I met with Commissioner Kirkmeyer and Freeman on Tuesday to go over the Appendix 5 - .] . I made changes based on their feedback . I copied Esther and Cheryl because this is going on Monday November 5th . Commissioner Kirkmeyer also wanted to know when was the last time we did a comprehensive overview of the fees and I told her it hasn 't happened in the last 10 years . This creates a situation where we are required to refund the overpayment, and are paying $ 0 . 54 for a stamp plus wages to send back pennies in the mail . Also, since the fees change annually every year, once an office gets the amount down they may send in an over or under payment based on the prior year' s mileage rate . Again , this causes a lot of additional cash handling and mailing back of change or additional billing . Don Warden is asking for an update to the fees listed in County Code by October 19th . Under Appendix 5 - D; #28 for Civil Processing, we would like to propose adding in mileage " zones" based on the attached information . For those applications for uses identified to be of high complexity or intensity where a determination is made that County staff will be committing time and resources in excess of the established application fee, the Department of Planning Services may request • a fee in excess of the identified fee[TPJ5] . The applicant shall deposit an estimated amount of the costs prior to assistance . The fee will be held and charged against by the County based on the standard hourly rate for each department administering or reviewing the permit . The departments shall include , but not be limited to , the Department of Planning Services, Health Department, Public Works and the County Attorney ' s Office .
