Carr 12092 WCR 72 Eaton, CO 80615 RE: Meter Number 4418 001, Located at 12092 WCR 72, Eaton Owner: Brian and Sarah Carr To Whom It May Concern: North Weld County Water District provides domestic water service to the property located at 12092 WCR 72, Eaton. The current service provides a 3/4' meter with Water and Plant Investment Allocation of 0.5 which yields 114,000 gallons per year without surcharge rates. Surcharge rates are detailed below. The District has reviewed the applicant's request for a USR permit to build a dog boarding and daycare facility on the parcel, and have no conflict with the request. Water top/setvice is placed on the physical property, defined by a legal description. In case of a Recorded Exemption, the water tap shall only serve the parcel that the water tap is located on. Service shall NOT cross the legal description of one parcel to serve theotherparcel, unless an easement has been recorded for the water service and has been approved by the District. The District guarantees treatment and delivery of water purchased. All water that is delivered with surcharge is subject to water availability. Water purchased through the District shall be 70% delivery of an Acre - Foot of water (228,000 gallons), if the allotment for Colorado -Big Thompson (CBT) project water, which is determined by the Northern Colorado Water Conservancy District, is 50% or greater. North Weld County Water District will restrict the delivery as necessary when the CBT allotment is less than 50% A portion of the Raw Water Fee k utilized by the District to construct storage reservoirs. The Plant Investment Fee pays for the infrastructure required to deliver 1 MU (228,000 gallons). If usage exceeds the number of Plant Investments that were purchased, an additional Plant Investment Surcharge will be applied to your account. Plant Investments may be purchased to increase the amount of water to be delivered and avoid the Plant Investment Surcharge. Refer to table below for current Plant Investment Surcharge schedule. Water Surcharge Surcharge will be assessed when an account's year to date usage exceeds their annual allotment. Currently surcharge is $2.00 per 1,000 gallons. This fee is to recover the District's cost to obtain additional water rights for delivery. All water that is delivered with surcharge is subject to water availability. Plant Investrr,arat Surcharge When an account's year to date usage exceeds their Plant Investment Allotment (# of Equivalent Taps x 228,000 gallons), a surcharge will be assessed. The transfer of additional water will not remove this charge. The current site has two structures that use the same septic system. The split will necessitate the addition of a new septic system for the main residence on the property. The main residence is listed as a 4 bedroom structure. The site for the new septic system is adjacent to an existing corral with several fences dividing the proposed bed area into multiple corrals. The site is sparsely vegetated with weeds. Surface drainage is poor to the north. The site is bordered to the north the existing residence and Weld County Road 72. A barn and corrals are located to the west and south. Farm yard and a small lean-to shed are located to the east. The existingseptic tank and bed are located on the western portion of the existing site and will be part of the second property after the parcel is split. We are unaware of the presence of natural or cultural features at the site. A total of three percolation test borings and one soil profile boring were drilled on November 25, 2015. The percolation borings were drilled at depths ranging from of 3 to 5 feet and the soil profile boring was drilled to a depth of 8 feet. The borings were drilled at the locations show on the Site Plan, Figure 1. Soils in the area of the proposed absorption bed consisted of silty clayey sand to a depth of 8 feet. Summary boring logs are attached with this report. Groundwater conditions were evaluated in each boring at the time of subsurface explorations, and one day after the drilling. Groundwater, or the physical features present from past high groundwater were not observed to a depth of 8 feet, The borings were located in the field by pacing from property lines and/or existing site features. Relative surface elevations at the boring locations were obtained by measurements with an engineer's level from a temporary bench mark (TB) shown on the Site Plan. The accuracy of the boring locations and elevations should only be assumed to the level implied by the methods used to determine each. SEPTIC SYSTEM DESIGN CRITERIA 1. The tank will need to meet the specifications of Weld County Regulations 0-9-20. The rid of the tank must be sufficient to withstand the load created by the burial depth of soil e are e not aware of water soluble sulfate concentrations that would significantly affect a concrete septic tank Risers must be used to provide access to the tank. 2. Infiltrators -- Minimum of 74 Standard Quick 4 infiltrators in an ti absorwide bed (4 by 18 and 19 long = 74 Quick 4's for an absorption bed) 3. Distribution Box - Installed level to provide equal distribution of effluent. Riser must be used to provide access to D -Box_ 4. Backtill - 12 inches (minimum) to 36 inches(maximum)of on-situ. soil. The top 4 inches shall be organic topsoil. 5, The system should maintain a minimum 1/4 -inch per foot slope from the house to the septic tank. The slope of the effluent line from the tank to the absorption bed should be a minimum of 1/8 -inch per foot.. 6. Each run of infiltrators must have an inspection port at the end of the run. GENERAL NOTES 1, All construction shall be in compliance with Weld County Health Dept and State regulations, 2, Any deviation from the plan must be approved by WCHD and/or Northern Colorado Geotech prior to construction, 3. No groundwater or bedrock was encountered in the soil profile boring g located at the proposed ose - p' p d soil absorption bed. We are unaware of any limiting layers within 8 feet of the existing site grade. Accordingly, the leach field may be constructed to a depth 4 feet below finished grade. 4, All parts of the field shall be located the minimum I - mr_ �� distances from land features including 100' from any well, 50' from a pond or ditch, 20' from all dwellings and 10' from all fines, property Thee system shall be inspected by WCHD and/or Northern Colorado Geotech during critical phases of construction. Large trees or shrubs should not be planted within 6 feet the field of 8. The completed leach tield should not be paved or driven over at any time. 9. A licensed septic system installer p y should be chosen by the client. A list of licensed installers is available from WCHD. The installer should use best construction practices during all phases of the septic system construction. 10. Excavation should be performed in such a way as to limit/eliminate traffic over the area of the absorption bed. 2. All wastewater lines shall be constructed of compatible pipe, primer, bonding agent and fittings. 3. Use Schedule 35 pipe except where piping is placed under driveways or roadways ASah in these locations use Schedule 40 pipe. 4. All system piping shall be bedded with select, granular material. Material may be on -site or imported material. 5. Compact soils around tank and distribution box to ensure piping will remain level and settlement will not create bellies within the piping.
