RE: AUTHORIZATION TO TAKE IMMEDIATE REMEDIAL ACTION REGARDING
THE DISPOSAL OF SOLID WASTE AT THE GROVER AND HEREFORD
WASTE DISPOSAL SITES.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County,
Colorado has been notified by the Colorado Department of Health
that there are certain deficiencies in solid waste disposal sites
in Northeastern Weld County, and
WHEREAS , the Weld County Department of Health has further
notified the Board of County Commissioners that said Department
is in support of the State Department of Health's position, and
has further listed several remedies for the problems at the
Grover and Hereford, Colorado sites , as well as other sites in
Northeastern Weld County, and
WHEREAS, it has been determined by the Board of County
Commissioners of Weld County, Colorado that it would be in the
best interest of Weld County to take immediate remedial action
at the Grover and Hereford disposal sites by sending the County
Engineer and Road and Bridge staff out to cover up the trash and
remedy the water level at the Grover and Hereford, Colorado sites.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado, that immediate remedial action
hereby be taken at the Grover and Hereford waste disposal sites .
The above and foregoing Resolution was , on motion duly made
and seconded, adopted by the following vote on the 3rd day of
August, A.D. , 1977.

RE: Solid Waste Disposal in Grover and Herefor Areas
Attached you will find letter from the Colorado Department of Health dated April 25
pointing out the fact that solid waste disposal. sites in northeastern Weld County
are not meeting minimum standards because of deficiencies in adequate cover.
The purpose of this memo is to place our department on record in support of the state
position.
Since Grover and Hereford , as well as other sites in northeastern county, are
undesignated sites, our first recommendation would he for the county to initiate a
container system for Grover and Hereford with later inclusion of other northeast
county sites.
The only feasible alternative to this system would be to undertake development of
designated areas for operating sanitary landfills in compliance with state statutes .
This would require funds to purchase land, equipment and manpower.
The department requests that the commissioners take any remedial action which will
meet the urgency of the present situation. We are available for further assistance

Dear Mr. Paul :
Please find enclosed a copy of the latest annual inspection for the
Grover Solid Waste Disposal Site . You will notice that this facility
fails to meet minimum standards because of the lack of adequate cover
and because the solid waste is being dumped directly into water.
Unsatisfactory solid waste disposal is a problem not only in Grover but
in all of Northeastern Weld County, with undesignated disposal sites
existing near Briggsdale , New Raymer, and Herford. Due to the large area
which has no adequate method of solid waste disposal I feel that your
Department, the State Health Department, The Weld County Commissioners , and
the Communities involved should attempt to find a solution to this problem.
Perhaps a container system would be worth consideration.
The situation cannot be allowed to continue , and I am reluctant to take
enforcement action on these sites without trying to find a more satisfactory
solution to the problem. Therefore it would be appreciated if you could
supply this Department with any information you have regarding solid waste
