WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners of Weld County, Colorado, held a public hearing on the 4th day of January, 1978 , at the hour of 2 : 00 o' clock p.m. , in the Chambers of the Board of County Commissioners, for the purpose of hearing the appli- cation of John G. Miller, P. O. Box 215, Longmont, Colorado 80501, for the granting of a Special Use Permit for a chemical plant on the following described real estate, to-wit: A Tract of land in the NWa of Sec. 12, TIN, R68W, of the 6th P.M. , Weld County, Colorado, more particularly described as follows: Beginning on the West Line of Section 12, Whence the NW Corner of said Section bears N 00°11'15" W. , 902.58 Feet; Thence N 89°15' 00" E, 497.23 Feet; Thence S 00°11'15" E, 440.00 Fcct; Thence S 89°15'00" W 497.23 Feet to the said West Line of Section 12; Thence N 00°11'15" W, 440.00 Feet to the Point of Beginning, containing 5.002 acres, more or less. WHEREAS, the petitioner was present, and WHEREAS, evidence was presented in support of the grant of the Special Use Permit for a chemical plant on the above-described real estate, and WHEREAS, Section 3. 10 of the Weld County Zoning Resolution authorizes such a use in an Industrial District upon approval by the Board of County Commissioners, and WHEREAS, the Board of County Commissioners of Weld County, Colorado, heard all the testimony and statements of those present, has studied the request of the petitioner and the recommendations of the Weld County Planning Commission and all of the exhibits and evidence presented in this matter, and having been fully informed and satisfied that the request for a Special Use Permit for a chemical plant on the hereinabove described real estate, conforms to the purposes of Section 3. 10 of the Weld County Zoning Resolution; ry o , , 780163 NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners of Weld County, Colorado, that the application of the petitioner for a Special Use Permit for a chemical plant on the hereinabove described tract of land, be, and hereby is, granted subject to the Development Standards contained in the Special Use Permit. BE IT FURTHER RESOLVED by the Board that the reasons for approval contained in the Planning Commission recommendations dated November 15, 1977, be, and hereby are, incorporated as the findings of fact of the Board of County Commissioners in this matter. The Longmont Fire Protection District indicated they have no objections to the proposal provided the applicant complies with the items enumerated in the fire district ' s letter dated October 24, 1977. C. The Weld County Health Department has recommended approval of the request provided the septic system is designed by a professional engineer. D. The Weld County Engineering Department has indicated the drainage report is acceptable and recommended a single access onto County Road 11 with a CMP with a minimum length of 40 feet and minimum diameter of 15 inches. The Planning Commission recommendation for approval is subject to amending the Special Use Permit plans prior to recordation to show: 1. The location of the 2 dry fire hydrants, 2. The location of the 6" water line from the pond, 3. The location of the access to the pond, 4. Revision in the access to County Road 11 to delineate one access point with a CMP a minimum of 40' in length and a minimum diameter of 15", 5. Delineation of the chain link fence as being eight feet in height and a notation indicating it shall completely surround the property in question, 6. The use permitted on the hereon described 5. 0 acre parcel is a chemical blending operation to supply exploration companies with services and materials to chemically stimulate their wells. The permitted use shall include the shop, lab, plant , and bulk storage facilities as shown hereon. 2. The following fire protection measures shall be implemented to conform to the requirements of the Longmont Fire Protection District : A. Installation of two "dry hydrants" connected to a 6" ll pipe from the pond located immediately east of property in question. d r B. The hydrants shall be located at the west end of the property in conformance with the requirements of the Longmont Fire Protection District . I C. The hydrants shall conform to the requirements of the N.F.P.A. standard 1231 . D. Provision shall be made for access to the pond. E. A fire alarm system shall be installed in the structures. i 3. All sewage disposal facilities shall conform to Weld County I and State Health Standards and Regulations. The septic system shall be designed by a professional engineer. The wastes collected from the blending plant and lab shall be disposed of off-site at a site approved by all applicable regulatory agencies. 4. He stated that water consumed by 1 each animal would be l to 1- gallons per hundred weight which would be approximately 19, 290 gallons per day. A 60, 000 gallon cistern will be used as the water storage facility and flushing will be re-cycled. Twenty-seven sq. feet will be allowed for each sow, 7 sq. feet for feeders and 10 sq. feet for finishing. He is also proposing to use a sealed lagoon. Ken McWilliams then read the staff recommendation and Development Standards. Mr. Schawo said he agreed to and understood the Development Standards. 1 MOTION: Be it therefore resolved to recommend approval with the 1 Development Standards to the Board of County Commissioners. NW4j Section 12, T1N, R68W LOCATION: 1 mile south and 1 mile west of Dacono SUBJECT: Chemical Blending Plant and Associated Facilities APPEARANCE : Jim Jones, President of Alcan Pacific DISCUSSION: Mr. Jones stated that there seems to be an apparent lack of understanding as to what a chemical blending plant is. A chemical blending plant basically is a re-blender in that they `, buy finished products, take the materials and formulate them into \ a particular application , and sell that material . He then went into a great amount of detail explaining- the procedure of the plant and its operation . Frank Suckla then stated that he was concerned about the drainage into the ditch. Ken McWilliams then read the staff recommendation and Development Standards . Mr. Jones said he understood and /7 agreed with the Development Standards. Mr. Kiefer asked what ' type of off-site waste disposal was proposed and was told that I the off-site disposal proposed was the Lowry Bombing Range. Mr. Hiatt asked whether there were any area lighting proposed. Mr. G Jones said that the insurance company requires there be adequate light around the shop and plan area. A letter of opposition was read by Pen McWilliams from Clifford Haller, surrounding property i owner, regarding the dust problem. Mr. Hiatt asked what the 1, anticipated traffic would be on County Road 11 . The 2 acres would be used as a sales yard and storage of oil field supples, valves, etc. A mobile home would be placed on the location to be used as an office. Ft. Lupton ' s proposed industrial zoning is adjacent to the U. P. Railroad tracks. Mr. Pfeifer has met with the Ft. Lupton Planning Commission and was approved. Ken McWilliams then read the staff recommendation for tabling. lie also stated that he was contacted by Mr. Simpson of the Division of Water Resources regarding the well permit and indicated the well would probably be approved , but could not verify it in writing as it was a matter o1' going through the proper procedures to get approval. Mr. Suckla then stated that A the area does not look very desirable at this time. Feels box ; cars, etc. should be removed from the property which would greatly ' improve the area. . Discussion then follol‘ed regarding the water I supply and the concern for getting approval on the well before maki ng a recommendation to the Board of County Commissioners. Box 739 • Longmont, Colorado 80501 • Area Code 303.772-2191 PROPOSED FACILITY Operation of Proposed Blending Facility Alcan Pacific Chemicals' intention is to set up a blending facility of intermediate size which will probably not employ more than fifteen to twenty people. The blending operation will consist of the purchase of ClassIC and ClassII materials for the purpose of blending proprietary materials to supply area exploration companies with services and materials to chemically stimulate their wells. Bulk storage will consist of solvents and Hydrochloric Acid. Storage of bulk solvents will consist of basically aromatic, straight-chained aliphatic and some low molecular weight alcohols. All bulk solvents will be appropriately diked as seen in the engineering diagram. The bulk storage of aliphatic materials will probably not have a flash point of 110° F. The aromatic materials will consist of high molecular weight, high flash viscous materials. These materials will have a flash point in the neighborhood of 400 to 500° F. There may, at some point, be some bulk storage of lower molecular weight aromatic materials that have a flash point in the range of 30 to 40° F. However, I would like to point out that this is 20° higher than the conden- sate tanks that are found throughout Weld County and are used by the oil companies to market their materials. Storage of bulk Hydrochloric Acid will be in a 4" mild steel rubber-lined tank. The bulk Acid tank will have a two-and-a-half foot concrete retainer wall and base. We will have no noxious materials that produce pungent odors at our facility. There will be no fire or glare that may propose any hazard to area residents. The noise level from our operation should not exceed similar operations such as that of Western Company in Brighton, Colorado and therefore we expect no adverse effects. To sum up what we think that we can expect from our blending operation, we expect little or no change in the existing environment as it is found today. Operation of Shop and Laboratory Facilities The proposed shop facility is a supportive operation to our service business. It is a necessity in order to efficiently take care of our equipment and maintain a low operating profile. Such a facility as we are proposing will help keep our operating staff at a minimum and improve our overall operation. 2 The actual operation of the shop will consist of bringing trucks in for maintenance work and, in some cases when necessary, the facility will be equipped so that we might build some of our own equipment. The pollution and noise levels from such an operation is not expected to be any problem since the facility should be insulated and most of the noise will be absorbed. Also again, for reference of such a facility, I would point out the Western operation in Brighton, Colorado. The laboratory facility is also a supportive operation to our service business. Its main function is to determine what the downhole production problems are for a customer so as to establish a workable approach. The type of laboratory work that we are presently doing is basically "wet lab. " A good comparison is what test work a sanitary facility or water treatment plant laboratory might do to maintain water quality assurance. For the disposal of waste, we will have three different systems. One system will be a septic tank for sanitary disposal. Another will be for the shop facility where the disposal system will have a skimming apparatus so that we may recycle the water for use in the shop; finally, the blending plant and laboratory will have a disposal system of its own. This system will be a fiberglass holding tank and waste will be hauled to the Lowry Bombing Range for disposal. TRAFFIC OF HEAVY EQUIPMENT FROM OPERATION Within two years from the time our facility becomes operational, it is our projection that we will have 1-tractor-trailor pump truck (empty weight 48 ,000 lbs; 82 ,000 lbs. full weight) ; 1-body load pump truck (empty weight 25,900 lbs; Full weight 49 ,000) ; 3-Chemical trucks (empty weight 16 ,500; full weight 35 ,000) ; 1-van truck (empty weight 8 , 900 lbs; full 'weight 15 , 000 lbs) . The 3 chemical trucks will have one trip per day, the two pump trucks will average a job a day every other day. The chemical van will have an average of one trip per day. Most of the supply materials are picked up by our chemical van, there are some materials that are transported by bulk and this would occur once a week at the most. In addition to this, we project as many as 15 employees at this site with subsequent trips to work and home. The soils information is as fol 'ows: 17-B Nunn clay loam 1-3% slope X40-B Wiley-Colby complex 1-3o slope 40-D Colby loam 5-9% slope 41-B Weld loam 1-3o slope The Nunn clay loam series is a deep, well drained soil on terraces and smooth plains. Permeability is moderately slow, water holding capacity is high. Surface runoff is medium and the erosion hazard is low. The Nunr soils have a fair to poor potential for urban development. The soil has a moderate to high shrink-swell , low strength and moderately slow permeability, all of which will create problems in dwellings and road construction. Some areas of this soil , however, have a loam to sandy loam substratum which is suitable for septic tank absorption fields and foundations. The Wiley-Colby soil series consistsof a deep, well drained silty clay loam. Permeability is moderately slow. Water holding capacity is high; hence surface runoff is medium and erosion hazard is moderate. These soils have a fair to good potential for urban development with only moderate shrink-swell potential . The Weld loam soil series is a deep, well drained soil . It has a slow permeability and the water holding capacity is high. This soil has a good potential for urban development due to its relative slight shrink- swell capability for foundations and roads and moderate capabilities for septic tank absorption fields. It would appear for buildings and foundations with heavy bearing loads, an on-site engineering test by a private consulting firm for foundation designs would pay big dividends. Colored' 80231 phone 750-9123 or 750-9278 DRAINAGE REPORT FOR ALCAN CHEMICAL COMPANY SPECIAL USE PLAN in the Northwest one-quarter of Section 12, Township 1 North , Range 68 West Weld County, Colorado Prepared for: Hilltop Real Estate 605 Third Avenue Longmont , Colorado 80501 Prepared by: Rocky Mountain Consultants , Incorporated 1755 North Main Street Longmont, Colorado 80501 October 1977 RMC Job No. 277-1089 INTRODUCTION Alcan Chemical Company is proposing to install a plant, shop and storage tanks on a five acre tract in an industrial zoned area in the Northwest one- quarter of Section 12, Township 1 North, Range 68 West in Weld County, Colo- rado. This drainage report was done to be sure that the changing of this parcel would not in any way materially affect the drainage as it now exists in the area. PHYSICAL CONDITIONS The tract is gently sloping to the northeast towards a natural drainage slough which is approximately 100 feet northeast of the northeast corner of this tract. There are several ponds in the slough, but in general , it appears to have been the natural drainage slough for the areas on either side. Along the south boundary of this site, there is a berm which is approximately 4 feet higher than the site and on the south side there is a waste ditch which is used to collect irrigation water and other water which comes off the hill and diverted east to the slough, thus not allowing the water to flow onto the tract proposed in this special use plan . The proposed truck parking and employee parking areas will be gravel and therefore the change in velocity during rainstorms will be minimal . The 60' x 40' plant and the 65' x 52 ' shop will create excess runoff; but this is so minimal that it would not be noticed from such small areas . The existing ditch on the property is proposed to be diverted closer to the road and will intercept any water coming towards the plant and shop areas . This water will then be diverted to its historic point of existence for the property and therefore the drainage in the area will not be disturbed. CALCULATIONS The rational method was used to calculate the water which would come from the southwest towards the south boundary of this property. The area contributing to this is estimated to be approximately 15 acres. Calculations indicate that the Q for a two year six hour storm would be 4.8 cfs and for a 100 year six hour storm would be 9 cfs. The four foot berm and the ditch south of it are adequately sized to carry this amount of water so that the water coming from the south would not enter this property but would be diverted to the slough as has been done historically. The water from the west would be cut off by Weld County Road 11 and diverted through the borrow ditch as has been historically done. Any water which might come from the borrow ditches would be intercepted by the drainage ditch on the proposed site and would be diverted to historical drainageways. CALCULATIONS AND CRITERIA As mentioned earlier, the rational method was used for calculating the Q for the two year six hour storm and the 100 year six hour storm on the es- timated 15 acres which would be contributing to the south boundary of this proposed site. Because the land is tilled and row cropped, a C factor of .2 is used. Intensity for a two year six hour storm was set at 1 .6 inches per hour and the intensity for the 100 year three hour storm was set at 3 inches per hour. Using these figures for the equation Q=CIA, the Q for the two year six hour storm is 4.8 cfs and the Q for the 100 year six hour storm is 9 cfs. Q=.2 x 1 .6 x 15 for 2 year 6 hour storm Q=4.8 cfs Q=.2 x 3.0 x 15 for 100 year 6 hour storm Q=9 cfs The drainage from the 5 acre site will not change significantly from the past and will run to the drainage slough to the northeast as has been the historic pattern. It might be brought up, that on the plan as mentioned, the drainage arrow was inadvertently pointed to the northwest rather than the northeast .
