The County Governance Committee met on January 19 , 1975 , at 1 P . M. in the Commissioners '
meeting room .
Members present were : Edward L . Dunbar , Chairman
Glen Anderson
William Southard
W. E . Rosenoff
George Brooks
John Chuck Carlson
Discussion centered around elected versus appointed officers . If appointed , such

discussing the "ombudsman concept . " "Full time" versus "part time" Commissioners was
considered . No clear recommendations on this are evident at this time .
The committee also considered how to provide for the transition from the present
structure to a new structure under a charter proposal .
A discussion was also held on how to insure minority representation in the County
Governmental structure .
George Brooks , committee member presented to the committee a report on three types of
County government currently in use across the nation . SEE ATTACHED ARTICLE.
Meeting adjourned . No date was set for the next meeting .
