I know first reading of the Fee Schedule is on the Board ' s agenda today . I didn ' t get my proposed changes to Warden in
time . Is there any way we can incorporate or as the BOCC to set up a separate work session to discuss updating our

Good morning . I met with Commissioner Kirkmeyer and Freeman on Tuesday to go over
the Appendix 5 - .] . I made changes based on their feedback . I copied Esther and Cheryl
because this is going on Monday November 5th . Commissioner Kirkmeyer also wanted to
know when was the last time we did a comprehensive overview of the fees and I told her
it hasn 't happened in the last 10 years . I will try and tackle that next year so when this
comes around again in 2020 I ' ll be ready . Let me know if you have any questions .

Regarding refunds . I think you should have the same policy that the Treasurer has which is they do not process any

I think your idea is a good one , and authorized by statute . A few thoughts : Appendix 5 - D . 28 needs to be updated to say
something like : "The fee established by the Board of County Commissioners by Resolution 2019 - 2727 " The resolution
itself should have a list ( like the one you 've provided ) and map showing the zones, since the town boundaries do not
include the unincorporated areas nearby . The resolution should reference the statute , although I can assist you ( and the
Clerk to the Board ) when it gets that far. I suggest you put this together and discuss it with Don Warden and the Board ,
since it is slightly different that a typical annual fee update . I ' m happy to discuss further .

Hi Bob . I am told you are currently our primary for questions at the SO .
Civil Processing involves mileage for each of the municipalities when papers are being served . The mileage changes
annually based on what our County mileage rate is . We have a lot of attorneys and offices that simply round up the
mileage when paying the fees, so instead of paying $47 . 96 to deliver a paper to Nunn , they write the check for $48 . 00 .
This creates a situation where we are required to refund the overpayment, and are paying $ 0 . 54 for a stamp plus wages
to send back pennies in the mail . Also, since the fees change annually every year, once an office gets the amount down
they may send in an over or under payment based on the prior year' s mileage rate . Again , this causes a lot of additional
cash handling and mailing back of change or additional billing .
Don Warden is asking for an update to the fees listed in County Code by October 19th . Under Appendix 5 - D; #28 for Civil
Processing, we would like to propose adding in mileage " zones" based on the attached information . This would be a flat

rate for each of four zones, based on mileage from the reported mailing address of a location . The only requirement is
that we follow CRS 30- 1 - 104, which is page 2 of the attachment . We believe these zones would follow that Statute , and
are the fairest and most cost efficient way of handling this issue . It also allows us to revisit the fees each fall in case there
are drastic changes in fuel pricing or other issues we haven ' t yet anticipated .
Do you see an issue with this proposal that we may have missed ? Is there anything else we need to do before proposing
this to Don as a change in the fee structure for public input ? Is there a clear and succinct way to write this into Appendix
5 - D ? Please review and let me know your recommendations before I move forward . Thanks for your time .

2019 year, a new fee ordinance will be drafted and put on the Board of County Commissioners' agenda in order to have
three readings to be effective January 1, 2019

assistance The full cost recovery rate shall be
determined by the Director of Finance and

For those applications for uses identified to be of
high complexity or intensity where a determination is
made that County staff will be committing time and
resources in excess of the established application fee,
the Department of Planning Services may request
• a fee in excess of the

estimated amount of the costs prior to assistance .
The fee will be held and charged against by the
County based on the standard hourly rate for each
department administering or reviewing the permit .
The departments shall include , but not be limited to ,
the Department of Planning Services, Health
Department, Public Works and the County Attorney ' s
Office . The standard hourly rate shall be established
by the Finance Department for the actual time spent

2 The fee to amend an application for a Special Review Permit for Solid Waste Disposal Sites and
Facilities shall not exceed $20 , 000 . 00 . The full amount shall be submitted to the Department of Planning
Services at the time a complete application is submitted . The fee will be held and charged against by the
County based on the standard hourly rate for each department administering or reviewing the permit. The
