3 days at the most . The staff ' s Development Standards state no longer than four consecutive days. Discussion followed. John Hall of the Weld County Health Department stated that a noise study was conducted on the site with a reading of slightly over the required noise level . However, off the site the reading is acceptable. Jim Gilbert stated he had site reviewed the property and feels this would be a tremendous asset to the area and of great benefit to the County. Steve Theede then stated that effective immediately there will be no night loading. This has been done on a somewhat limited basis and will now be discontinued. He stated there is a concrete driveway which was installed in 1978 . There is gravel on both sides of the road. They felt they have met the intent of the stipulation in the Special Use Permit as regards paving. Trees were planted around the perimeter of the site , but since there' is no water on the property most of them have not survived. They have installed some aluminum lattice work in the woven wire fence as an alternative to the visual screening. There are three meter manifolds on the site instead of one as stipulated. They feel this allows traffic to get unloaded faster and get off County Road 21 . Bob Johnson, safety coordinator and registered engineer for Continental Pipeline Company, briefly reviewed the safety precautions at the facility . He also explained the alarm system that is utilized and how the system failed when the spillage occurred. Jack Berger, Jr. and Jack Berger, Sr. both again expressed their feelings in that they cannot believe anything Continental Pipeline Company says they will do. They also expressed concern regarding safety of the condesate and because Weld County has no fire code and therefore no authority. The applicant then decided it would be best if the application were withdrawn at this time . The Special Use Permit area shall be maintained in such a manner so as to prevent soil erosion, fugitive dust , and the growth of noxious weeds. 3. All phases of the operation shall comply with all County and State Health Standards and Regulations pertaining to air quality, water quality, noise emission, and sanitary disposal systems. 4 . Lagoons for wastewater retention shall be installed as per Rules and Guidelines for Water Pollution Control at Livestock Confinement Areas issued by the Colorado Department of Health, May, 1968 . The applicant shall be responsible for any additional applicable directives or guidelines issued by the Colorado Department of Health Water Pollution Control Division . 5 . All accesses shall have the approval of the Weld County Engineering Department . All accesses shall be constructed in accordance with the recommendations and/or requirements of the Weld County Engineering Department . 6. An emission permit from the Colorado State Department of Health for the future feed mill shall also be obtained prior to construction. 7. There shall be no discharge of wastes into any streams, other bodies of water, or adjacent drainage systems without obtaining a National Pollution Discharge Elimination System Permit from the Colorado Department of Health. 8. The Special Use Permit shall be limited to the plans shown hereon and governed by the Development Standards stated above and all applicable Weld County Regulations . Their work will include feeding, shipping, receiving, housekeeping, accounting, and veterinary care . Fences which surround the entire area will minimize safety hazards to the general public . Safety is stressed by the management for all feedlot operations . The external traffic will average one tractor trailer unit (every other day) to handle shipping and receiving of animals and feed. The interior traffic will consist of mobile feed trucks which operate throughout the normal working day; plus pickups, end loaders, dump trucks and a grader which will maintain roads and remove manure . The proposed operation will be established with pollution control as a prime consideration. Water pollution will be eliminated by the containing of all drainage for use in land applications . Air pollution will be controlled by maintaining moisture in the surface of the feedlot; this minimizes the dust during extremely dry months . In addition, high moisture feed is used to eliminate dust. Odor pollution is inherent with any feedlot; however, in this operation odor will be controlled by good housekeeping operations such as cleaning pens at least twice a year and maintaining the manure storage area in a dry condition. zoo The sewage system will collect all drainage within the feedlot area, which includes the loading area, receiving pens, holding pens, shearing shed, manure storage area, feed pens and roads . The runoff will be held in a storage pond after allowing the solids to settle out in a settling pond. The water from the storage pond will then be utilized for irrigation. The manure will be stored in the manure storage area and then either commercially sold or spread on company fields . The potable water supply is furnished by the North Weld County Water District. Harper Livestock Company has agreed to help with expansion of the distribution system to their facili- ties and there is no reason to question the continued use of this water. (See attached letter. ) There is no need to improve roads beyond normal maintenance which is conducted by Weld County. One additional access is required for this permit, which will require a 12 inch diameter culvert, 70 feet long. Aa> ti' ENGINEERING REPORT HARPER LIVESTOCK COMPANY FEEDLOT POLLUTION CONTROL SYSTEM PURP OS E The purpose of this report is to describe the environmental conditions and limitations under which a pollution control facility can be constructed which will meet existing governmental standards while minimizing the effect on the surrounding area. OBJECTIVE The objective of the project is to design and construct an operational facility in accordance with the requirements of Weld County, the State of Colorado, and the National Pollution Dis- charge Elimination System (NPDES ) . The system should be simple to operate and should utilize existing facilities while minimizing both original cost and operation and maintenance expenses . EXISTING CONDITIONS The Harper Livestock Company farm is located one-half mile north and three miles east of Eaton, Colorado in the Southeast Quarter (SE4) and West Half (W2) of the Northeast Quarter (NE4) of Section 27, Township 7 North, Range 65 West. The farm is north of Weld County Road 76 and contains approxi- mately 24.0 acres, 170 of which are presently being farmed, with the other 70 acres being used for pasture and buildings . The general slope of the ground is to the west with a low area being near the center of Section 27 . Existing ditches intercept irrigation runoff and carry it to a man-made pond in this low area. The existing pond has a capacity of 0 .72 acre feet. The water from the pond is pumped by a 600 gpm sump pump to the irrigated farmland. Natural surface waters in the general area are Owl Creek and Lone Tree Creek. Owl Creek flows south along the west boundary of the property to the center of Section 27 and then flows south and southwesterly away from the farm and joins Lone Tree Creek in the Southwest Quarter (SW4) of Section 27 . Potable water for residences in the area is provided by North Weld County Water District. The only known wells, which are one-half mile or more downstream of the existing ponds, are used for irrigation and livestock. There are two wells on the property, one which is in the West Half (W2) of the Northeast Quarter (NE4) and is used for irrigation. The other well, which is in the southwest corner of the property is not used. Both of these wells are upstream of the existing pond . The soils in the area are loam and sandy loam. They are generally well drained. The soil in the area of the proposed feedlot is Otero sandy loam and Kim loam. The soil in the area of the proposed runoff containment ponds is a Haverson loam. The soil at the bottom and around the sides of the existing pond is a clayey silt. It appears that the existing pond has nearly qe t) sealed off and that very little water is lost through percolation. Attached as an appendix to this report is the Soil Conservation Service comments on the soils in the area. The water elevation of the Creek is normally two foot below the bottom of the existing pond. It is expected that the ground water elevation will be at or below the Creek elevation except in the area of the pond where a groundwater mound will develop . DESIGN CRITERIA The proposed feedlot area will consist of six receiving pens which are 80 feet by 100 feet, ten feeding pens which are 80 feet by 300 feet, and one feeding pen which is 160 feet wide on the east side, 80 feet wide on the west side , and 300 feet deep . These pens are proposed for the first stage of construc- tion with an equal area of pens proposed for future construction. The total area of the first stage would be approximately 15 .5 acres including receiving pens, feeding pens, runways, feed lanes, holding pens, shearing shed, loading shutes, and manure storage . The total area of first and future stage construction combined would be approximately 30 acres . The remaining area in the special use permit area would be used for ditches, roads, containment ponds, and construction. The feeding pens would hold 1 , 000 to 1 ,200 sheep and the smaller receiving pens would hold 500 to 600 sheep. The first s stage feeding operation would have a maximum of 15, 000 sheep. The first and second stage feeding operation combined would handle 30, 000 head. These figures allow in excess of 20 square feet per sheep. The total area above the feedlot area, which could con- tribute runoff into the storage pond, is approximately 130 acres of pasture and farmed ground. About 45 acres is pasture and the remaining 85 acres is farmed . The combined runoff for this area would be 7 .7 acre feet for a ten year, 24 hour storm, and 9 .9 acre feet for a 25 year, 24 hour storm. The runoff from the feedlot area will be intercepted by a ditch which would carry the wastewater to a settling pond and then to a storage pond. The wastewater would be pumped out of the storage pond up to the farmland for irrigation. The calculations for the runoff from the feedlot are based on the SCS method using the following design criteria: 10-year, 24-hour precipitation: 2 .6 inches 25-year, 24-hour precipitation: 3 .0 inches Feedlot Base : Earth Hydraulic soil group: B Curve No . 91 Total area of feedlot and appurtenances : 30 acres 10-year, 24-hour runoff: 1 .70 inches 25-year, 24-hour runoff: 2 .07 inches This runoff from the fully developed feedlot area would be as follows : 10-year, 24-hour storm runoff: 4.25 acre feet 25-year, 24-hour storm runoff: 5.18 acre feet The settling pond as shown on the plans has a capacity of 0.37 acre feet. The liquid depth of the pond would be about 3 .5 feet during the 25-year storm. The pond can be drained for cleaning by opening the sluice gate on the overflow structure . The settling pond and collection ditch will normally be cleaned twice a year and after a large storm which would cause a lot of sediment to be deposited. The dikes of the settling pond are on a 3 :1 slope and the open end of the pond is on a 10:1 slope for cleaning access . The storage pond has a capacity of 6.4 acre feet when the liquid level is at the high water elevation of 4910 . This pond also has an overflow structure such that a large storm in excess of the 25-year storm would not wash out the dikes . The runoff retained in the storage pond would be pumped out of the pond by the existing 600 gpm pump. 4 l,, Nji The facilities previously described, both existing and proposed, are shown on the enclosed plans . SUMMARY The purpose and objectives can be accomplished with proper consideration of the present land use within the surrounding area. No adverse environmental effects are anticipated from the proposed feedlot or water pollution control facilities as described in this report and shown on the plans . The runoff containment facilities are designed in excess of a 25-year, 24-hour storm and therefore there should not normally be any discharge of polluted waters . I have reviewed the above request and have the following comments. Soils: The soils in the subject area are compatible with the intended use. Site drainage plan: The design criteria as presented with the application is consistent with State Health Department standards and policies, and seems feasible. The calculated capacity for storage for 10 year/24 hour and 25 year/24 hour storm frequencies are reasonable. The calculated channel capa- city for intercepting storm runoff from adjacent cropland and routing it around the feedlot needs to be increased to handle peak flow of 64 CFS for a 25 year/24 hour storm. I have discussed this matter with Robert Norton, an engineer with Norton, Underwood and Lamb, who prepared the design. They have provided a change in design for the channel to correct this condition. All other aspects of the surface drainage plan seem feasible and reasonable. Floodplain: The feedlot and storage ponds are located in the Owl creek drainage. The storage ponds are located close to a natural stream channel and may be subject to flood action under abnormal storm flows. There is no floodplain study information available for Owl creek. Therefore, there is not concrete evidence as to where the floodplain line may occur. The design for the site has included the installation of a dike around the north and west side of the storage pond for flood protection. Without floodplain study information, one can only assume that the intended dike will provide the necessary protection. ncere y, Ronald D. I appreciate the cooperation I received through the planning department. Harper Livestock Company's proposal is well thought out and would probably be one of the more efficient operations of its kind; however, as is stated in the proposal, odor is inherent with any feed lot. Also inherent with any feed lot is a lot of dust; and I understand with sheep, continuous noise. The nice, quiet summer nights of open windows to soft breezes from across the fields, one of the reasons we moved to the country, would certainly be jeopar- dized and, not having built our home with air conditioning this becomes a real concern. Of further concern to us are the potential effects of the holding pond. First, how can the seepage and other drainage from pens be kept from polluting the stream which meanders through that property? Second, how will the breeding of insects, especially mosquitoes and flies, be controlled? Third, even with re- moval of the solid matter and it's storage with the other dry manner, _how much odor would be "reasonable" to expect? Aside from speculation, the value of our property, in which we have put our resource as well as our dreams, and for which we all work hard to keep and im- prove, will definitely decrease. This is evidenced by the recent contract on the 20 acre parcel in our association which was withdrawn upon learning of the proposed feed lot. These potential neighbors planned to build immediately which would have improved all property values in the area, which in the last five years has seen the completion of four (4) new homes and two other are currently under construction. Thus, the Harvey R. Greens (parcel #10), wish to express opposition to the Harper Livestock Company's proposal and urge that the special use permit be denied. It is my strong hope that the staff of the Planning Department and members of the Weld County Planning Commission will keep in mind that the acre- ages where we own property, along with the Mostuses, Gablehouses, Scott's, Burtrum's, and others were approved as "estate acreages" on which we pay a premium property tax. Surely there is some obligation to those of us who pur- chased land and built our homes where the closest feet lot of any size was over a mile away. 4 - 2 - Thank you for consideration of our concerns. We live in the J. J. Davis subdivision which is directly accross from the area in question. Since this subdivision was approved by the planning commission, we cannot understand how a large sheep feedlot could be a credit to our community since we are in direct line with the wind currents . In this area , we have tp be very careful with our ground r it will blow very badly. I can just see the cl. uds of dust hanging over such a facility and the sand will surely blow when we have strong winds such as we get in this area . Our oldest daughter suffers from allergies and I am sure this will make her life even more miserable. A 19 acre partial of land is for sale adj,,ining ours to the west. An attorney made an offer on the land but withdrew his bid when he found out there was an application for the feedlot. No one would cho3se to live next to such an operation. Expansion to the North would be on the other side of Owl Creek with a definate drainage problem to the Creek. Furthermore, it would be in my front yard. 2. It would appear there would be added polution to Owl Creek and in the event of a flood condition, it would be impossible to restrain the water from the feedlot causing added polution and result in a real mess. 3. Norton, Engineer Norton, Underwood & Lamb 1020 28th Ave. , Suite 205 Greeley, Colorado 80631 The following comments are in relation to your request for soil information for a sheep feedlot in the WZSE4 of Section 27, Twp. 7N, Range 65W, Weld County, Colorado. The area is primarily comprised of three soil types: Otero sandy loam, 3 tc 5 percent slopes (53-C) ; Kim loam, 1 to 3 percent slopes (X53-B) ; Haverson loam, 0 to 1 percent slopes (30-A) ; and a small area of Olney fine sandy loam, 1 to 3 percent slopes (21B-B) on the eastern side. All soil types are deep and well drained. This should provide conditions suitable for a feedlot operation. The Otero, Kim and Olney soils have a limited use for animal waste lagoon systems as they exhibit moderate to rapid permeability in the substratum which may cause ground water contami- nation. The Haverson soil is primarily located in the flood plains of streams which limits use for animal waste lagoon systems due to flooding potential and possible contamination of surface waters. The best soil type to locate an animal waste system on would be the Kim soil, as it has a greater potential for sealing of the bottom to stop seepage. The enclosed soil map and soil descriptions should provide further informa- tion. An on-site investigation was not made as a part of this request. If site conditions are different from those described above and in the soil descriptions, an on-site investigation should be made to determine exact site conditions. It formed in mixed outwash and eloian deposits. Included in this unit are some soils with loam and clay loam underlying material. . Also included in mapping were some areas with sandstone and shale above 60 inches. Typically the surface layer is -brown sandy loam about 10 inches thick. The underlying material, to a depth of 60 inches, is a pale brown calcareous fine sandy Permeability is-rapid.- Available water-capacity is moderate. Effective _ _ rooting depth is 60 inches or more. Surface runoff is medium and erosion hazard is low. This soil is used almost entirely for irrigation and is- suited -to the -- =- commonly -grown -crops in the- area. However,- perennial. grasses and alfalfa- --- - or close growing. crops should--be= grown at-least--50 per-cent=of- the time.-- Close grown grown crops and pasture can be irrigated with contour ditches and corrugations. Furrows, contour furrows and cross slope furrows will work on row crops. Sprinkler irrigation is also recommended. Minimum tillage and crop residue utilization will help control erosion. Fertility maintenance is important. Crops grown on these soils respond to fertilizer applications of phosphorus and nitrogeA. (C The potential native vegetation of this soil should be based on taking half and leaving half of the total annual production. Seeding is advis- able if range is in poor condition. Sand bluestem, sand reedgrass, switchgrass, sideoats grama, blue grama, pubescent wheatgrass and crested wheatgrass are suitable for seeding. The grass selected should meet the seasonal requirements of livestock. For successful seeding, a clean, firm, sorghum stubble-prepared the growing season prior to seeding- or a firm, prepared seedbed and grass drill should be used. Early spring seeding has proven most successful. Windbreaks and environmental plantings are generally suited-to=-this soil. Soil blowing is the principal hazard to--establishing trees and shrubs. This hazard can be overcome by cultivating only in the tree row and by ( leaving a strip of vegetation.between the rows. Supplemental irrigation \ may be necessary at the time of planting and during dry periods. It has excellent potential for urban and recreational development. Lawns, shrubs and trees for beautification will do well. Capability subclass IIIe irrigated VIe nonirrigated Sandy plains range site El • • (C { ') 7 - Olney fine sandy loam, 1 to 3 percent slope This is a deep, well drained soil on gentle plains at elevations of 4600 to 5200 feet. Typically the surface layer is grayish brown fine sandy loam about 10 inches thick. The subsoil is yellowish brown to very pale brown fine sandy clay loam about 14 inches thick. The substratum, to a depth of 60 inches, is calcareous fine sandy loam.= -- - - Permeability is moderate. Available water capacity is moderate. Effective rooting depth is 60 inches or more. Surface runoff is medium (' and erosion hazard is low. Where irrigated this soil is suited to all crops adapted to this area, including corn, sugar beets, beans , alfalfa, small grains, potatoes • and onions. An_example -of a suitable cropping system is alfalfa 3 to 4 years followed by corn, corn for silage , sugar beets , small grain, beans and back to alfalfa. Some conservation practices such as land leveling, ditch lining and pipelines may ae needed for proper water application. Barnyard manure and commercial fertilizers are needed for top yields along with maintaining good organic matter content. --� J In nonirrigated areas this soil is suited to winter wheat, barley and sorghum. Most of the area is devoted to winter wheat which is alternated with summer fallow to allow moisture accumulation. Normally, precipi- tation js too low to make beneficial use of fertilizers. Good cultural practices such as stubble mulch farming, strip cropping and minimum tillage are needed to combat wind and water erosion. Terracing may also be needed to control water erosion. - The potential native vegetation on this site is dominated by sand blue- stem, sand reedgrass and blue grama. Needle-and-thread, switch grass, sideoats grama and western wheatgrass are also prominent. Potential production ranges from 2200 pounds per acre in favorable years to 1800 pounds per acre in unfavorable years. When range condition deteriorates, sand bluestem, sand reedgrass and switchgrass decrease and blue grams, sand dropseed and sand sage increase. Annual weeds and grasses invade the site as range condition becomes poorer. Management of vegetation on this soil should be based-on taking half and leaving half of_ the total annual production: Seeding is advisableif : __ _ - range is in poor condition. It formed in mixed eolian deposits and parent sediments from a wide variety of bedrock. Included in this unit are some soils that have sandy loam or loamy sand underlying material. Typically the surface layer is a brown to pale brown loam about 12 inches thick. The underlying material is a light clay loam or loam about 28 inches thick. The substratum, to a depth of 60 inches is a loam or fine sandy loam. Permeability is moderate. Available water capacity is high. Effective rooting depth is 60 inches or more. Surface runoff is medium and erosion thazard is low. Where irrigated this soil is suited to all crops adapted to this area, including corn, sugar beets, beans, alfalfa, small grains, potatoes and onions. An example of a suitable cropping system is alfalfa 3 to 4 years followed by corn, corn for silage, sugar beets, small grain, beans and back to alfalfa. Undesirable wees and annuals invade the site as range condition becomes poorer. Management of vegetation on this soil should be based on taking half a.3 leaving half of the total annual production. Seeding is advisable if range is in poor condition. Sideoats grama, little bluestem, western wheatgrass, blue grama, pubescent wheatgrass and crested wheatgrass are suitable for seeding. The grass selected should meet the seasonal requirements of livestock. It formed in stratified calcareous alluvium. Included in this unit arc some soils that have fine sandy loam and sandy loam underlying material. Also included are some soils that have sand and gravel above 40 inches . Typically the surface layer is grayish brown loam about 3 inches thick. The underlying material, to a depth of 60 inches , is a loam stratified with thin lenses of loamy sand and clay loam. Permeability is moderate. Available water capacity is high. Effective rooting depth is 60 inches or more. Surface runoff is slow and erosion hazard is low. This soil is used almost entirely for irrigation and is suited to all crops adapted to this area , including corn, sugar beets , beans , alfalfa, :,mall grains and onions.
