HomeMy WebLinkAbout20182215.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JULY 16, 2018 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, July 16, 2018, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair Commissioner Barbara Kirkmeyer, Pro -Tern - EXCUSED Commissioner Sean P. Conway - EXCUSED Commissioner Julie A. Cozad Commissioner Mike Freeman Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick and Amanda Petzold Controller, Barbara Connolly • MINUTES: Commissioner Freeman moved to approve the minutes of the Board of County Commissioners meeting of July 11, 2018, as printed. Commissioner Cozad seconded the motion, and it carried unanimously. U. CERTIFICATION OF HEARINGS: Commissioner Cozad moved to approve the Certification of Hearings conducted on July 11, 2018, as follows: 1) USR18-0020 - Shawn and Susan Wiant, 2) USR18-0024 — Dyanna Godfrey, Nancy Knauf and Eldon Knauf, do Discovery DJ Services, LLC, and 3) USR-1285 — A-1 Organics, Rattler Ridge Organic Recycling Facility, WJW Properties, LLC, dba A-1 Organics, do Bob Yost and Chris Skelton. Commissioner Freeman seconded the motion, which carried unanimously. El AMENDMENTS TO AGENDA: There were no amendments to the agenda. El CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed. Commissioner Cozad seconded the motion, and it carried unanimously. • PUBLIC INPUT: Bill Gillard, resident of Greeley, thanked Commissioner Cozad and Bruce Barker, County Attorney, for attending the Nightmares football game. Commissioner Cozad thanked Mr. Gillard for the invitation to the game and said she had a great time. She encouraged the Greeley Tribune to do an inside story so the local community becomes aware of this Northern Colorado team and their current standings in the playoffs. 3 Minutes, July 16, 2018 Page 1 2018-2215 BC0016 NEW BUSINESS: la 1) CONSIDER CONTRACT ID #1814 MEMORANDUM OF UNDERSTANDING FOR IMPLEMENTATION OF COLORADO WORKS AND COLORADO CHILD CARE ASSISTANCE PROGRAMS AND AUTHORIZE CHAIR TO SIGN: Commissioner Cozad presented this item since, Judy Griego, Director of Department of Human Services, was not present. She further mentioned the contract was reviewed in a pass -around that all five Commissioners approved. Commissioner Cozad moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Freeman, and it carried unanimously. la 2) CONSIDER CONTRACT ID #1949 THIRD AMENDMENT TO DIAGNOSTIC SERVICES AGREEMENT FOR WOMEN'S WELLNESS CONNECTION PROGRAM AND AUTHORIZE CHAIR TO SIGN — BANNER HEALTH, DBA NORTH COLORADO MEDICAL CENTER: Mark Wallace, Director of the Department of Public Health and Environment, reviewed the terms of the Womens' Wellness Connection Program, which provides early cancer screenings; such as, ultrasounds and mammograms to qualified, low-income women. Dr. Wallace stated the contract is for a three (3) year term from July 21, 2018, through July 20, 2021. Commissioner Freeman moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Cozad, and it carried unanimously. IR 3) CONSIDER CONTRACT ID #1950 TASK FORCE CONTRACT AMENDMENT #2 FOR THE CONTROL AND PREVENTION OF HEALTHCARE ASSOCIATED INFECTIONS (CLIP INITIATIVE) AND AUTHORIZE CHAIR TO SIGN: Dr. Wallace presented the terms of the amendment and stated its purpose is to assist with outreach and education of the community on infection control, which helps prevent healthcare associated infections acquired while being treated for another condition. He stated last year's outreach with skilled nursing facilites was a success and this year's contract runs from August 1, 2018, through July 21, 2019. Dr. Wallace advised the program is federally funded, and the total cost would not exceed $12,000.00. Commissioner Cozad moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Freeman, carried unanimously. Commissioner Cozad reported to Dr. Wallace on the upcoming efforts to further coordinate services to benefit the Area Agency on Aging provided by the Health Department. 4) CONSIDER RENEWAL APPLICATION FOR A HOTEL AND RESTAURANT (COUNTY) LIQUOR LICENSE AND AUTHORIZE CHAIR TO SIGN - RINN VALLEY, LLLP, DBA OLE HICKORY SMOKEHOUSE AND TAVERN: Frank Haug, Assistant County Attorney, stated there are no concerns from staff regarding the renewal application. Commissioner Freeman moved to approve said application and authorize the Chair to sign. The motion was seconded by Commissioner Cozad, and it carried unanimously. la 5) CONSIDER RENEWAL APPLICATION FOR A TAVERN (COUNTY) LIQUOR LICENSE AND AUTHORIZE CHAIR TO SIGN — THE FORT 21, LTD, DBA THE FORT 21: Mr. Haug stated there are no concerns regarding the renewal application. Commissioner Cozad moved to approve said application and authorize the Chair to sign. The motion was seconded by Commissioner Freeman, and it carried unanimously. 6) CONSIDER OFFICIAL ABSTRACT OF VOTES FROM JUNE 26, 2018, PRIMARY ELECTION: Carly Koppes, Clerk and Recorder, and Adam Gonzales, Clerk and Recorder's Office, presented the abstract statement of the votes, which identified zero discrepancies in the canvas, and stated there was a 28.5% turnout, and a total of 46,106 cards cast. Ms. Koppes stated there were 10,831 unaffiliated voters, 5,238 Democrat voters, and 5,141 Republican voters. She mentioned the outcome of the election Minutes, July 16, 2018 Page 2 2018-2215 BC0016 mimicked other counties throughout the State. Mr. Gonzales stated there were some challenges to be resolved prior to the larger election in November; such as, ordering supplies and delivery at two (2) separate buildings, parking challenges, and security concerns. Commissioner Cozad moved to approve said official abstract. Seconded by Commissioner Freeman, the motion carried unanimously. 7) CONSIDER APPLICATION FOR 2018 BETTER UTILIZING INVESTMENT TO LEVERAGE DEVELOPMENT (BUILD) GRANT FOR CENTENNIAL HIGHWAY (U.S. 85) BETTERMENTS: Elizabeth Relford, Department of Public Works, requested the Commissioners' support with submitting the BUILD application on behalf of Weld County for the U.S. Highway 85 Corridor. In response to Commissioner Freeman, Ms. Relford stated she isn't sure what the time frame is concerning the acceptance and receipt of results of the application, but does anticipate it to take a while, since last year's INFRA application took about a year for results to be recieved. Commissioner Freeman moved to approve said application. The motion was seconded by Commissioner Cozad, and it carried unanimously. Chair Moreno expressed appreciation to Ms. Relford and Jay McDonald, Director of Department of Public Works, for their presence and comments made the Transportation Legislative Committee in Hudson, regarding their vast experience with Weld County's infrastructure. IR 8) CONSIDER DECLARING CERTAIN EQUIPMENT AS SURPLUS PROPERTY, APPROVE SALE OF SAME AT AUCTION WITH ROLLER AND ASSOCIATES AND DELEGATE AUTHORITY TO CONTROLLER TO SIGN ANY NECESSARY DOCUMENTS: Barb Connolly, Controller, presented the list of equipment to be declared surplus for sale at auction. Commissioner Freeman moved to declare said equipment as surplus, approve the sale of auction and authorize the Controller to sign necessary documents. The motion, which was seconded by Commissioner Cozad, carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
